WHEREAS, Section 16 of the Local Government Code states that all Local government Units shall
exercise the powers expressly granted for its efficient and effective governance and those which are
essential to the promotion of general welfare and that one among other things is the promotion of health
and safety;
WHEREAS, the economy of the Philippines depends on the agriculture sector and given its geographic
location, the country had experienced numerous threats to food security brought about by strings of
natural calamities that have rendered farm produce unusable or increased food prices due to food
shortage;
WHEREAS, to address the problem of hunger and food security, the national government enacted
several laws and implement various initiatives and strategies to ensure sustainable and resilient
production and food availability throughout the country;
WHEREAS, in support to the thrust of the current administration and cognizant of the role of barangays
as essential partners of the national government in contributing to addressing hunger and ensuring food
security, the DILG issued Memorandum Circular No. 2023-001 with title Implementation of the Halina’t
Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project, likewise mandating all barangays to
establish their respective community garden;
Further, the following Barangay Officials are designated to provide support services to
Sangguniang Barangay Member Juan Dela Cruz in the operation and maintenance of the barangay
community garden:

Lastly, the following members of the Barangay Assembly shall form part as the Barangay
Community Volunteers to assist the team in the exercise of duties and responsibilities as stipulated in
Section 3 of this Order, to wit:
Section 3. DUTIES AND RESPONSIBILITIES. The designated barangay officials shall perform the
following functions in relation with the operation and maintenance of the Barangay Community Garden:
1. Coordinate with the Municipal Agriculture and Veterinary Office for any available
agricultural training, seminars and capacity-building services as well as seeding
materials and other agricultural equipment and facilities that would help in the
operation of the barangay community garden;
2. Lead the promotion of barangay community gardening to the community including
its importance and benefits as well as the products produced through community
garden;
3. Promote agribusiness, especially for high value product in the area;
4. Keep a record of the overall operations of the community garden such as the types of
seedlings planted, number of seedlings per plant planted, and number of vegetables
and fruits harvested, among others;
5. Assist in ensuring the adequate provision of agricultural services and facilities in the
barangay pursuant to Section 17 of the Local Government Code of 1991;
6. Assist in the enactment of Ordinance regarding the setting-up and operations of the
barangay community garden and in allocation of funds to sustain its operations;
7. Assist in establishing a group of volunteers in the community to help in the
establishment and/or maintenance of the barangay community garden as well as
spread the information in setting-up household vegetable gardening and/or planting
fruit-bearing trees; and
8. Submit necessary compliance reports on the establishment of barangay community
garden to DILG Municipal Field Office as required.
