Agenda: Deliberating upon the establishment of a nuclear-free zone in the Middle East and
implementation of nuclear non-proliferation policies,

The Disarmament and International Security Committee,

Recalling its numerous resolutions since 1974 regarding the establishment of a


nuclear-weapon-free zone in the Middle East,

Reaffirming the recommendations for such a zone in accordance with the Final Document of the
Tenth Special Session of the General Assembly,

Emphasising the importance of practical and urgent steps towards establishing a


nuclear-weapon-free zone in the Middle East, including the solemn declaration to refrain from
nuclear weapons production, acquisition, or possession,

Reaffirming the inalienable right of all States to acquire and develop nuclear energy for peaceful
purposes,

Emphasising the need for appropriate measures to prohibit military attacks on nuclear facilities,

Bearing in mind the consensus reached by the General Assembly on the significant contribution
of a nuclear-weapon-free zone in the Middle East to international peace and security,

Noting the importance of comprehensive peace negotiations in the Middle East as a framework
for settling contentious issues,
Recognizing the importance of credible regional security, including the establishment of a
mutually verifiable nuclear-weapon-free zone,

Emphasising the essential role of the United Nations in establishing a mutually verifiable
nuclear-weapon-free zone,

Having considered the report of the Secretary-General on the implementation of General


Assembly resolution 52/34,

1) Calls upon all parties directly concerned to take practical and urgent steps towards
establishing a nuclear-weapon-free zone in the Middle East;

2) Urges all parties to solemnly declare their commitment to refrain from nuclear weapons
production, acquisition, or possession, and to place their nuclear facilities under
International Atomic Energy Agency safeguards;

3) Calls for the deposit of such declarations with the Security Council for consideration, as
appropriate;

4) Encourages all States in the region to engage in constructive dialogue and cooperation
towards establishing a mutually verifiable nuclear-weapon-free zone;

5) Requests the Secretary-General to continue efforts to promote dialogue and


confidence-building measures among all parties concerned;

6) Decides to remain actively seized of the matter;

7) Recommends, a regional treaty for the prohibition of Nuclear Weapons in the Middle
East:
a) Reminds, the successful Treaty of Tlatelolco for Latin America,
b) Recommends, the Treaty for the Prohibition of Nuclear Weapons in the Middle
East is a proposed agreement aiming to establish a Nuclear-Weapon-Free Zone
(NWFZ) in the region of the Middle East,
c) Further recommends, establishing a dedicated organisation for the Middle East,
d) Proclaims, The treaty would prohibit member states from acquiring, possessing,
testing, or developing nuclear weapons,
e) Reaffirms, The treaty would allow member states to pursue peaceful nuclear
activities, like energy production, under strict safeguards,
f) Recommends, A robust verification system would be implemented to ensure
compliance, this could involve inspections, data declarations, and environmental
sampling,
g) Further proclaims, The treaty needs to take into account the specific security
concerns of Middle Eastern states, Building trust and addressing anxieties are
crucial for successful implementation;

8) Further Recommends, the establishment of a regional organisation, tentatively named the


Middle East Nuclear-Free Zone Organization (MENFZO), aims to provide a framework for
cooperation, verification, and dispute resolution among member states in their efforts to achieve
a nuclear-free Middle East:
a) The objectives of the Middle East Nuclear-Free Zone Organization (MENFZO) are to
oversee the implementation and enforcement of treaties for a nuclear-free Middle East,
verify compliance, provide technical assistance, facilitate dispute resolution, and
coordinate information exchange, thereby promoting peace, stability, and nuclear
non-proliferation in the region,
b) Conduct inspections of nuclear facilities and sites to verify compliance with treaty
provisions,
c) Monitor nuclear activities and collect environmental samples to detect any unauthorised
nuclear activities,
d) Maintain a database of nuclear facilities and activities in the region for transparency and
oversight purposes,
e) Provide technical assistance and training to member states in implementing nuclear
safeguards, enhancing physical security measures, and developing peaceful nuclear
programs,
f) Facilitate technology transfer and knowledge sharing among member states to strengthen
their nuclear infrastructure and expertise,
g) Establish mechanisms for the peaceful settlement of disputes between member states,
including mediation, arbitration, and conciliation,
h) Serve as a neutral forum for dialogue and conflict resolution among member states
regarding treaty compliance or other nuclear-related issues,
i) The organisation would establish diplomatic meetings, working groups, and forums for
structured discussion,
j) Would Coordinate closely with international organisations, such as the IAEA and the
United Nations, to align efforts and maximise effectiveness in promoting nuclear
non-proliferation and disarmament in the Middle East;

9) Promotes the usage of peaceful nuclear energy:


a) This nuclear energy will stem from existing uranium, plutonium, nuclear reactors and
various assets related to nuclear production,
b) This will happen to enable countries with existing nuclear programs to transition
effectively into a peaceful and civil nuclear program,
c) Regular and mandatory surveys and checks will be undertaken by authorised
organisations like the International Atomic Energy Agency(IAEA) and Middle East
Nuclear-Free Zone Organization (MENFZO) :
i) To ensure proper implementation of peaceful nuclear energy policies,
ii) To nullify the possibility of any secret nuclear program for weapons-grade
nuclear weapons;

10) Encourages for United Nations Funding:


a) Requests, the United Nations (UN) to allocate funding to support initiatives aimed at
strengthening nuclear safeguards,
b) Emphasises, the importance of international cooperation and support in implementing
robust safeguards to enhance global nuclear security,
c) Call upon UN member states to prioritise funding for programs and projects aimed at
enhancing nuclear safeguards, including capacity-building efforts and technology
development.
