EXECUTIVE ORDER NO.10

CREATING THE BARANGAY ANTI-DRUG ABUSE COUNCIL HOUSE

CLUSTERS

WHEREAS, the Government of the Republic of the Philippines remains

committed to intensifying the campaign against illegal drugs through
community-based initiatives;

WHEREAS, the Barangay Anti-Drug Abuse Council (BADAC) plays a vital

role in the grassroots implementation of anti-drug programs as mandated by
DILG Memorandum Circular No. 2015-63 and other relevant regulations;

WHEREAS, there is a need to establish house clusters within Barangay

Pamucutan to enhance community involvement and ensure a comprehensive
approach to drug abuse prevention and control;

NOW, THEREFORE, I, Roberto V. Carpio , Barangay Captain of Barangay

Pamucutan, by virtue of the powers vested in me by law, do hereby order the
following:

SECTION 1. CREATION OF HOUSE CLUSTERS

House clusters within the Barangay Anti-Drug Abuse Council (BADAC) are
hereby created to organize households into manageable units for more
effective monitoring, education, and engagement in anti-drug activities.

SECTION 2. COMPOSITION OF HOUSE CLUSTERS

The house clusters shall be composed of households grouped geographically
within the barangay. Each cluster will have the following structure:

Cluster Leader:

Marie Ann C. Serna- Zone 1

Farhanie B. Saman - Zone 2
Elena B. Velez -Zone 3
Pilar I. Villaver -Zone 4
Regina Bernardo Zone 5
Michael Garcia -Zone 6
Aida G. Rojas Zone 7

SECTION 3. DUTIES AND FUNCTIONS OF CLUSTER LEADERS

The Cluster Leaders shall have the following duties and functions:
1. Coordination: Coordinate with the BADAC and other relevant authorities
on matters related to drug prevention and control.
2.Monitoring: Monitor the households within their cluster for any drug-related
activities and report such activities to the BADAC and law enforcement
agencies.
3. Education: Disseminate information on the dangers of drug abuse and the
benefits of a drug-free lifestyle through regular meetings and distribution of
educational materials.
4. Support: Provide support to households with members undergoing
rehabilitation or those at risk of drug involvement.
5.Community Engagement: Organize and lead community activities aimed
at fostering unity and collective action against drug abuse.
6. Emergency Response: Act as the first point of contact in case of drug-
related emergencies within the cluster and coordinate with authorities for
immediate action.

SECTION 4. DUTIES AND FUNCTIONS OF CLUSTER MEMBERS

The Cluster Members shall have the following duties and functions:

1. Participation: Actively participate in cluster meetings and activities related

to drug abuse prevention and control.
2. Reporting: Report any suspicious drug-related activities within their
vicinity to the Cluster Leader.
3. Support: Support fellow cluster members in anti-drug initiatives and
community activities.
4. Education: Promote drug-free values within their households and
participate in educational activities organized by the cluster.

SECTION 5. COORDINATION AND SUPPORT

The BADAC shall provide guidance, training, and resources to the house
clusters to ensure effective implementation of anti-drug programs and
activities. Regular coordination meetings between Cluster Leaders and the
BADAC shall be conducted to assess progress and address challenges.

SECTION 6. FUNDING
The necessary funding for the operations of the house clusters shall be
sourced from the barangay budget, including but not limited to, the 20%
Development Fund, grants, and donations from government and non-
government organizations.

SECTION 7. SEPARABILITY CLAUSE

If any provision of this Executive Order is declared invalid or unconstitutional,
the other provisions not affected thereby shall remain valid and subsisting.

SECTION 8. EFFECTIVITY
This Executive Order shall take effect immediately upon its approval.
