PT. INTERNATIONAL NICKEL INDONESIA. 1.0 2.0 ESP 001 GENERAL ‘The intent of this specification isto define the minimum design requirements and parameters for all electrical equipment and services supplied as an integral part of machinery, processes or systems. It also specifies the general electrical design data that applies to all electrical equipment for the purpese of standardization. In addition, it gives the codes and standards, which apply to all electrical equipment. It further states the instructions for supplying technical information during the “bid stage” and for supplying engineering information after the order has been placed, i When conflicts arise between this specification and other related documents; ie, specific equipment specifications, drawings and general inquiry documents, such conics shall be resolved by PT. INCO in writing All ejuipment, material and services shale suitable for continuous operation ina nickel smelting plant All components, normally supplied as part of the equipment and/or series, omitted from the scope in each specification shall be brought to the attention of PT INCO. Otherwise, all items which are normally supplied and which have not been specifically excluded shall be considered a im part of each equipment specification The Vendor shall provide all engineering services and request any information to ensure their equipment is compatible with other PT INCO plant equipment All information given in each equipment specification is based on anticipated normal operating conditions. Facilities shall be designed for a minimum 20-year life, except where the normal ‘equipment life is shorter. All equipment shall be of proven design and shall not be a prototype. If, in the opinion of the Bidder, and based on his experience, other criteria determine the ultimate design of the equipment, they shall be brought to the attention of PT, INCO. ‘The Metric system of units shall be used in the design of any project including, nameplates and instruction manuals. Each proposal shall include full instructions for protection of equipment from corrosion and. deterioration during shipping, site storage, erection andl stand-by prior to start-up. Motor data to be supplied shall inchude kilowatts (horse power), RPM, voltage, enclosure type, load torque, full and locked rotor amps, service factor, temperature rise, insulation class, etc. d)_A complete description of electrical apparatus not supplied by the Vendor but required for the successful operation of the Vendor's equipment. Drawing/Apparatus Approval The Vendor shall not begin acquisition or fabrication of electrical apparatus to be supplied with the order until information required in Section 4.2 is received and approved by PT. INCO. APPARATUS AND SERVICES TO BE SUPPLIED BY OTHERS ‘The Vendor shall supply any special field erection instructions, field wiring and connection details if required. The Vendor shall supply details of supports required but are not mounted on supplied equipment. ESP 001 ~ Electrical Requirements for Mechanical Equipment Page 6 of 17 Inco PT. INTERNATIONAL NICKEL INDONESIA 6.0 7.0 m1 ESP 00} QUALITY ASSURANCE AND INSPECTION Apparatus covered by this specification shall be provided in accordance with Vendor's standard quality control program. A copy of this program must be submitted with the Vendor's proposal for PT. INCO approval, PT. INCO or its authorized representative reserves the right to visit the Vendor's manufacturing facilities for the purpose of reviewing the status of the manufacturing process, at random or at periodic intervals prior to shipment. PT. INCO will reject unsatisfactory workmanship and/or materials supplied by the contractor. - Materials and or workmanship rejected by PT. INCO shall be repaired and /or replaced by the Vendor to fully satisfy the contract documents, at the Vendor's own expense. No shipping delays will be accepted if the errant workmanship and /or materials are discovered before shipping, “Shop” approval and /or “board” approval does not relieve the Vendor from providing the services and materials stated in the contract documents. ll deviations, and/or substitutions from services and materials specified in the contract documents shall have prior weitten approval from PP. INCO. ELECTRICAL DESIGN AND OPERATING REQUIREMENTS. General Flectrical equipment shall be designed for incloor or outdoor installation as required in the equipment specification and for operation in a tropical climate and dusty corrosive environment. The almosphere is slightly acidic. ‘The effects of direct sun light shall be taken into account when equipment is located outdoors, and if required a sun shield shall be provided with the equipment. If sun shield is required and cannot be Provided with the equipment, the Vendor shall recommend that PT. INCO supply and install such 2 device. Electrical equipment operating temperatures shall be designed for an ambient