ORGANIZATION OF THE PUBLIC FINANCE MANAGEMENT (PFM) TEAM

WHEREAS, as set forth in the 1987 Philippine Constitution and in the Local Government
Code of 1991, the State shall provide for a more responsive and accountable local government
structure instituted through a system of decentralization whereby local government units (LGU)
shall be given more powers, authority, responsibilities, and resources;

WHEREAS, the exercise of good governance requires the strengthening of public

institutions through the continued improvement of its local Public Financial Management System ;

NOW THEREFORE, I, KIRK A. ASIS, Mayor of the City of Bayugan, Agusan del Sur, by virtue
of the powers vested in me by law, do hereby order:

SECTION 1. Organization. The Public Finance Management (PFM) Team of the Local
Government Unit of Bayugan City, Agusan del Sur is hereby organized as follows:

SECTION 2. Duties and Functions. The said Team shall:

a. Be in charge with the establishment of a baseline information on the state of the Local
Public Financial Management System;
b. Conduct Local Assessment using the framework provided by the Public Financial
Management Tool for Local Government Units (PFMT for LGU’s);
c. Formulate recommendations towards the improvement of the local PMS; and
d. Perform other functions as maybe required.

SECTION 3. Repealing Clause. All other existing orders or issuances inconsistent with this
Executive Order are hereby revoked and/or rescinded accordingly.

SECTION 4. Effectivity. This Order shall take effect immediately.
