It is a known fact that the Philippines is exposed to natural disasters and calamities due to its
geographical location. In addition, man-made disasters, crimes and acts of terrorism put the
lives of the Filipinos at stake. All of these emergency situations, whether natural or man-made,
are generally referred to as incidents, which is an occurrence, requiring response actions to
prevent or minimize loss of life, or damage to property and the environment.
While responding to these occurrences, several gaps were identified in the emergency
management system. It is for this reason that the Mass Casualty Management (MCM) System
came about. Overall, MCM system enhances disaster response by ensuring the protection of
the responders and the victims, the achievement of tactical objectives, and the efficient use of
resources and applying the MCM System at all levels will help us avoid the same mistakes
that we did in the past incidents.
In line with this, we would like to invite Dr. Benjamin B. Balaoro, Jr. to attend the 4th
Coordinative Meeting for Mass Casualty Management (MCM) and as subject Matter