temperature of 40°C (204°F) continuous Electrical equipment located inside enclosed buildings will be subject to an indoors ambient temperature 6'C (20°F) higher than the ouldoors-ambient temperature (Clause 7.4), All electrical equipment shall be vermnin, and fungus proof Vermin proofing shall consist of a corrosion resistant metallic screen with openings of 3 mm by 3mm (1/8" by 1/8”) maximurn, Electrical equipment shall be considered fungus proof if one-hundred percent (100%) of the materials are inorganic and do not support the growth of fungus or mildew. Where electrical equipment does contain organic materials, a separate price shall be quoted for applying a fungicide to the equipment before shipment. The proposal shall include the fungicide to be used and a list of the items containing organic materials, All electrical equipment enclosures shall be provided with internal space heaters and contrel thermostats suitable for operation on 220V, single phase, and 50-Hertz power. Control for electrical equipment shall be 220 Volt, single phase, 50 Hertz. The control shall be derived from one phase and neutral of the 380 Volt, three phase, 50 Hertz power supply. INTERNATIONAL NICKEL INDONESIA, 8.0 9.0 10.0 FSP G01 ~ Flectrical Requirements for Mechanical Equipment the control supply shall be fused for the protection of the control circuit. Where voltages other than 220 Volts, single phase are required for control purposes, the Vendor shall furnish the necessary twansformer and/or rectifier. All control components shall be adequately rated for the voltages and duties to which they are applied. Metal clad switchgear control power shall be an exception to the above and shall be provided from a 125 Volts, DC source. All equipment to be powered from a 380 Volt, three phase, 50 Hertz supply shall be designed for a solidly grounded system, System voltage and frequency is subject to the following variance Voltage: +/- 15 % Nominal Voltage, Frequency: +/-20 % of Nominal Frequency (Line frequencies may vary within this range within 20 seconds). All equipment furnished shall withstand the voltages and frequencies (and their variances) as outlined on a continuous basis without damage, overheating, undue vibration or degradation beyond that expected for normal balanced three-phase operation. AC MOTORS AIL AC induction motors shall comply with Equipment Specification ESP 151"AC Induction Motors’ DC ADJUSTABLE SPEED DRIVES All DC adjustable speed drives shall comply with Equipment Specification ESP 153, "DC Adjustable Speed Drives” VIBRATING FEEDER UNITS Electromagnetic units shall have a NEMA 4X Stainless Steel enclosure Controllers for vibratory feeder units shall be the Manufacturer's basic unit, but modified as necessary to conform to the following: 1) The controller shall have a NEMA 12 Steel enclosure for mounting in an electrical room remote from the unit, unless a higher class of enclosure is specified, 2). Speed control for the unit shall be by automatic, 4-20 mA instrument signal, or by manual speed potentiometer, supplied by the Vendor in a NEMA 4 enclosure for installation by others. 3) The Owner will furnish a3 phase 380 Volt, 50-Hertz feeder for the controller power supply, 4) The Vendor shall include a 220 Volt control circuit within the unit, for operation ofthe controller by the following Owner supplied devices: a) Speed selector switch “mannal-auto” b)_Start-Stop push-button station located at the power unit ©) Test" “off -“ Auto” selector switch located at the power unit to by pass all material handling interlocks, Inco PY. INTERNATIONAL NICKEL INDONESIA 122 ESP-001 )_ Red (stop) and green (run) indicating lights on the remote control panel. 5) The unit must be capable of starting and running at any pre-set control signal level within the 420 mA span, In addition to the information specified in Section 4 the Vendor shall supply, with his quotation the voltage and full load current ratings of the power units along with controller input levels, TERMINATIONS : Wiring connections shall be made using Burndy or T & B solder less compression type, ring tongue connectors and terminals. For cables 250 MCM and larger “long barrel” HY-Lugs with double compression points shall be used Control wiring entering or leaving any cabinet, desk, panel or enclosure shall be connected to terminal blocks. All wires meeting ata terminal block shall bear the wire designation listed on the conduit ancl cable scheclule and on the elementary diagrams, The terminal block itself shall bear a portion of the wire designation sufficient to identify it uniquely. The terminal blocks for control circuit wiring shall be rated 600 Volts, 30 amperes (minimum) and shall be suitable for the termination of ring tongue type connectors. A minimum of 10% spare terminals shall be provided at every terminal block or strip. Terminal blocks shall be in accordance with Section 12.5 of this specification. All