2. INTRODUCTION
Erawin Project consists of the development of NC-200 E, G and H oil accumulations. NC-
200 E, G and H fields lay in Murzuq basin southwest of Akakus Oil Operations El Sharara
production facilities. E field is around 100 km from NC-115 GOSP-B. Those fields were
discovered and appraised by REMSA between 2003 and 2009 by drilling and testing 3
exploration and 4 appraisal wells. NC-200 block was assigned to Zallaf Libya in September
2017 and the Field Development Plans (FDP) for the 3 existing discoveries were approved
by NOC in April 2018.
Phase 1 will entail the construction of a 12-inch exportation pipeline of about 100 km to
Akakus NC-115 GOSP-B, a Crude oil surge tank with Vertical gas boot, Fire Fighting and
Fire and Gas detection systems, Evaporation pond and a 20,000 bbl/d capacity Produced
Water Treatment and Injection/Disposal Plant.
During the Post-FEED studies, Zallaf deleted Produced water treatment, injection / disposal
scope for Phase-1 along with implementation of various value engineering points.
Permanent Facilities Phase 2 will involve the design and construction of one separation train
of 10,000 BOPD oil and 9,000 BWPD produced water capacity and the addition or expansion
of water handling facilities and other auxiliary infrastructure as necessary.
Expected hydrocarbon production plateau rates are 16,000 BOPD oil and 270,000 SCFD
gas. The maximum forecasted produced water rate during NC-200 production life is 20,000
BWPD.
Export tie back pipeline to NC-115 GOSP-B should be suitable for batch and continuous
operation. At NC-115 GOSP-B receiving end, crude oil will be discharged to existing storage
tank.
In April 2021, COMPANY stated their intent to go for EWT facility of 5000 BOPD with rental
early works processing facility (procured by COMPANY) to fast-track oil production and this
strategy had been named as Plan B.
I. Wellheads: The oil production of 5000 BOPD will be from four (4) number of wells
(E1, E4, E5 & E7).
Flowlines (6 inch): 4 nos. of flowlines from wells E1, E4, E5 & E7 will be routed till
EPF area along with FO Cable
II. EPF: EPF / Processing facilities shall be by COMPANY. Crude oil Export scraper
launcher will be provided by CONTRACTOR.
Pipeline from 4 nos. of flowlines from EPF area to EWT and Export oil pipeline
routing from EWT to oil export pipeline near Crude oil export scraper launcher will
be carried out by CONTRACTOR along with suitable Telecommunication radio
system at Temporary Accommodation Camp.
The temporary Inlet manifold along with a rental processing facility including all
utilities, Power and control system shall be procured, installed, commissioned,
operated, and maintained by COMPANY.

3. PURPOSE
This specification and accompanying documents describe minimum requirements for the
design, engineering, supply, fabrication, assembly, inspection, testing, certification, painting
and shipment, supervision for installation and commissioning and providing performance
guarantee of Telecom Fibre Optic Network System for NC-200 Erawin Field Development
project.
This specification shall in no way release the Vendor from final guarantee as to design,
materials, apparatus, workmanship and performance of the Telecom Fibre Optic Network
System.
The Vendor shall, in respect of this specification, engineer, procure third party materials (from
COMPANY Recommended suppliers) from and fabricate all items through sub-Vendors listed
in the COMPANY’s Recommended Vendor List only, unless the material/item is not covered
by the list, or a special dispensation to deviate from the list has been granted in writing by
the COMPANY.
Installation of fiber optic cable, laying of warning mesh and tapes, installation of manholes
shall be carried out by FOC installation contractor. CONTRACTOR who is responsible to
appoint FOC installation contractor and FOC system vendor will supervise installation
activities performed by FOC installation contractor.

