SUBJECT : DEFERMENT OF PERTINENT PROVISIONS OF TESDA CIRCULAR


119, SERIES OF 2020

In the pursuit of implementing the Philippine Qualification Framework (PQF) Level 5


or diploma programs, harmonize institutional implementation practices and facilitate
program recognition, implementation and monitoring of the program, TESDA Circular 38,
Series of 2017 was adopted and issued on June 23, 2017. As part of the support system, a
Manual for the Evaluation of PQF Level 5 (Diploma) Program was developed and deployed
through TESDA Circular 68, Series of 2019 to the different regions for their reference in
evaluating applications for the recognition of diploma programs. Further, capability building
program has been continuously conducted for the Regional Diploma Technical Working
Group (RDTWG).

The implementing guidelines for the PQF Level 5 (Diploma) program was superseded
and enhanced into TESDA Circular 119, Series of 2020, referred to as the Omnibus
Guidelines on Packaging Rules of PQF Level 5 (Diploma) Programs for the TVET Sector. In
the course of its implement, there have been challenges experienced among the TVET
Institutions, affecting the recognition and implementation of their PQF Level 5 (Diploma)
programs. Based on consultations conducted with TVET Institutions, letters received from
the same and dialogue with TTIF, during the visits of the Director General to the different
regions, the common concerns and challenges raised are the difficulty to meet the
requirement for the mandatory partnership with higher educational institutions on credit
transfer system and the faculty qualification of master's degree for trainers who will facilitate
General Education and Theoretical courses with reference to CHED Memorandum Order
No. 40, s 2008.

After having considered the merits of the TVET Institutions' common concerns,
including their recommendations and the discussion from consultations and dialogues,
this Circular is issued to defer implementation of the following pertinent provisions of
TESDA Circular 119, Series of 2020 or the Omnibus Guidelines on Packaging Rules of
PQF Level 5 (Diploma) Programs for the TVET Sector:

• Rule VII, 2) Partnership arrangements including Enterprise-based Training


modalities and credit transfer item with higher education institutions — shall
include Enterprise-based Training modalities and credit transfer system with
Higher Education Institutions through establishing a partnership between the
TVET institutions, industry and HEIs through Memorandum of Agreement (MOA)

• Rule IX. FACULTY QUALIFICATIONS, 1) The learning facilitators/trainers who


will facilitate the General Education and Theoretical courses must have a Master's
degree. (Ref CHED Memorandum Order No. 40, Series of 2008). However, if there
is no Master's degree among the faculty, TVET Institutions may partner with HEIs
to provide learning facilitators for the General Education and/or Theoretical
courses. The partnership arrangement on faculty should be included in the
MOA/MOU between the TVIs and HEIs.

The deferment of the above provisions of TESDA Circular 119. Series of 2020 is directed
with the following guidance:

1. Let it be clarified that the subject of deferment as applied in Rule VII, Item 2 refers
to the mandatory partnership through a MOA between the TVET Institutions and
HEIs for the credit transfer system. However, this does not prohibit the TVET
Institutions to establish partnership with the HEIs for mutual understanding and
interest.

2. The TVET Institutions shall endeavor to establish its own capacity in terms of
curriculum development, learning delivery system, training equipment and
facilities, trainers or faculty requirements and industry partnership to be able to
implement higher level TVET, particularly the diploma program.

3. The subject of deferment for Rule IX, Item 1 of TESDA Circular 119, Series of
2020 is the requirement for a Master's Degree for trainers who will facilitate the
General Education and Theoretical courses. The provision under TESDA Circular
38, s 2017, Rule V, F. Faculty Qualification will instead be reinstated, which
provides that the faculty that will teach the General Education and Theoretical
courses must have a bachelor's degree and preferably with major in the course
they teach, and must have an NC, if teaching laboratory or technology course.
This is to allow the continuing implementation of existing recognized diploma
programs and the recognition of on-going applications until such time that the
enhanced or revised guidelines that includes the redefined qualifications of TVET
trainers or faculty is officially approved and issued.

4. In the pursuit of quality and excellence in the implementation of higher level TVET
towards achieving global competitiveness and international alignment, the TVET
providers shall endeavor to give premium to educational qualifications, industry
experience, post graduate education and achievement related to the TVET
discipline or program in the recruitment and movement of TVET trainers. The
trainers' development programs, the Philippine TVET Trainers Qualification
Framework(PTTQF), the TVET Trainers Exemplary Service Award and other
developments shall be pursued and purposively enhanced to promote and
motivate higher qualification and excellence among TVET trainers.

This Circular is effective immediately and remains enforced until the Omnibus
Guidelines on Packaging Rules of PQF Level 5 (Diploma) Programs for the TVET Sector
is reviewed and enhanced or revised, unless earlier superseded or rescinded.
