Reaffirming the recommendations for such a zone in accordance with the Final Document of the
Tenth Special Session of the General Assembly,
Reaffirming the inalienable right of all States to acquire and develop nuclear energy for peaceful
purposes,
Emphasising the need for appropriate measures to prohibit military attacks on nuclear facilities,
Bearing in mind the consensus reached by the General Assembly on the significant contribution
of a nuclear-weapon-free zone in the Middle East to international peace and security,
Noting the importance of comprehensive peace negotiations in the Middle East as a framework
for settling contentious issues,
Recognizing the importance of credible regional security, including the establishment of a
mutually verifiable nuclear-weapon-free zone,
Emphasising the essential role of the United Nations in establishing a mutually verifiable
nuclear-weapon-free zone,
1) Calls upon all parties directly concerned to take practical and urgent steps towards
establishing a nuclear-weapon-free zone in the Middle East;
2) Urges all parties to solemnly declare their commitment to refrain from nuclear weapons
production, acquisition, or possession, and to place their nuclear facilities under
International Atomic Energy Agency safeguards;
3) Calls for the deposit of such declarations with the Security Council for consideration, as
appropriate;
4) Encourages all States in the region to engage in constructive dialogue and cooperation
towards establishing a mutually verifiable nuclear-weapon-free zone;
7) Recommends, a regional treaty for the prohibition of Nuclear Weapons in the Middle
East:
a) Reminds, the successful Treaty of Tlatelolco for Latin America,
b) Recommends, the Treaty for the Prohibition of Nuclear Weapons in the Middle
East is a proposed agreement aiming to establish a Nuclear-Weapon-Free Zone
(NWFZ) in the region of the Middle East,
c) Further recommends, establishing a dedicated organisation for the Middle East,
d) Proclaims, The treaty would prohibit member states from acquiring, possessing,
testing, or developing nuclear weapons,
e) Reaffirms, The treaty would allow member states to pursue peaceful nuclear
activities, like energy production, under strict safeguards,
f) Recommends, A robust verification system would be implemented to ensure
compliance, this could involve inspections, data declarations, and environmental
sampling,
g) Further proclaims, The treaty needs to take into account the specific security
concerns of Middle Eastern states, Building trust and addressing anxieties are
crucial for successful implementation;
