PROVISION OF CLEANING AND INTELLIGENT PIGGING OF PIPELINE SERVICES

Dear Bidders,

Chevron Nigeria Limited (‘Company’), the Operator of the NNPC/Chevron Joint Venture, is pleased
to invite you (‘Bidder’) to submit both TECHNICAL TENDER and COMMERCIAL TENDER, for
the Provision of PROVISION OF CLEANING AND INTELLIGENT PIGGING OF PIPELINE
SERVICES within the Federal Republic of Nigeria.

The work project is designated “PROVISION OF CLEANING AND INTELLIGENT PIGGING

OF PIPELINE SERVICES” and will be carried out for the Company and other Co-Venturers.

The scope of work, as detailed in the Exhibit A – Scope of Work includes but not limited to
PROVISION OF CLEANING AND INTELLIGENT PIGGING OF PIPELINE SERVICES for
Company. The contract shall be on a call-out basis.

Company anticipates that the successful Bidder(s) will commence the work after the commercial bid
process is completed subject to the approval of the contract award by NNPC Board.

Bidders who are successful with the technical tender shall have their commercial tenders
evaluated. Commercial submissions of Bidders who are not successful with the technical tender
will not be opened.

Technical and Commercial Phases are combined using the double envelope feature of NipeX 7.5.
Bidders shall therefore submit both technical and commercial tenders at the same time.

Bidder’s response to this Technical and Commercial Invitation to Tender shall be used for contract
preparation in the event of a contract award and shall be in strict accordance with the bid package,
including the Terms and Conditions and its exhibits, without any deviations or exceptions to qualify
as a compliant bid. Submission of a non-compliant bid will result in disqualification.

BIDDER’S offer to perform the work shall remain valid for Three years from the bid due date and
BIDDER shall not revoke the offer prior to Three years from the bid due date.

This invitation to bid is extended subject to the following conditions: approval of contract award by
NNPC, Company does not obligate itself to accept the lowest bid, or any other bid; and Company
retains the right to reject any, and all bids for any reason with no obligation whatsoever. BIDDER
shall be responsible for all costs associated with BIDDER’s bid preparation, and all activities relating
to the bid including clarifications. COMPANY will not contribute towards the expenses of compiling
any bid nor be liable for any expenses or losses incurred by Bidder in the preparation or submittal of
his bid proposal. If none of the bid proposals received can meet all the work requirements as indicated
in the bid package, Company retains the right to split the work among the Contractors or to re-bid
with a reduced scope.

Bidder is expected to study the listed documents carefully especially the Terms and Conditions of the
Contract Form and its exhibits. Bidder’s proposal in response to this Invitation to Tender will be used
for contract preparation in the event of a contract award and shall be in strict accordance with the bid
package, without any deviations or exceptions.

All bid response packages shall be submitted electronically via the NipeX system. Failure to
submit Bids through the NipeX portal automatically disqualifies the Bidder.