splicing and terminating materials such as connectors, tapes, compounds, splicing sleeves, etc. will be of the highest quality and as recommended by the cable manufacturer, fuenished in unit packages, ‘which contain sufficient quantities of the necessary materials for a complete splice or termination ENCLOSURES Classifications Electrical equipment rooms: NEMA Type 1 Plant operating areas: NEMA Type 4 Stainless Steel, dust tight (Ifindoors in non corrosive environment) NEMA Type 4X Stainless Steel (If outdoors or in an indoor corrosive environment) Hazardous areas NEMA Types 7 and 9 All-control items stich as push-buttons, selector switches, limit switches, pressure switches, flow switches, float switches and small power items such as relays, contactors, solenoid valves etc, to be located outdoors in plant operating areas shall be enclosed in NEMA Type 4X Stainless Steel enclosures, All hardware supplied with enclosures ie, hinges, handle assemblies, lock assemblies, latching assemblies and etc, shall be metal and treated to inhibit corrosion, Construction Junction boxes, pull boxes and terminal boxes for general purpose installation will be fabricated of stainless steel with formed-in flanges as necessary, full seam welding and screw-on, polychloroprene gasketed, stamless steel covers. All boxes and covers will be constructed of #11 (AWG) minimum. Electrical Requirements for Mechanical Equipment Page 9 of 17 PT. INTERNATIONAL NICKEL INDONESIA Screws will be corrosion resistant, stainless steel or silicon bronze, machine screws, Boxes will be sized in accordance with the 1987 Edition - National Electrical Code. Junetion, pull and terminal boxes will be installed at locations necessary to facilitate conduit raceway and wiring installation. Boxes will be set true and plumb and will be rigidly secured to building steel, supporting steel, or masonry walls using Unistrut spring nuts, double lock nuts, bolts, washers, and masonry anchors as appropriate. Bolts will be sized no smaller than 8mm (5/16”). Boxes will be supported independently of all associated conduit raceway systems. Openings as requested, for conduit and fittings only, will be provided in each box, cabinet or enclosure. Oiitlet boxes for installation in architecturally finished areas will be galvanised pressed steel units of square, rectangular or octagonal configuration, designed and provided to accomumodate the conduit, wiring, devices and fittings as specified. - Outlet boxes for installation in plant areas will be cast, ferrous metal, of rectangular or round configuration, designed and provided to accommodate the conduit, wiring, devices and fittings as specified. 123 Enclosed Panels All enclosed panels shall be supplied as either 2m (78") or 24m (94") high as called for in the detailed specifications. The sub base shall extend to the floor and no components shall be mounted on the front of the panel below a height of 300inm (12 inches). The panel shall bea smooth finish, and painted grey outside and semi-gloss white inside All panel bases, shail be 3mm (1/3) formed steel, unless the devices require an insulated material. Where this is the case, slate “ohm stone” or “Benelex” may be used, 124 Internal Components All-control relays shall be of the plug-in type enclosed in heat and shock resistant clear dust covers and equipped with a pust-to-test button for checking circuits by manually operating the movable contacts. ‘They shall also include an integral mounted neon lamp wired in parallel to the coil to indicate power is applied to the coil. ‘The contact arrangement shall be three-pole double throw (PDT). Each pole shall be rated for 5 amperes at 220 Volts, 50 Hertz, AC or 28 Volts DC with an expected mechanical life of ten (10} million ‘operations and an electrical life of 100,000 operations eninimuim, at rated load. Coils shall be rated for the applied voltage, which shall be 220 Volts, AC 50 Hertz. The telay shall be suitable for continuous operation in a 45%C ambient temperature. Allrelays shall be Potter & Brumfield (Catalogue #KUP 14841-220) plug-in type, or approved interchangeable equal. All latching relays shall be Potter & Brumfield (Catalogue Type KUL) or approved interchangeable equal. Plg'in sockets shall be used for control relays, latching relays, ete. They shall be the rectangular 11 terminal type sockets. The socket shall have screw terminals for front wiring andl be suitable for heavy industrial applications. All sockets shall be Potter & Brumfield (Catalogue #27E121), or approved interchangeable equal Protective relays for metal clad switchgear shall be an exception to this specification and shall be provided in accordance with the individual switchgear specifications. INTERNATIONAL NICKEL INDONESIA. 