The MGB is the primary government agency under the DENR
responsible for the conservation, management, development
and proper use of the country’s mineral resource.

Republic Act No. 7942 – Philippine Mining Act of 1995


MGB aims to be an enabler of a mining industry that is not only prosperous
but also socially, economically sustainable, with broad community and
political support while positively and progressively assisting in governments
program on poverty alleviation and contributing to the general economic
well being of the nation.

It also aims to become the leading geoscience and geo-resources agency


serving the public and nation with scientific reliability.
As steward of the country’s mineral resources, MGB is committed to the
promotion of sustainable mineral resources development, aware of its
contribution to national economic growth and countryside community
development. It fully recognizes that the development of a responsive
policy framework in partnership with stakeholders to govern mineral
exploration, mining and investment decisions and an effective
institutional structure are fundamental requisites for the sustainable
utilization of the country’s mineral resources.
It is adherent to the promotion of geological studies as an integral
element of socio-economic development, environmental protection and
human safety. Yet, it is sensitive to the known environmental impacts of
mining and the need for restoration and rehabilitation of mining affected
areas and the development and adoption of environmental and
geoscientific technologies.
• Spanish Regime - “Inspeccion General de Minas.“
• Philippine Revolutionary Republic – (1898) Departamento de Fomento (Department
of Public Welfare was created thru a decree of Gen. Emilio Aguinaldo; Industry and
Agriculture Division (under the Departamento de Fomento) was created, under which are
the Mines Section and Mountains Section;

• American Regime – (1900) the emergence of the Mining Bureau; to the Public Lands;
Bureau of Science, and the Mining Bureau became the Division of Geology and Mines;

• Commonwealth Regime – (1936) created the Bureau of Mines;


• Second World War – (1942) reconstituting the Bureau of Mines under the Department
of Agriculture and Commerce; then Bureau of Mines shrunk again into a Division of the
Department of Agriculture and Natural Resources;
• Post World War Era – (1945) Bureau of Mines was restored and had been under the
direct supervision and control of the Department of Agriculture and Natural Resources;

• Marcos Era – (1974) the Bureau of Mines was transferred to the Department of Natural;
(1978) the Bureau of Mines was renamed as Bureau of Mines and Geosciences;

• EDSA Revolution Era – (1987) Reorganizing the DENR with the Mines and Geosciences
Bureau as one of the staff bureaus;

• 1995 Mining Act Era – (1995) passage of Republic Act No. 7942, otherwise known as
the Philippine Mining Act of 1995, transforming the MGB into a line bureau.
• Directly in charge in the administration and disposition of the country’s mineral lands
and mineral resources;

• Recommends to the Secretary the granting of MA;

• Endorses to the Secretary, for approval by the President, the granting of FTAA;

• Undertakes geoscientific surveys and researches in the fields of land and marine
geology, mining, mine environment, metallurgy and mineral economics;

• Confiscates, after due process, surety, performance and guaranty bonds after notice of
violation;
• Cancels or recommends the cancellation, after due process, mining rights, mining
applications and mining claims for noncompliance with pertinent laws, rules and
regulations;

• Deputizes, when necessary, any member or unit of the PNP and Barangay, duly
registered and DENR-accredited NGO or any Qualified Person to police all mining
activities;

• Assists the EMB in the processing or conduct of EIA in mining projects;

• Provides laboratory and other technical services to the public and other
government entities;
• Provides technical assistance to LGUs in the performance of devolved
functions on small-scale mining and quarry/sand and gravel mining operations;

• Provides staff support and technical advisory to the Office of the President on
mining and geology matters;

• Acts as secretariat to the MAB; and

• Exercises such other authority vested by the Philippine Mining Act of 1995 and
its implementing rules and regulations.

• A 1,634 square meter structure provided with various metallurgical process


equipment for laboratory and batch scale and continuous pilot scale
metallurgical and chemical researches and services;
• A library with a collection of about 6,000 books and reports on mining,
geosciences and related sciences;

• A rock museum showcasing hundreds of ore samples and fossils;

• Field vehicles in the CO and ROs; and

• Various technical and scientific equipment (GPR, XRF, GPS, RTK, Total Station,
AAS, etc.) for geoscientific and mineral land surveys, and mining technology
and mine environment researches and services.

Groundwater Resources Assessment

o Determination of the availability of groundwater resources and the threats to


contamination and depletion

o Development of 1:250,000 AND 1:50,000 scale groundwater resource maps (Total


Universe – 81 Provinces + 1 NCR)
A. Geohazards Assessment (Land)
o Complete the VRA of the 1,634 cities/municipalities;
o Continue the updating of geohazard maps of LGUs affected by natural
calamities;
o Complete the sub-surface assessment for mass
movement/sinkhole/subsidence for areas identified with karst
topography;
o Complete the IEC Campaign to Cities/Municipalities where VRA was
conducted;
o Print and distribute geohazard maps to LGUs (barangay, municipality,
province) and Congress/Senate officials;
B. Geohazards Assessment (Coastal)
o Complete the 1:10,000 scale assessment of the 872 coastal
cities/municipalities
o Complete the vulnerability and risk assessment of the 1,634
cities/municipalities

C. Groundwater Resources Assessment


o Complete the Regional Assessment of the 81 provinces + NCR
o Undertake detailed assessment (1:50,000 scale) of highly critical areas
D. Geological Mapping
o Complete the geologic survey and generate the geologic map of the
entire country.

E. Mining Industry Development Program


o Strict implementation of responsible mining – technically viable,
environmentally compliant, socially acceptable and economically
feasible.

o Address illegal mining thru the declaration of Minahang Bayan areas

Mineral Resource Management


To promote the rational exploration, development, utilization and
conservation of mineral resources under the full control and supervision
of the State.

Mining Tenement Management
• Permitting system (FTAA, MPSA, MPP, EP, ISAG, etc.)

• Undertake final evaluation of all mining applications, conduct audit of the


disposition of mineral lands and resources, and manage the Mineral Rights
Management System
Mine Safety, Environment and
Social Development
• Environmental, social and mine safety requirements at each stage of mining
operation including its financial mechanisms for the implementation of SHES
programs.

• Promotion of best practices in environmental management committed to


reducing the impacts of mining and effectively and efficiently protecting the
environment, as well as health, safety and social concerns.
Mineral Processing &
Laboratory Services
• Development of metallurgical processes of beneficiating/extracting
minerals/metals from ores

• Provide metallurgical and analytical services to the various mining


stakeholders
Geology/Geohazard Mapping
• The geology and mineral resources potential of the area, susceptibility of areas
to geohazard, and water resources availability.

• Management of the national geoscience programs on geoscientific surveys


including geological mapping, mineral exploration, geohazard assessment,
hydrogeological exploration and vulnerability assessment, and engineering,
geological and geo-environmental studies.
Small-scale Mining
• Procedure on the registration, licensing, declaration of Minahang Bayan, and
awarding of small-scale mining contracts.

• Provision of technical assistance to small-scale miners.


Law Enforcement
• Conduct of apprehension, seizure, confiscation and disposition of illegally-
sourced minerals/mineral products and by-products.

• Provide a uniform procedure in the conduct of apprehension, seizure,


confiscation and disposition of illegally-sourced minerals/mineral products and
by-products
