1.0 PURPOSE

The purpose of this procedure is to ensure safety of personal / equipment while making
temporary pipe / hose connection in a Refinery. This procedure is mandatory to:

a. Establish the necessary requirements to ensure that the connection can be made safely.
b. Ensure that the connection will not violate any of the Refinery safety and environmental
parameter limits.
c. Provide a record and control of such connections.

2.0 CUSTODIAN

The custodian of this procedure shall be Team Leader Mechanical Maintenance


Al-Zour Refinery and shall be responsible for any future updating of the procedure.

3.0 REVISION

This procedure is to be revised every 5 years , unless situation demands early


rev1s10n.

4.0 DEFINITIONS

Temporary Piping Connection:


Metallic piping / tubing / hose & rubber hoses / prefabricated pipe assemblies provided between
piping / equipment temporarily for a maximum of 30 Calendar Days, which may be extended
by another 15 days on request from Section Head, Operations with due risk assessment.

Temporary Piping:

Metallic piping / tubing / hoses & rubber hoses / prefabricated pipe assemblies including their
combinations that are generally used in the Refinery.

Prefabricated piping assemblies:

Manifolds, piping assemblies which have been fabricated according to the standard engineering
practice and have Standard I&C valid acceptance for use.
Plant Modification Procedure / MOC:

Procedure followed in a Refinery for providing new facilities/ modifying existing facilities
permanently. Any temporary connection that is required for more than 30 Calendar
days shall be subjected to Plant Modification Procedure / Management of Change
(MOC).

5.0 REFERENCE
The following procedures should be referred to in conjunctions with this procedure:

• Procedure for Utility Station Hoses Care & Maintenance Document

6.0 SCOPE

The procedure is applicable to all such temporary connections where operating pressure is
not more than 150 psig (10.54 Kgs/Cm2) and temperature not more than 375°F (190 °C).

In general, the temporary connection shall be provided for a maximum of 30 calendar days.
This time limit shall be waived on a request from Section Head Operations, and with due
risk assessment carried out (If required). The temporary connection may be retained for a
maximum of another 15 days. Beyond this time period, the existing Plant modification
procedure shall be applicable.
The scope of temporary connection shall be divided in to the two following categories

a. Temporary pipe / hose connection for handling utilities.


b. Temporary pipe / hose connection for handling process items.
The temporary connections for utilities shall be limited to a maximum size of 4" pipes / hoses.
In case of process connection, the size shall be clearly defined in the risk assessment.

6.1 TEMPORARY PIPE / HOSES CONNECTIONS FOR HANDLING UTILITIES:


a . Utility stations to Process equipment
b. Process equipment to drains for draining / Venting of utilities.
The utilities that are covered under this category are-

• Low pressure steam - maximum header pressure of 60 psig (4.21 kgs/Cm2)

• Medium pressure steam-maximum header pressure of 150 psig (i.e. 10.54 kgs /Cm2).

• Plant air - maximum header pressure of 110 psig (7. 73 Kgs/Cm2}

• Utility water-maximum header pressure of 110 psig (7.73 Kgs/Cm2)

• Cooling water - maximum header pressure of 110 psig (7,73 Kgs/Cm2

• Nitrogen Connection from Trailer with a pressure regulator below 150 Psig
to be included.

These temporary connections are generally used for steam flushing / water flushing / draining
/ gas freeing / cooling / ventilating a confined space / purging while handing over / during
shutdown / commissioning ofprocess equipment.
Check if the connection requires risk assessment or not and if required then the risk assessment
shall be carried out by Section Head, Operations and the report shall be attached with the
request.

6.2 TEMPORARY PIPE / HOSES CONNECTIONS FOR HANDLING PROCESS


ITEMS:

• Process equipment to Process Equipment not under operation


• Process equipment to drains
• Process equipment to Skid mounted equipment & vice versa
• Draining of battery limit lines
• Transfer of chemical to process equipment
• Connection from Cylinder (Ammonia, Chlorine etc. ,)
• Connection from sump / equipment / pipes to slop line using temporary pump

These temporary connections are generally used for draining of hydrocarbons / process
items other than the utilities listed in 4 .1 , transferring of material from process equipment to
process equipment / skid mounted equipment and handling of chemicals, the risk assessment for
process line shall be carried out as per KIPIC SWP on Work Permit Risk Assessment Doc.#
HSC-TSSA-06-2029, by the Section Head, Operations and the copy shall be attached with the
request

7.0 EXCEPTIONS FROM THE PROCEDURE

The following is a list of typical connections that are excluded from the Procedure for
temporary pipe/ hose connections and covered by its own systems / procedures:
• To and from process equipment under operation; Plant modification procedure
is to be followed for providing any temporary connection between equipment
under operation.
• Connections to the fire water system: These are covered by the procedure of SHE
Department.
• Potable water system: No connection shall be allowed between potable water system
and any other system.
• Plant air not to be connected with the BA Sets (Breathing Apparatus).
• Nitrogen connection from trailers with bypassing regulators where pressure exceeds
150 psig (10.54 Kgs/Crn2)

• Air hose connections for Exhaust fans / Ejectors (Used for equipment ventilation)
I Buffing machines/ Jack Hammers / and for on-stream leak sealing activities.
• Water hosed connections for filling water in the pipe lines / Equipment during hydro
test.
• Pipe I hose connection for de-plugging of any process system.

7.1 Temporary hose connections taken for miscellaneous activities other than process
equipment such as
• For putting off fire by using water / steam hoses
• For providing standby steam water hoses during welding activities and hot works.
• For providing blanketing during flange / gland leaks and smoking, mechanical
seal leaks, insulation smoking to prevent fire. To be regularized within 24 hours by
the temporary pipe I hose connections procedure.
• For general maintenance activities by maintenance crew such as cleaning of filters /
strainers / burners / steam traps / general washing of equipment components & floors etc.
• For carrying out hydro test of piping / equipment, as the pressure may exceed 150
psig (10.54 Kgs/Cm2].

