Method Statement for Plate Heat Exchanger Inspection


1. Purpose:
 To ensure safety of equipment and to verify its accuracy.
 To implement best standard practice to check the status of the heat exchanger
plates.

2. Scope:
 Method statement for all primary side plate heat exchangers in ETS operated and
maintained by DALKIA.

3. Responsibilities
Plant Manager: Will co-ordinate with Operator and Instrument technician to make
sure the planned activity will not lead to any kind of service interruption.

Control Engineer: Will make sure that the permit receiver is capable enough to
handle the job with in pre assigned time span.

HSE Officer: Will initiate an inspection and audit to the work place that requires
method of statement.

Permit Issuers: Will make sure that before they issue any permit, that a valid MS
documents is available. Also make sure that there are no service interruption
possibilities due to the activity.

Technician: Must understand the content of method statement. This is to ensure the
work flow will comply each amended step.
4. Sequence of Work:
1. Ensure tools, test equipment, spares and consumables are available
2. Obtain work permit from Operation dept.
3. Use appropriate PPE and follow carefully safety rules
4. Put the HEX primary side and secondary side PICV’s in remote-manual mode and close.
Isolate primary side and side HEX inlet and outlet butterfly valves and start draining.
5. Dismantle the claddings. Measure the distance of frame plate and pressure plate and
record.
6. Once draining is completed, start loosening the tightening bolts.

7. Once all the bolts are loose, carefully move the plates and inspect for any deposits and
fouling. Inspect the gasket.

8. Clean if the deposits can be removed with water and brush. (If the deposits cannot be
removed with water and brush, all plates must be pull out and send to third party for
chemical cleaning).

9. Once cleaning is done, re-assemble all the plate pack. And tight all the bolts as per the
frame plate and pressure measurement.

10. Conduct leak testing. If no leaks, open all the inlet and outlet butterfly valves, put the
primary and secondary side PICV’s in remote-auto.
11. Re-install back the cladding.
12. Conduct housekeeping.
13. Close the work permit and the work order.
14. Hand over to operation.