5. REFERENCED DOCUMENTS
5.1 General
The sections below contain details of all applicable Technical Standards and Specifications
for the scope of supply.
If any of the documents listed below are not in the Vendor’s possession, same shall be
obtained from the PURCHASER. Not possessing the referred standards / specifications shall
not be a cause for deviation or non-compliance.
Where the below listed Technical Standards and Specifications refer to or amend the
International Codes and Standards (e.g. API, ASME, DIN, BS, etc.), these referenced
Standards shall be deemed to be part of the Scope of work.
Vendor shall provide and maintain the applicable revision / version of all relevant Technical
Standards, International Codes and Standards, rules, regulations, specifications and
documents as specified in the specifications.
Any deviation or amendments to the Technical Specifications shall be subject to COMPANY’s
prior approval. If the Vendor fails to clearly identify specific deviations, it will be assumed by
the Purchaser / COMPANY that the Vendor is in total compliance with this specification.
All correspondence and documentation shall be in English. All measurements and units shall
be in SI units.
This Specification requires compliance with the following list of codes, specification and
standards & their normative references. Where no standard is referenced, accepted industry
practice shall be followed. The governing edition of the International Codes and Standards
shall be the latest edition/addenda in force as on 9th July 2019.

In case of any conflicts or contradictions noted between different sections with in the
individual Technical Standards and Specifications, the more stringent requirement shall be
applicable.
Any deviations from the above-mentioned technical standards and specifications are subject
to prior written approval from the COMPANY as approved Change management Procedure.

The equipment shall be designed, selected, engineered and configured to provide the highest
possible standard of safety, protection of assets and environment, and ergonomics.
The environmental conditions shall be in accordance with Process Design Basis and Design
Criteria ENG052-20ERW-000-PR-BOD-0001-000 and Control & Automation Design Basis
ENG052-20ERW-000-IC-BOD-0001-000.
All Telecom devices & Telecom cabinets located outdoor shall be suitable for the Hazardous
Area and Ingress Protection Rating.
All electrical / electronic equipment including accessories shall be ATEX certified for use
within the specified hazardous area.
The hazardous area shall be considered as Zone 1, Gas Group IIB and temperature class
T3 environment.
The method of protection for use of the Telecom devices within hazardous areas shall be Ex-
‘d’ unless indicated otherwise.
The blanking element for Telecom enclosure in hazardous area shall not be used with a
thread adapter/reducer.
All Telecommunication equipment and installations shall meet the relevant requirements of
IEC 60079 and the applicable protection standards.
The minimum degree of protection for electronic, accessories & cabinets located outdoor and
indoor shall be IP 66 and IP 51 respectively in accordance with IEC 60529.

The sites to be used shall all have a station earthing system and all equipment shall be
bonded to the station earth node. It is important that the new installations do not give rise to
the risks of having high voltage differentials between different points in the station earthing
system during electrical storms.
Any new towers and buildings shall have earthing systems installed in accordance with the
COMPANY standards and all elements of the tower and miscellaneous site metalwork shall
be bonded to the earth.

7. SCOPE OF SUPPLY
7.1 General
Fibre Optic Cable and Fibre Optic Cable installation accessories shall be sourced only from
COMPANY recommended and approved Manufacturer’s lists. Below are the locations which
require the Fibre Optic Cables.

identified, fully described and must be accompanied by all pertinent engineering
information, to facilitate evaluation of alternatives.

Factory Acceptance Test (FAT) and Site Acceptance Test (SAT) along with overall
integration test at site shall be carried out as per approved procedure.

d) FOC installation contractor shall inform to CONTRACTOR for all the utilities and inputs required
to develop design.
e) CONTRACTOR shall carry out route survey for all FOC routes and start and end location which
will be used input to develop FOC alignment sheets.
f) CONTRACTOR shall ensure CONTRACTOR all the provisions for UPS feeders required /utility
power required /earthing, space required for telecom equipment, spaces for FOC trenches
/routes /Manholes, installation space required inside the rooms etc.
g) FOC installation contractor shall coordinate with CONTRACTOR design team and EPF
Contractor to route FOC inside the facilities. All the drawings shall be issued by CONTRACTOR
for COMPANY approval. FOC alignments sheets shall be developed by CONTRACTOR for

