CREATING THE BARANGAY ANTI-DRUG ABUSE COUNCIL BARANGAY


DUTY OFFICER (BDO) PROGRAM

WHEREAS, the Government of the Republic of the Philippines continues to


intensify its efforts to combat illegal drug activities through the active
participation of local government units;

WHEREAS, the Barangay Anti-Drug Abuse Council (BADAC) is tasked with


implementing anti-drug initiatives at the barangay level as outlined in DILG
Memorandum Circular No. 2015-63 and other related directives;

WHEREAS, there is a need to establish a dedicated role within the BADAC to


ensure continuous monitoring, reporting, and coordination of anti-drug
activities and initiatives in Barangay Pamucutan;

NOW, THEREFORE, I, ROBERTO V. CARPIO Barangay Captain of


Barangay Pamucutan, by virtue of the powers vested in me by law, do hereby
order the following:

SECTION 1. CREATION OF THE BARANGAY DUTY OFFICER (BDO)


PROGRAM
A program within the Barangay Anti-Drug Abuse Council (BADAC) to be
known as the "Barangay Duty Officer (BDO) Program" is hereby created to
enhance the monitoring and coordination of anti-drug activities.

SECTION 2. APPOINTMENT OF BARANGAY DUTY OFFICERS


The Barangay Duty Officers (BDOs) shall be appointed Hon. Rogerb G.
Caguimbal and Hon Carlos M. Serna JR. and from among the members of the
BADAC and other capable volunteers within the community. The
appointments shall be approved by the Barangay Captain.

SECTION 3. DUTIES AND FUNCTIONS OF THE BARANGAY DUTY


OFFICER (BDO)
The Barangay Duty Officers shall have the following duties and functions:

1. Continuous Monitoring: Conduct regular patrols and monitoring activities


within the barangay to detect and prevent drug-related activities.
2. Reporting: Prepare and submit daily reports on any observed drug-related
incidents or activities to the BADAC and other relevant authorities.
3.Coordination: Act as the liaison between the BADAC, local law
enforcement, and other stakeholders to ensure timely and coordinated
responses to drug-related issues.
4.Community Engagement: Engage with community members to raise
awareness about the dangers of drug abuse and encourage participation in
anti-drug initiatives.
5.Incident Response:Respond promptly to any reported drug-related
incidents and coordinate with law enforcement for immediate action.
6.Documentation: Maintain accurate records of all activities, incidents, and
interventions related to the anti-drug campaign within the barangay.
7. Support:Provide support and assistance to other BADAC programs and
activities as needed.

SECTION 4. SCHEDULE AND DUTY ROSTER


The BDOs shall operate on a rotating schedule to ensure continuous
coverage and monitoring within the barangay. A duty roster shall be prepared
and maintained by the BADAC, detailing the assigned duty periods for each
BDO.

SECTION 5. TRAINING AND CAPACITY BUILDING


The BADAC shall organize regular training sessions for the BDOs to enhance
their skills and knowledge in monitoring, reporting, and community
engagement related to anti-drug efforts.

SECTION 6. FUNDING
The necessary funding for the operations of the BDO Program shall be
sourced from the barangay budget, including but not limited to, the 20%
Development Fund, grants, and donations from government and non-
government organizations.

SECTION 7. SEPARABILITY CLAUSE


If any provision of this Executive Order is declared invalid or unconstitutional,
the other provisions not affected thereby shall remain valid and subsisting.

SECTION 8. EFFECTIVITY
This Executive Order shall take effect immediately upon its approval.
