TURNS
A side has two actions per unit per turn, and the
Japanese player can carry out both, either first or
second, or can carry out one, and then force the
Russian player to react with both of their actions, and
then carry out its own final action. The choice made
must be communicated at the start of the turn and can
change from one turn to another.
It is therefore possible for the Japanese player to
allow the Russian to do both actions on turn one, then
carry out two actions of its own. In the following turn
the Japanese can go first allowing for four consecutive
Japanese actions. The only proviso being, that if this
option is chosen, the Russian player is allowed to fire
out of sequence, at any time in the second move phase.
Without this rule, Japanese cavalry would be able to
move 48”, before they receive any enemy fire. This
system gives some interesting tactical decisions and
reflects the far greater acumen of the Japanese staff and
forces on the battlefield.
