METHOD STATEMENT FOR PIPE LEAKAGE DETECTION TEST

1.0 SCOPE

This document covers the activities for the execution of Pipe Leakage Detection Test for Cerise Tower
Project in accordance with the requirements of Technical Specifications and to the established Safety
and Quality Standards. The scope of works includes the following:
• Document Submittal • Pipe Leak Test Procedures
• Preparatory Works o Bubble Test
o Hydrostatic Test

2.0 PURPOSE

The purpose of this document is to establish and illustrate in detail the activities required for the
execution of Pipe Leakage Detection Tests Procedures for Cerise Tower Project. To deliver a superior
quality works and services in the most cost-effective manner without sacrificing quality and to
environment.

This is also to acquire approval prior to the execution of works on site. Hazards are analyzed and safety
precautions are implemented and that all the Quality Assurance / Quality Control activities are
conducted in a systematic manner, works inspected and documented.

3.0 DEFINITIONS/ABBREVIATIONS

• LGU - A Local Government Unit, which refers to the local council or administrative body for a
geographical area.
• Bubble Test – a method to detect leaks by applying a soap solution to the surface.
• Hydrostatic Test – a way in which pressure vessels such as pipelines, plumbing, gas cylinders,
boilers and fuel tanks can be tested for strength and leaks.

5.0 RESPONSIBILITY

Personnel responsible for the execution of the work and implementation of this procedure:
Positions Responsibility
Coordinate with Safety Manager relative to Environment,
Health and Safety issues and concerns. Responsible for
assessing risk and possible safety hazards of all aspects of
operations; inspecting construction equipment and processes
to make sure they are safe; Conduct toolbox meetings:
EHS Engineer/Officer Ordering repairs for unsafe and/or damaged equipment for,
scaffolding, safety barricade and equipment inspection and
other relative safety precautions, inspect premises and the
work of personnel to identify issues or non-conformity. Stop
any unsafe acts processes that seem dangerous or unhealthy.
Supervise safety of workers while work is being undertaken.
QA/QC Engineer shall ensure that site workers are aware of
the requirements and that work is completed in accordance
with the project's specifications. They oversee carrying out
associated QA/QC operations for works as outlined in
applicable quality procedures and ITPs. They are also in
QA/QC Engineer charge of any quality control documentation required for
project completion, such as certifications, calibrations, test
reports, inspection work requests, non-compliance reports, site
instructions/observations, permanent material deliveries, and
other key documents.
The Site Engineer should work with the Project In-Charge to
monitor progress and ensure that Technical Specifications and
Safety Standards are met; he will also organize people and
equipment for each operation. Site Engineers should hold daily
Site Engineer briefings with their team leaders for the work status update to
predict any potential delays. Furthermore, he or she is
also accountable for reporting and following up all QA/QC
concerns prior to non-conformity activities.
Warehouseman should be responsible in assisting shipping
and receiving by unloading trucks and checking in items or
Warehouseman materials. Order preparation includes processing requests,
pulling orders, inventory control and sorting and arranging
warehouse products in accordance with organizational norms.

6.0 CONSTRUCTION METHODOLOGY

The relevant construction phases of each item on Scope of Work are hereinafter mentioned.

6.1 Work Methodology


6.1.1 Document Submittals
• Work permits shall be obtained from Client prior to start of any work activities as required.
• All relevant service authorities must be valid for the entire duration of the intended works. If
existing services are observed, the permit of the concerned department shall also be
obtained.
• No further activities shall commence prior to issuance of the Work Clearance for the
preceding operation. All supervisory personnel shall be aware of the permit to work system
and methodology of work activities.
• Material submittals, shop drawings and other submittals must be prepared and submitted
for the Consultant’s approval prior to execution of work.

6.1.2 Preparatory Works


• Prior to execution of leak tests, all pipelines shall be ensured completed and have been
checked of its elevation and alignment.
• A visual inspection of the pipelines shall also be conducted to check for any observable
damage. Any observable abnormalities should be addressed accordingly before proceeding
to the test.
• All the necessary equipment and their appurtenances shall be deployed and set up
accordingly. Their calibration shall be ensured up to date prior to utilization.

6.1.3 Pipe Leakage Test Procedures


a. Bubble Test
• The bubble test shall be conducted for duct and pipelines especially at the joints or
connections.
• A soap and water solution shall be prepared. Mixing of the said material shall be of adequate
ratios to produce bubbles for instances of leakage.
• All openings of the duct and pipeline shall be ensured closed. The duct or pipeline shall
then be loaded with gas and shall have adequate pressure maintained inside the duct or
pipelines.
• After attaining the required pressure for the duct or pipeline, the joints shall be poured with
the soap and water solution.
• Once the soap and water solution has been poured and bubbles have formed at the surface,
it indicates a leak in the area.
• The duct or pipeline shall gradually be depressurized and shall have the leaks rectified in
accordance with the technical specifications.

b. Hydrostatic Test
• Pressure manifold equipment shall be set up at one end of the pipeline. All the other ends
of the pipeline shall be ensured closed and shall be provided with adequate thrust blocks
whenever necessary.
• Water shall then be injected gradually into the pipeline until it is full and until the required
pressure is attained.
• Pressure shall be maintained for a period of time in accordance with the technical
specifications.
• The pipeline shall then be inspected for any leakage. For instances where leakage has
occurred, the area shall be marked and shall be rectified accordingly compliant with the
technical specifications.

7.0 ENVIRONMENT, HEALTH, AND SAFETY

All operations will be carried out in a safe working manner and in every case, the practices adopted
shall be fully in accordance with the approved PMI Site Specific Safety Plan, PMI Safety and
Environmental Policy and PMI Health & Safety Manual.

Wherever necessary, additional safety precautions shall be adopted in accordance with the regulations
and reasonable instructions from the Client.

8.0 QUALITY CONTROL

All stages of activities shall be checked by the QA/QC Engineer and the final inspections & approval
by Client’s Representative. Check sheets may be used for ensuring proper inspection.

Quality Control for the works shall be operated in accordance with the Inspection Test Plan as attached
in the Appendix 9.2 and Site-Specific Work Procedures as defined in the Project Quality Plan.
