EMBRACING TECHNOLOGICAL EMPOWERMENT TO ASSIST BARANGAY SECRETARIES


TOWARDS GOOD LOCAL GOVERNANCE

An activity design

I. RATIONALE

In today’s rapid changing, barangay secretaries must be proficient in all aspects to


develop and build new capabilities as a public servant. The barangay, being the basic
political unit, has always been forefront of local development undertaking in the Bagong
Pilipinas programs and advocacy. Collectively, the barangay secretaries have important role
for the development of the barangay to respond to development challenges issues facing
because of the strategic situation in handling reports and compliance to the requirements
of the local government to national. The pursuit of excellence in local governance starts
with a clear vision among local leaders with the huge participation of barangay secretaries
for a governance of truth, development, and service. It is utmost importance that barangay
secretaries nurture their dedication and commitment in carrying out their responsibilities
and be of the service to the people. Alongside with this is the need for them to be more
knowledgeable of their define task and be capacitate in their skills and expertise to help
them become effective pillars of the barangay as well as the catalyst for change towards
accurate reporting on documents and compliance to the requirements and competencies.

The Cyber security’s importance is on the rise. Fundamentally, our society is more
technologically reliant than ever before but still, Barangay is in need of training and
upgraded practice on cyber security on protecting systems, networks and programs from
digital attacks.

The KALINISAN PROGRAM as one of the flagship program of the national government
needs to be cascaded properly to the barangays as stipulated in the DILG MC 2024-053 ON
“NATIONWIDE IMPLEMENTATION OF THE BARANGAY ROAD CLEARING OPERATIONS,
ASSESSMENT, VALIDATION, AND RECOGNITION, UNDER THE BAGONG PILIPINAS
PROGRAM” AND OVERVIEW ON DILG MC NO. 2024-059 ON “PROGRAM FRAMEWORK
FOR THE KALINISAN SA BAGONG PILIPINAS PROGRAM.

With the advent of the recently concluded Barangay elections, many are newly minted
in their position as Barangay Secretaries; therefore there is a need to equip them with
essential knowledge for their duties and responsibilities.

Hence this design.


II. OBJECTIVES

This activity aims to train the participants in various aspects of good governance to
deliver the best services the community deserves.

Specifically, it aims to:

1. to review the duties, functions and responsibilities of a barangay secretary;


2. to know the importance of Social Media Etiquette on handling important files of the
barangay;
3. to promote awareness on using social media like Facebook page of the barangay to
maintain updated posting of accomplishments and announcements for the
constituents;
4. to properly classify and prepare reports for the compliance of KALINISAN PROGRAM
(BARCO-CLEANEST BARANGAY-HAPAG),
5. to learn more tips on proper Record Management and 5S Philosophy in the Work place;
6. learn the basics of technical writing, and
7. to discuss the Gender Sensitive Barangay Disaster Risk Reduction Plan Formulation.

III. METHODOLOGY

1. Activities – this congress uses a multidimensional approach of lectures, discussion,


presentations, workshop, and other strategies to provide new insights and gain new
knowledge to achieve favorable results.
2. Key Personnel involved – invited guests and resource speakers who will genuinely
share their knowledge and expertise.

IV. COURSE CONTENT

1. Duties, functions and responsibilities of a barangay secretary


2. Basics of technical writing
-Letter writing/ business correspondence
-Resolution and Ordinances formulation
3. Records Management and 5S Philosophy in the Workplace
4. Social Media Etiquette (Awareness on social media using facebook as a tool for posting
accomplishments and important announcements of the barangay.
5. KALINISAN PROGRAM (BARCO-CLEANEST BARANGAY-HAPAG)
6. Gender Sensitive Barangay Disaster Risk Reduction Plan Formulation. Resource

- BDRMM PLAN LISTO FORMAT

V. PARTICIPANTS

A total of 681 Barangay Secretaries and other Barangay Officials under the Province of
Laguna are expected to attend said congress. Other participants shall include the DILG –
LGU staff as additional participants or trainees and other interested participants, LGOOs as
facilitators, Secretariat, Resource Speakers and DILG Regional and Provincial Director of
Laguna as guests.

VI. DATE AND VENUE

This activity will be conducted on July 30 –31 and August1, 2024 at Marand Beach
Resort and Spa, La Union, Philippines.

VII. BUDGETRAY REQUIREMENTS

The conduct of this training requires the following, chargeable against local funds
subject to usual accounting and auditing rules and regulations.

FOOD AND ACCOMMODATION Php 14,800

TRANSPORTATION

(Land /Air/ Land Transfer) Php 3,000

Total Amount Php 17,800
