Karate/Football/Carrom/Lawn Tennis/Taekwondo discipline for
scrutiny of recruit procedure for the post of Sub-Inspector under
Meritorious Sports Quota:

A letter has been received from Investigating Officer, Crime Branch

Police Station, SIT, PHQ, Itanagar, A.P, letter vide No. PHQ/CB/ENQ-8/2013-
2021, dtd. 22 nd Oct’2021, seeking veracity and authenticity of Sports
certificates and signature on it and sought the opinion whether the
document/certificates are valid issued by the various Sports Federations and
Associations to the aspirant candidates for the recruitment of Sub-Inspector
post under Meritorious Sports Person (MSP).

It is also brought to the notice of the authority that the following

documents were enclosed along with the letter for the scrutiny are as under:

1. Copy of advertisement for the post of S.I – ( Pl. kindly refer

2. List of candidates and their achievement Page
( at -5 to 6)
3. Copies of sports certificates of the aspirant candidates(fromPage 7
to 116 )

In order to take appropriate view and to seek authenticity of the

certificates submitted by the candidates, it is proposed to re-verify the
validity of the certificates signed and issued against the aspirants’
candidates from the issuing authority i.e. respective National Sports
Federations/ Associations/ University/ School Games Federation of India
(SGFI) to know precise detail information of the furnished sports certificates.

Therefore, Asst. Director (T&C), may kindly see above noting for giving
his views and comments for further onward submission for the appraisal of
competent authority as matter is very sensitive and required immediate
attention, pl.

1.Thesubject matter is regarding recruitment to the post of sub-
Inspector in the Police Deptt. under sports quota. It is to state here that the
AD & SO (Hq) were deputed by the sports Deptt. as members in the Board to
scrutiny the sports achievement certificates. Accordingly, both the officers
had performed their duties along with other Board members first at PTC,
Banderdewa & second sitting at PHQ, Itanagar on 7th & 8th October
respectively. All the sports certificates were minutely checked & verified by
the Board members & further placed before the authority for further course of
action.

2. Now, the SIT, Crime Branch, Itanagar has directed the Deptt. to
verify & authenticate the validity of the sports certificates for the sports
disciplines as mentioned above by SO (Hq) submitted by the aspiring
candidates. On this matter, it is to state here that the certificates has already
been verified twice by the Board members as mentioned above. Hence, it is
suggested that for authentication of the certificates, we may forward the
same to concern National Sports Federations/State Associations/SGFI etc as
proposed by SO (Hq) for free & fair investigation.

A letter received from lrak Bagra, APPS, Astt. Inspector

General of Police (E), PHQ Itanagar vide no. PHQ/PER-90/2013 dated
Itanagar the 15 th November, 2021 seeking clarification regarding
sports certificate submitted by Mr. Matu Mugli and Miss Yapu Gumja
which may kindly be seen at Page 155 .

This is state that the scrutiny officers from this directorate has
already rejected the certificates issued by Bhutan Karate Association
against 3 rd International Karate Championship, 2017 stating the said
event is not a calendar event of world Karate Federation(WKF). The
calendar events of Indian Karate Association and World Karate
Association is placed in this file for ready reference which may kindly be
seen from Page 144 onward. Also the details obtained from News Site
assert that the said events was aimed to foster friendship amongst
south-Asian countries where Karateka from Bhutan, Nepal and India
participated. News item placed in Page-154 .
