I hope that my legislative ratings will assist conservative West Virginians in holding their
elected representatives accountable to the conservative values that we share. My goal is to
continue to shift the legislature from moderate (purple) to conservative (deep red).

SCORING APPROACH
In 2022, I scored 61 House votes and 41 Senate votes. Each vote was given a weight based on
this year's priorities. Scored legislative votes routinely are weighted as a 1.0. However, some
votes are weighted heavier based on their relative importance this year. For example,
strengthening states' rights, a convention of states, and ESG (Environmental, Social,
Governance) scoring are critical issues this year to combat the federal government's overreach
into the lives of West Virginians. A list of weighted topics is outlined in the chart below.

legislative item, I will explain the reason for an expected "NO" vote in the description of each
item. I understand that individuals may disagree with my rating scheme. However, I believe it
provides a reliable picture of what average, hard-working, conservative West Virginians
believe and wants to see from their legislator. In the voting record, "NV" indicates that
members cast no recorded vote for reasons not indicated. Additionally, "Signed" or
"Complete" indicates that the legislative item was approved into law. Otherwise, if an item
simply indicates "Passed House" or "Passed Senate", that is an indication that the bill only
passed in the originating chamber and was not taken up for a vote in the other chamber.

By far the largest category of scored votes in the 2022 Regular Session with 23 scored votes. This section will span four pages of this
report, and the weight for each legislative item is based on the overarching intent and significance of the proposed bill. SB 268
Microschools and SB 498 Anti Racism were the dominant education bills of the session. The microschool bill was eventually passed
and signed into law, but the anti-racism bill died in the Senate after the House made amendments, and the Senate failed to take up
the amended bill for a vote during the session.

Taxation
The priority in taxation is to reduce or eliminate the personal income tax for working West Virginians. HB 4007 was a bill to reduce
personal income tax very slightly, and it passed the House. However, the bill was not brought up for a vote in the Senate. An
amendment to HB 4007 was to make it effective in 2022, but this amendment failed in the House. All other bills in this category
were given a NO vote because they provided a tax break or income protection for a very small and select group of people such as
new car dealership owners, land developers of housing for "professionals", and video lottery machines licensees. Many of the
beneficiaries are political heavyweights and donors. Until the personal income tax is eliminated or significantly reduced, we should
not carve out tax breaks for a select few.

This bill was a NO vote because it reduced unemployment compensation to 12 weeks if the state average
(not regional) unemployment rate was below 5.5% and graduated up to 20 weeks if the unemployment
rate was at least 9%. However, there was no consideration for increasing payments to assist higher
