AN ORDER CREATING THE VALIDATION AND ASSESSMENT TEAM FOR THE IMPLEMENTATION OF THE
HALINA’T MAGTANIM NG PRUTAS AT GULAY (HAPAG) SA BARANGAY PROJECT THROUGH THE HAPAG-
KILALA RECOGNITION PROGRAM

WHEREAS, IN line with the thrust of the Marcos Administration to address food security in the country,
the DILG introduced the Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project through the
issuance of DILG MC No. 2023-001 dated January 3, 2023, as a strategy to diversify food sources and
contribute to ensuring food security in the community.

WHEREAS, DURING THE Bagong Pilipinas Kick-of Rally @ the Quirino Grandstand, President Marcos, Jr.
declared the need to incentivize urban gardening, including the turning of idle land into vegetable plots’

WHEREAS, THE HAPAG sa Barangay project is included as one of the components of the Kalinga at
Inisyatiba para sa Malinis na Bayan (KALINISAN) Program which aims to consolidate all efforts of the
government to maintain and provide a healthy and safe environment for all the participating LGUs and
enabling community participation anchored on the new brand of “bayanihan”

WHEREAS, in support to the pronouncement of President Marcos, a recognition program dubbed as

“HAPAG-KILALA” is established to recognize the efforts, initiatives and hard works of the barangays with
exemplary performances in the implementation of the HAPAG sa Barangay Project.

NOW THEREFORE, I, Junaflor S. Cerilles, by virtue of the power vested in me, do hereby create the
validation and assessment team of the HAPAG-KILALA in this Municipality with the following provisions:

Section 1: Composition of the Validation and Assessment Committee:

Chairperson: ARACELI AURE - MLGOO

MEMBERS: ROLANDO FLORIDA - CSO, LDC MEMBER
JONALYN L. CALIMBO, RSW - MNAO
JOEMAR E. SUGANOB - OIC-Municipal Agriculturist
Section 2: Duties and Functions

1. Conduct validation and assessment pursuant to the timeline set by the DILG
2. Submit assessment results to the concerned agencies.
3. Oversee the implementation of the HAPAg of all the Barangays of this Municipality
4. Coordinate with other agencies and stakeholders necessary for the efficient implementation of
the HAPAG.

SECTION 3: This executive order shall take effect immediately.
