I hope my legislative ratings will assist conservative West Virginians in holding their elected
representatives accountable to our conservative values. I aim to continue working to shift the
West Virginia legislature from moderate (purple) to conservative (red).

SCORING APPROACH
In the 2023 regular session of the WV Legislature, 84 House votes and 83 Senate votes made
the scorecard. Each vote is given a weight based on the year’s published priorities with a base
weight of 1.0. However, some votes are weighted heavier based on their relative importance.
For example, supporting a convention of states and eliminating ESG (Environmental, Social,
Governance) scoring are critical issues to combat the federal government’s overreach into the
lives of West Virginians and therefore are weighted as 2.0. A list of weighted topics is outlined
in the chart below, and amendment votes are weighted as 0.5 regardless of the topic.
You will find how legislators voted on each scored item in this report. If I oppose a legislative
item, I will explain the reason for an expected “NO” vote in the description of each item. I
understand that individuals may disagree with my rating scheme. However, it provides a
reliable picture of what average, hard-working, conservative West Virginians believe and want
to see from their legislator. In the voting record, “NV” indicates that members cast no
recorded vote for reasons not indicated. Additionally, if an item indicates a “Completed”
status, the bill has completed the legislative process.

Missed Votes
This is a new metric introduced in the 2023 report. As previously mentioned, there are 83 scored votes in the WV Senate, and 84
scored votes in the WV House during the 2023 regular session. The chart below provides the percentage of missed votes out of the
total votes scored by this report. Any legislator at or above 10% is highlighted in red. No judgment is placed on the legislator because
it is impossible to know why the legislator missed a voting opportunity. Personal illness, family challenges, or other legislative
matters may have prevented their attendance for a vote. In the following sections, a yellow NV indicates a missed vote and does not
count for or against the delegate in their overall score calculation. However, as constituents, asking your representative why they
missed an important vote may be helpful.

Education, or any employee of the aforementioned entities, within the scope of his or her employment, may not
require or otherwise compel a student, teacher, administrator, or other employee to affirm, adopt, or adhere to
any of the following concepts: (1) One race is inherently, morally, or intellectually superior to another race; (2) An

Pay Raises
The 2023 regular legislative session brought the passage of government employee pay raise bills. Senate Bill 423 is supported, giving
state employees, including state police and school personnel, an increase in pay of approximately $2,300/yr with the intent to offset
increases in PEIA insurance premiums. However, a NO vote was warranted for HB 3135 and SB 740. Senate Bill 740 gave legislators a
significant pay raise and increased their per diem rates and other financial add-ons. The key reason to oppose this bill was the
mechanism for future pay increases which is now tied to 75% of the per capita income of West Virginians as reported by the US
Census Bureau every year. Similarly, HB 3135 provided a significant pay increase to the six constitutional officers and tied it directly
to the federal employee pay scale. Therefore, as federal employees get an increase, officer pay is automatically increased without
debate or vote. Because of this, future wage increases for legislators and officers require no legislative action.

separate from the ongoing school choice effort and represent opportunities to improve the overall education environment in WV.

Information suggests that the origins of this bill was from a large GOP donor in Southern WV with an interest in
SB 602 N 1 Passed Senate Allow WVSU and BSU to offer AS degrees
Bluefield State University and a desire for BSU to acquire (whole or part) New River C&T college. WVSU was
added to the bill to wrap it in the blanket of a Historically Black College and University (HBCU) as a way to
increase the chance of passage by making it a race issue. Eventually the bill was stopped after significant
pressure was placed on WV House members.
Allowing the instruction of intelligent Teachers in public schools, including public charter schools, that include any one or more of grades kindergarten