crossings all the details , with cross sections of trenches. CONTRACTOR shall develop
complete detail design package AFC package with FOC alignment sheets, which will be used
by FOC installation CONTRACTOR for installation and implementation.
h) Design of the Base Frames required to install the Telecom FOC Cabinets.
i) Prepare drawings in AutoCAD formats in COMPANY approved templates.
j) Prepare Pre-commissioning and Commissioning procedure for the system.
k) Prepare project manuals.
l) Project Management and Liaison with COMPANY / CONTRACTOR

c) Witness the Testing of the armored Fibre Optic Cable prior that shall be performed by FOC
installation Contractor. FOC Contractor shall dispatch the Fiber Optic Cable from Site
Warehouse to Site location.
d) Transportation and deliver of all materials to Site locations.
f) FOC Installation Contractor shall conduct the integrity test of FO cable under the
supervision of CONTRACTOR.
g) FOC Installation Contractor shall install the Fibre Optic Cable t under
supervision of CONTRACTOR.
h) FOC Installation Contractor shall conduct the Jointing, splicing and termination
of FOC to Fibre Enclosure / Fibre Optic Patch Panel under supervision of CONTRACTOR.
i) Installation Contractor shall conduct the installation of all Telecom Cabinets at site under
supervision of CONTRACTOR/Vendor.
j) Installation Contractor shall conduct the installation of the Fibre Optic Patch Panels inside
the Telecom Cabinet under supervision of CONTRACTOR/Vendor.

All equipment supplied by the vendor shall have minimum warranty of 12 months from date of
installation/ commissioning. Vendor shall replenish all faulty equipment with no cost to COMPANY /

7.7 Exclusions
The following items and activities are excluded from vendor’s Scope:
a) Any Civil related activities such as laying the FO Cable, Warning Tapes, Protection Tapes,
installation of manhole, trenching and backfilling etc.
b) Supply and Laying of the Electrical Cable required from the Electrical DB to Telecommunication
Cabinet.

8. DESIGN REQUIREMENTS
The Fibre Optic Network System and FO accessories shall be designed for a minimum service life of
30 years under the stated service conditions. In the bid proposal, the Vendors shall detail the anticipated
service life of the Fibre Optic Cables and FO accessories, along with details of any parts requiring
specific maintenance or replacement because of their operating life limitations. Vendors shall guarantee
support of spare parts related to Fibre Optic throughout this period.
All the Fibre Optic Network System components shall be of latest model at the time of FAT. The
proposed part or model number shall be supported by vendor throughout the design life of the facility
i.e. 30 years.
The technical requirement for armoured Fibre Optic Cable shall be described in this sub-section.
The cable must be circular in cross-section and free from pinholes, joints, repairs and other defects.
Materials used in the construction of the cable shall not affect the physical or optical properties of the
fibre and shall be compatible with each other.
The fibre and stranded loose tubes shall be colour coded as specified below to provide easy
identification at either cable end.

With a view to standardizing fibre distribution in joint closure trays and for compatibility in branching
out and jointing, the following core configuration is to be provided in the cables:
The backbone Fiber optic cable shall meet the ITU-T Recommendation G.652D and G.655
Standard (non-zero dispersion shifted single mode optical fibre) and support operation at
wavelengths 1310 nm & 1550 nm for G.652D and at wavelengths 1550 nm and 1625 nm for G.655.
The armoured optical fibres shall be a full spectrum, low water peak standard single mode fiber
with low Polarization Mode Dispersion (PMD).
Each optical fibre must be protected with a dual layer acrylate coating. The inner layer shall be
optimised for adhesion to the cladding glass, strip ability and temperature performance while the
outer coating shall be a harder material optimised for abrasion performance. The coating must be
easily strippable with commercially available fibre strippers such as “Miller Strippers”.
Each cable must have traceability of the optical fibre back to the original fibre ID number and test
parameters as provided by the fibre manufacturer.
Optical fibres from different manufacturers cannot be mixed in the same cable.
Each fibre in a tube must be distinguishable from other fibres in the same tube by means of colour
coding ink discernible throughout the design life of the cable. Required fibre colour sequence is as
indicated in Table - 8.2.4.
The central fibre optic unit consists of a stranded core of loose buffer tubes around a GRP anti-
buckling and strength member.
Cables must be water blocked with superabsorbent polymer water blocking yarns, tapes and/or
binders. Superabsorbent coatings on cable elements are not acceptable. The superabsorbent
polymer materials produce a sticking gel in the presence of water that actively seek out and fill the
free space between the core components. This method is preferred because the cable is lighter in
weight, does not require the use of specialised and costly cable cleaners and because of the
improved productivity of splicing personnel.
The superabsorbent polymer materials must be safe, easy to remove and requires no special
handling or solvents.