8.0 TEMPORARY CONNECTION PROCEDURE FOR HANDLING UTILITIES


(As per# 6.1)

Temporary connection request for utilities shall be of white color with a unique serial
number (as a part of controlled documents procedure, fonnat should be given a serial

first copy with issuer and the second copy for safety.

10.0 GUIDELINES FOR TEMPORARY CONNECTIONS:

Plant and Personnel safety are of utmost importance while carrying out any temporary
connection in the Refinery. Some of the precautions and guidelines to be taken while executing
the temporary connections are listed below: -

• All temporary connection shall be provided only for a maximum of 30 calendar days.
Any Extension beyond the 30 days must be requested by the Section Head, with due
risk Assessment exercise (If Required). The extension can be provided for a maximum of
15 days Any extension beyond this shall be subject to Plant Modification Procedure

• No temporary connection shall be provided from Process equipment under


operation (i.e._ running equipment].

• Temporary connection shall be provided only where operating pressure is up to 150


psig (10.54 Kgs/Cm2) and temperature is up to 375° F. (190.5' C)

• Flexible hoses used for temporary pipe connection should comply with the "Procedure
for Utility stations and hoses care and maintenaoce".

• It should be ensured that valve on either side (Process and utility side) are closed prior to
making the temporary connections.

• All flanged connections to be completely bolted and tightened even though the connection is
temporary.

• All temporary connection should be properly supported adequately enough to prevent


accidental movement or vibrations due to hammering_ The adequacy of the supports
shall be confinned by the Maintenance Engineer.
• The temporary connection should be properly inspected by the Maintenance Supervisor
I Engineer prior to its first use and should be periodically inspected (visual) once in a week,
to confirm its healthy condition when the connection is to be in use for long periods up
to 30 days. A check list is provided for guidance on the back of the temporary
connection request.

• Operations and Maintenance personnel shall follow all the safety precautions required,
depending upon the purpose for which the temporary connection is made. i.e. by not
over-pressurizing the line /not over-heating the line / avoiding hammering on steam service /
avoiding corrosiveness of material etc.

• Flexible hose is vulnerable for failure at road crossing and inside battery limit due to vehicle
movement. Therefore, the hoses must be property protected at these locations.

• All temporary utility connections to other systems must be equipped with positive isolation
devices and a check valve with bleeders between block valves & check valve (Positive
isolation devices arrangement can be done as per job requirement)

• For Nitrogen services the upstream block valve should be globe valve.

• Prefabricated connection manifolds as above should be kept in all process units and offsite
facilities. The service test has to be done for the prefabricated manifolds to ensure that
there is no passing.

• Electrical Safety aspects (bonding or earthing) to be taken care during risk assessment

• The simplified sketch below shows the minimum requirements for a temporary connection
(For Ex.)

13.0 TRAINING
All personnel involved shall be provided with training regarding the procedure before
implementation of the same. The following topics shall be prime aspects which shall be
covered in the training program:

• Clear definition of the scope of this procedure.


• Exclusions from the procedure.
• Roles and connection procedure for utilities and process.
• Temporary connection procedure for utilities and process.
• General guidelines for providing connections.
• Hazards ofhoses and hose connection.

14.0 PERIODICAL AUDITING


Periodical audits shall be carried out by "Management/Team Leaders/ Sr. Engineers"
to ensure "Temporary piping I Hose Connections Procedure" has been followed and
the objective of the procedure has been achieved.

17.0 GENERAL CONDITIONS AND GUIDELINES


• All temporary connections shall be provided only for a maximum of 30 calendar
days. Any extensions can be provided for a maximum of 15 Days, on a case to case
basis with Section Head approval after due risk assessment is carried out (Ifrequired).

• Temporary connections shall be provided only where operating pressure in not


more than 150 psig (10.54 Kg/ Cm2) and temperature not more than 375°F
(190.56° C)

• The authorization shall be displayed at worksite along with the attachments.


• Separate authorizations are required for different temporary connections.
• Only the authorized personnel can sign the authorization.
• White Color authorization is for utilities connections.
• Yellow Color authorization is for process connections.
• Issuer must ensure fill or tick the details from Section 1, 2 and 3.
• Executor must not start the connection before getting the authorization.
• Executor must ensure all protective measures before completion of job. A check list is
given below.
• Executor must provide adequate supervision and must be available during critical work.
• Both issuer and executer shall be present when the connection is lined up for the first
time.
• Issuer and Executor shall keep the copies in a file until removal ofthe temporary connection.
• Suspend all works in case of plant emergency or accident.
• Issuing division and Safety personnel have the right to stop the job any time on safety
reasons.
• Close the authorizations by completing the Section - 5 of original and Issuer copy.
• Closed authorizations shall be kept in a box file for 1 month after removal of
connection.
• Any exemptions shall be with prior approval ofKIPIC safety.
• The temporary connections shall be isolated / depressurized by Operations
before disconnection by maintenance.

18.0 CHECKLIST FOR MAINTENANCE PERSONNEL


• All required information provided by the issuer and authorization is complete.
• All required attachments (Risk assessment / Sketches) are available, (If any
• Is the correct pipe / hose selected for the service?
• Is the routing of pipe I hose safe?
• Is the pipe I hose adequately supported. (If any)
• In case of hose, is the test due date valid for a minimum of 1 month.
• In case of hose, is the safety device installed in coupling.
• Is positive isolation device provided to prevent doss contamination?
• Is the pipe I hose adequately protected at road crossings / vehicle movement areas.
