2. BACKGROUND:
During the course of the PNP's intensified campaign against illegal drugs
which started on July 1, 2016, the PNP started using the term "Death Under
Investigation" or "DUP' referring to all cases of murder and homicide nationwide. The
aforesaid term was adopted to emphasize that all killings are being investigated
and/or to be investigated by the PNP.
However, the term "DUP' was later on changed to "Murder Cases Under
Investigation" or "MCUP' considering that "DUI" was often misunderstood as "Driving
Under the Influence." After few months of using the term "MCUI," the same was
changed to "Homicide Cases Under Investigation" or "HCUI" considering that the
term "homicide" is a more generic term for cases of killings and is more fitting to the
fact that PNP units have so the so-called Homicide Section.
Unfortunately, over months of using the terms "DUI," "MCUI," and "HCUI,"
PNP personnel as well as the general public were confused of the real meaning of
the same. Oftentimes, the aforesaid terms were even mistaken for Extrajudicial
Killings/Extralegal Killings (EJK/ELK), or those cases of Died in Police Operations.

Also, the use of the word "Under Investigation" in "Homicide Cases Under
Investigation" creates misconception that those cases of. "HCUI' even though
referred before the Prosecutors Office or filed in Court, are still under investigation.
3. PURPOSE:
4. DEFINITION OF TERMS:
a. Death Incidents (DI) are cases under Murder and Homicide defined in
the Revised Penal Code.
c. Death Incidents Cleared (DIC) shall refer to those where the motive
and identity of the perpetrator was already determined and a case was
already referred before the Prosecutor Office or filed before the Court.
However, the perpetrator is still at large.
d. Death Incidents Solved (DIS) shall refer to those where the motive
and identity of the perpetrator was already determined, case was
already referred before the Prosecutors Office or filed before the Court,
and at least one of the perpetrator was already arrested. It shall also
include those instances where perpetrator/s died during the pendency
of the case.
c. The terms "HCUI," "MCUI," and "DUI" will no longer be used by the
PNP;

f. Death Incident shall be further classified as "Drug Related' and " Non-
Drug Related,";
g. All efforts shall be exerted to solve death incidents and give justice to
the victims and his/her relatives and friends; and
h. All death incidents shall be timely encoded and updated in CIRAS and
CIDMS.
6. DIRECTIVES:
Based on the foregoing, all RDs, PROs and D, NOSUs are directed to
ensure that all policy and guidelines set forth in this Investigative Directive shall be
observed by all offices/units and personnel in its respective AOR.