1.2 mm or to meet the required cable mechanical and environmental performance characteristics.
The sheath must be made of a high molecular weight linear PE meeting the requirements of

1.8 mm. The average thickness of any cross section shall not be less than 90% of the specified

Parameter Requirement
The cable supplier must provide test reports for the IEC-794-1 series of cable tests noted below.
The tests must have been performed on an identical or similar construction to the one being offered
and with equal or higher fibre count. In the absence of pre-existing test reports, the cable supplier
must perform the tests on an actual length of cable manufactured for COMPANY orders and submit
the type test reports to COMPANY for approval.
A sample of cable must be tested for water penetration to IEC-794-1-F5 with a 1m head of
pressure for a period of 24 hours. The water pressure shall be applied to the cut end of the cable
in an “L-test” configuration.
The test shall be performed per IEC-794-1-E3 according to the compressive load
requirements shown above.
After release of the compressive load, an increase in optical attenuation greater than 0.1 dB
at 1550nm shall constitute a failure.
8.2.4 Impact
The test shall be performed per IEC-794-1-E4 according to the impact load requirements shown
above.
After impact, a permanent or temporary increase in optical attenuation value greater than 0.1 dB
at 1550nm shall constitute a failure.
8.2.5 Bending
The cable must be subjected to a bending radius of 12 times the diameter of the cable for
4 complete turns according to IEC-794-1-E11, test method E11A.
During or after bending, a permanent or temporary increase in optical attenuation value greater
than 0.1 dB at 1550nm shall constitute failure.

The test must be carried out in accordance with IEC-794-1-E1 to determine the tensile
characteristics of the cable under load and to verify the fibre strain margin within the cable.
The maximum change in the optical attenuation at the cables rated maximum working tension
shall be no greater than 0.1 dB at 1550nm.
The cable shall be tested to determine the temperature dependence of attenuation. The test
shall be performed according to IEC-794-1-F1.
The optical fibres shall maintain mechanical and optical integrity when exposed to operational
temperature extremes of minus 40°C to plus 50°C. Attenuation increase shall be less than
0.1dB/km for 1550nm.
8.2.8 Torsion
The cable must be subjected to 10 twists of 180°C on a 1-meter cable sample, according to
IEC-794-1-E7. A permanent or temporary increase in optical attenuation value greater than
0.1 dB at 1550nm and 0.1dB at 850nm shall constitute failure.
The following routine tests must be performed on all individual lengths of PSD cable:
8.2.10 Packaging
The cable shall be shipped on a wooden non-returnable reel. The cables shall be supplied on
standard drums of 4 km and 6 km as specified by COMPANY at time or order placement. Length
tolerance is + 5% only. The length shall not be less than the specified quantity.
The reel containing the cable shall be packaged in a robust fashion to minimize the risk of damage
during handling and ocean shipping. When requested by COMPANY, the cable shall be prepared
for air shipment.
The reel shall be visibly marked to indicate the proper direction of rotation.
The inside ends and outside end of the cable shall be sealed with a heat shrinkable end cap. The

The reel shall have a drum that is large enough to prevent damage to the cable and maintain an
optimal bending configuration for long term storage.
The drum shall have the following minimum information on a robust marking plate:

This specification is intended to define the minimum requirements for the supply of fibre optic
termination units and other accessories necessary to terminate the fibre optic cable at each end
of the cable installation.
The following is the mostly used materials for FOC work and its specifications. However, it
remains the CONTRACTOR responsibility to identify and procure all the required materials for
the complete FOC installation work.