1s BSP 001 Timers shall be of the electromechanical type employing a calibrated sealed pneumatic timing circuit with sealed contacts. The timing range shall be as individually specified. The coil shall be rated for 20 Volts, 50 Hertz; and the contacts shall be suitable for 5 amperes at 220 Volts, 50 Hertz. The timer shall be an Agastat 700 series, or approved equal. Only front connected devices and front wired panels shall be supplied. Power components and their bussing or cabling shall be separate from the control components. Device arid service nameplates shall be provided on the front of each pahel. Where devices are back connected, nameplates shall also be mounted on the back of the panel. Nameplates shall be in accordance with Section 18 of this specification. . . AU devices shall be stud mounted so that one man may remove and remount them from one side of the panel Static switching and static devices shall be used where multiple operations, complex logic circuits, or bad atmospheric conditions make this practical. Inpuls to static switching type logic shall be supplied with full isofation rated 500V to ground. All DC and AC relays on equipment containing or connected electrically to static noise sensitive equipment shall be supplied with suitable noise suppressers, Inputs to static logic shall have a minimum working voltage of 100 Volts, All control resistors shall be mounted and wired. ‘Tapped resistors and not slide wire resistors shall be supplied where adjustable resistors are required. Grid resistors shall be of the punched type, Post Glover or approved equivalent. Resistors provided for separate monnting shall be supplied, mounted and wired in a separate structure. Rheostats (except operator's adjustments) shall be provided with a locking mechanism. Operator's theostats shall be heavy-duty wire wound Ohmite or Purchaser approved equivalent Allselay interlocking shall be done at a minimum of 100V (AC or DC). Wiring Requirements, Power wiring shall be No. 12 AWG (minimum), 600V, cross-linked polyethylene with a temperature rating of 150°C. Control wiring shall be No. 14 AWG, 600V cross-linked polyethylene with a temperature rating of 105°C. Where current requirements are low as in regulators, static switching amplifiers, ete, No. 18 AWG, 300V cross-linked polyethylene with a temperature rating of 105°C is acceptable On resistor connections, silicone insulated wire with glass braiding or Teflon insulated wire shall be supplied. Bach end of all wiring shall be plainly and permanently identified by numbered markings on the wire and terminal. Fibre or plastic sleeves shall be provided for this purpose, All wire numbers shall be unique through a project. Terminal numbers shall be the same as the wire number. Power wiring shall not be inchided in the same channels with control wiring. Wiring channels shall be lightly packed with the density not to exceed 50%. All wiring shall be grouped according to signal level for noise suppression. “Insulated hook" type wiring may be used on areas with only a few wires “Lacing and cord tying” type wiring shall not be used except for appearance purposes, Terminal blocks for all control circuits shall be rated 600 Volts, 30 amperes minimum. They shall be heavy duty, segmented construction, DIN rail mounted, open type screw terminals with pressure plate captive to screw and able to accept and hold two #14 AWG wires. An adhesive backed marking, strip shall also be supplied. ‘Terminals shall be suitable for marking with a 10-digit number, 380 Volt AC and 220 Volt AC wiring shall not be run in the same channels, or mixed with the DC wiring on the control terminal boards. 380 Volt AC and 220 Volt AC terminal boards shall be identified by an indestructible nameplate ancl covered by a fibre cover. Inter panel control wiring shall be through pairs of vertical control terminal boards at shipping splits, to facilitate mstallation and isolation of individual control panels during trouble shooting, Supports shall be provided for the incoming control wires near the control terminal boards The power wiring shall be arranged so thatthe control terminal boards are net obstructed Allcontrol wiring shall be single conductor stranded. Posh buttons, limit switches, temperature detectors, ete. shall be relayed rather than using multiple stages for interlocking, The contacts of such devices shall be used inthe high voltage (100 ‘ninimmum) circuits only Tie points between external equipment shall be made at the contro pane Grounding shall be done at only one point. All wiring shal be of stranded conductor construction, Shielded wire external to the panels shall be limited to analogue signals only. Two state signals, which operate at a critical signal level, shall be buffered at the panel to eliminate the necessity for shielded wire. INTERNATIONAL NICKEL INDONESIA 13.0 BA Ba ESP 001 PUSHBUTTONS SELECTOR SWITCHES AND PILOT LIGHTS General All push buttons, selector switches and pilat lights shall be the heavy-duty oil tight type. All contact blocks for units shall be suitable for tandem mounting with butting type contacts.
