I. EXECUTIVE SUMMARY

Executive Order No. 70 provides the institutionalization of the whole-of-nation

approach in attaining inclusive and sustainable peace, creation a national task force to end
local communist armed conflict, and directing the adoption of a national peace framework.

The Whole-of-Nation approach addresses the root cause of insurgencies, internal

disturbances and tensions, and other armed conflicts and treats by priotizing and harmonizing
the delivery of basic services and social development packages by the government,
facilitating societal inclusivity and ensuring active participation of all sectors of the society in
the pursuit of the country’s peace agenda.

The National Peace Framework shall contain principles, policies, plans and programs
that will bring inclusive and sustainable peace and address the root causes of insurgencies,
internal disturbances and tensions as well as other armed conflicts and threats in identified
areas. The Framework shall be responsive to local needs and sensitive to realties on the
ground. To this end, the Framework shall include a mechanism for localized peace
engagements or negotiations and interventions that is nationally orchestrated, directed and
supervised, while being locally implemented.

The Government have been serious to solve a communist Problem that will bring
riskiness to our Nation.

V. ASSESSMENT
It is responsibility of all the Government from National down to the Barangay to solve
and provide solutions to the causes of conflicts.

VI. WAY FORWARD

With the Cooperation of the Local Task Force on ELCAC, we hope that the all threats
of unrest and have a peaceful community.
