Environment and Natural Resources Global Practice Context:

Located within the World Bank’s Sustainable Development Practice Group,


the Environment, Natural Resources and Blue Economy Global Practice
(ENB) provides expertise, technical assistance and financing to help
developing countries manage land, sea and freshwater natural resources in a
sustainable way! This is to help create jobs, improve livelihoods, enhance
ecosystem services, decrease pollution and increase resilience to climate
change.

Unit Context :

The SEAE2 unit is one of two ENB units in the East Asia and Pacific Region
(EAP). Staff in the unit manage a full spectrum of environment, climate
change, green growth, blue economy, pollution management and natural
resource lending and non-lending tasks in Vietnam, Cambodia, Laos,
Myanmar, the Philippines, Thailand, and Malaysia! Importantly, the unit
provides environmental risk management support to the entire World Bank
investment portfolio in these countries. This is helping them to increase
sustainability through managing potential environmental impacts from their
Bank-financed development programs.

Duties and Responsibilities:

The SEAE2 unit is seeking to recruit an Environmental Specialist with a focus


on implementing the Bank’s environmental risk management policies
(including the Safeguard Policies and the new Environmental and Social
Framework, or ESF). The Specialist will work in close collaboration with
colleagues in the SEAE2 unit and other units of the Bank, the IFC,
development partners, and other relevant collaborators as needed. Specific
responsibilities include:

• Ensure the effective integration of environmental due diligence as defined


by the ESF, safeguards policies as well as international good practice
documents ((e.g. Equator Principles) into the design, appraisal and
implementation of WBG supported projects (environmental lending portfolio
and analytical work).

• Participate as a team member in various projects, including participating in


identification missions; seeking and developing opportunities to integrate
sound environmental management and policies into various investment
project operations. Maintain regular dialogue with the client and enhancing
their capacity for understanding of and compliance with the World Bank
Group’s ESF and environmental policies; and contributing to mission outputs
and reports.

• Provide experienced advice to client and counterpart organizations, project


teams and WBG management on the preparation of social and
environmental impact assessments; environmental management frameworks
and plans, including plans for monitoring, reporting and evaluation; public
consultation plans; and specific plans as required. Such advice will be based
on a detailed analysis of baseline conditions, project scope and impacts,
requirements from national legal and institutional frameworks, and
compliance with the WBG’s operational policies.

• Provide support to clients in the preparation of project cycle documentation


including terms of reference for environmental risk management
instruments, environmental and social management frameworks and plans,
and others, and supervising their implementation.
• Provide environmental input in project documents in accordance with the
Bank operational policies including Project Concept Note (PCN), Integrated
Safeguards Data Sheet (ISDS), Project Appraisal Document (PAD) and
Decision/Negotiations Packages. In addition, assist with handling timely and
accurate disclosure procedures and public consultation requirements for all
required environmental assessment and management instruments.

• Provide technical training for domestic EA practitioners on the WBG


safeguard policies and requirements.

• Other assignments as and when required.

Selection Criteria

• Degree (Masters or PhD) in environmental engineering, civil engineering,


natural sciences, or related fields.

• A minimum of five years of direct, relevant professional experience in


environmental assessment and management of environmental compliance in
investment projects involving large scale civil works, extractive or industrial
activities, or similar.

• Demonstrable professional experience in the identification of


environmental risks, mitigation measures, environmental monitoring and
supervision. Direct involvement in the preparation or review of complex
environmental impact assessments (preferably in relation to large
infrastructure projects).

• Expertise on and knowledge of the Philippines environmental risk


management laws, environmental impact assessment system, and related
regulations. Capacity to understand the political economy and local context
in the Philippines.

• Proven ability to work across boundaries as well as with multiple


stakeholders to build collaborative alliances for results.

• Strong inter-personal and communication skills with proven experience in


dealing with local, national, and international partners.

• Ability to handle tasks independently and work in teams.

• Excellent professional written and oral communication skills in English and


Filipino (both written and oral).
• Willingness to travel extensively in the Philippines, the EAP region and
possibly globally, including to remote rural areas.
