I. Project Description
A. Brief Summary
The project (5.67km total length) addresses the need for more convenient access
from Barangay Bayan to Barangay San Isidro and to Barangay Mahaba. Major
Crops produced such as coconut, Abaca, Cacao, Fruits, and other forest products
have more ease of access to the market and reduced costs of transporting farm
goods. There will also be ease of travelling of residents from Barangay Bayan to
Barangay San Isidro including Barangay Mahaba and vice versa.

The project supports the local government in its push to economic development
in terms of agriculture and fishery through expansion of crops production and
eco-tourism. Through this project more landowners and farmer residents will be
encouraged to develop and cultivate their land, venture into other varieties of
produce and livestock farming. Potential Eco-tourism spots be explored and
developed in Barangay Bayan, San Isidro and Barangay Mahaba.

Ease of access to education will increase also for the residents of Barangay San
Isidro and barangay Mahaba especially High School Students attending in High
Schools in Poblacion and will encourage students to attend school and help
alleviate the poor living condition.

The project will then make more investors to discover other potential
developments of barangays Bayan, San Isidro and Mahaba.

B. Project Goals and objectives

Goal: To improve the socio-economic condition of the farmers of the said

barangay and the neighboring areas.

Specific Objectives:

- To increase the individual household income of the farmers.

- To improve mobility and reduce transportation and hauling cost of farmers
and other forest products.
 - To reduce the risk of road mishaps and improve accessibility for all residents
and tourist alike.
- To discover the potentials for development in agricultural, industrial and eco-
tourism.

C. Target Beneficiaries

- Direct Beneficiaries: Farmer and residents of barangays Bayan, San Isidro, and
Barangay Mahaba and nearby areas
- Indirect Benefiriacies: Local Business men
School children (Elementary and Secondary)

V.[IV.] Project Management

In the implementation of the project, the Municipal Engineering Office will be the
lead Local Government Unit agency to implement the project.

A regular monitoring during the implementation shall be conducted by the

implementing unit. Upon its completion, the project shall be turned-over to the
barangays concerned, who shall then responsible for the project maintenance
with the support of the people’s organization and other stakeholders in the
community.

VI.[V.] Project Sustainability

To ensure the project sustainability, the municipal and barangay government

units in partnership with the line government agencies concerned shall organize
Operation and Maintenance Group for the project. Maintenance operation
schedule and activity plan has to be prepared by the group leader and its
members.

Regular evaluation has to be conducted by the maintenance group and submit

reports to Barangay Officials or Local Chief Executive for updates and project
situation and status.

VII.[VI.] Risk Analysis

Weather condition and natural calamities are considered as major risk that cause
delay in the implementation. There might be days that the construction
operation would cease due to high intensity of rainfall which leaves the ground
saturated thereby rendering it unsuitable for earthwork operations as well as the
safety and mobility of the construction equipment’s and its operators. This may
cause undue delay or the project duration and completion.

Safety and security of the project construction materials should be of utmost

consideration. In this aspect, the farmers’ association and barangay government
officials shall secure the security of these said project materials. All project
partners/contractors shall also be held responsible and liable on this concern.

VIII.[VII.] Environmental Safety and Health

General
Sufficient welfare facilities including cool drinking water, shaded rest areas and
toilets shall be provided in close proximity to the workers. Members of the
construction team will be issued with personal protective equipment (PPE).

Traffic

Barriers and warning signs will be provided as appropriate measure. Barriers will
be used for edge protection, tape will be used as a warning of danger.

All drivers and equipment operators are with proper competent training.

Flagman directing vehicles and equipment shall be trained. Vehicles and

equipment shall be inspected regularly and prior to starting operation to ensure
good working condition.

Dust Control

Use all necessary means at the sire under occupation to control dust particles.
Thoroughly moisten all surface as required to prevent dust and nuisance or a
hazard to the residents and properties.

Erosion Control

The work shall consist of procuring, installing and maintaining a slit fence type
sediment barrier in accordance with the technical specification and construction
details, and as shown on the approved erosion, sedimentation and pollution
control plan (ESPC Plans).