Optical characteristics shall comply with the optical fibre performance specifications;
The Vendor shall supply the required quantities of pig tails, patch cords and patch panels. The
fibre optic cable shall terminate inside a communications cabinet on a termination patch panel.
All single mode fibre sub-cables or cores within the cable shall be terminated with LC compatible
connectors.
The patch panel shall have a fibre capacity equal to the total number of fibres (connected and
spares) for all cables to be connected. Patch panels shall be designed for rack mounting on a
standard equipment cabinet.
All unused couplings shall have protective dust covers. All panels shall be furnished with front
removable door or cover, Factory-terminated, tight-buffered, agamid-reinforced fibre optic jumper
assemblies or interconnect cables, standard 3.0 mm O.D., shall connect the optical cable
terminations to the patch panel couplings.
Termination panels shall have Factory connected pigtails and splice tray. The termination patch
panel shall be equipped with a suitable means for routing and securing of cables and shall provide
a suitable means of protection for the mounted fibre connectors to prevent damage to fibres and
connectors during all regular operation and maintenance functions. All cables shall be provided
with strain relief. Bend diameters on cable fibres and jumpers must always be greater than four (4)
inches to ensure optical and mechanical integrity of the optical fibres.
The followings are other specification that shall be included:
These items shall not be provided from a separate vendor other than the termination panel
vendor.
• The FO patch panel shall have half transparent dust cap and allow red light through it for visual
inspection.
In general, CONTRACTOR shall supply fully loaded patch panels from a single vendor with all the
above features, as minimum. Fiber Optic Cable shall be terminated on the Fiber Optic Patch
Panels as per the locations mentioned below;
• For SM FOC, at any outdoor and indoor location, the Vendor shall supply, 19” Patch Panel, with
fibre cable patch tray.
• For SM FOC at CCTV Camera, Vendor shall supply the DIN rail mount type, or the dimension
shall suitable to mount inside the junction box. (Not applicable for Plan-B)
• For SM FOC, at G & H manifolds, EPP – FAR, the Vendor shall supply Fibre Optic Slide-in
modular type, and each module shall be 24-ports. The Main FO enclosure shall be suitable for
19" installation. (Not applicable for Plan-B)
• For SM FOC going to cameras, the Vendor shall supply Fibre Optic Slide-in modular type, and
each module shall be 12-ports. The Main FO enclosure shall be suitable for 19" installation. (Not
applicable for Plan-B)
Individual fibres within the loose tube cable require handling protection inside the termination
cabinets. Fan-out kits shall be installed in the patch panel enclosures to transition the loose tube
fibres to ruggedized tight-buffered fibre pigtail cables. Fiber Optic cable shall be terminated and
splice in the single Fiber Optic Patch Panel, Fan-out tubes, furcation or branching the Fiber Optic
Cable to multiple Fiber Optic Patch Panel are not allowed. Optical fusion splices shall connect the
loose tube fibres to the tight-buffered pigtail cables. The optical splice loss shall comply with the
specifications for optical splices. Splice protection sleeves shall be employed on all splices to
protect the splices.
The closure shall be of the unfilled type and shall provide a rugged and waterproof housing for
optical fibre splices. The Optical Fibre Joint Kit shall have the following features:
• Re-enterable type.
• Have an external moisture-proof shell, inner closure and encapsulant.
• Have removable interior splice trays
• Cassette Type, i.e. each cassette shall allow entering two types from both sides.
• Designed for straight and multiple branch splices on cut or uncut cable.

Vendor shall include the required quantities of pig tails, patch cords and patch panels. LC type
connectors (LSZH) at FOPP end and terminations shall be considered.
8.4 Manholes
The manhole shall be installed as per Civil drawing “ Standard Details of Manhole (Doc, No.
ENG052-20ERW-000-CI-DST-0013-001”.
The Vendor/CONTRACTOR shall also provide FOC holder, internal cable holders, FOC joint
enclosure and any other installation required within the manhole.
The manhole shall be provided in the following locations:
• Manhole shall be installed at the facility entrance (only for pipeline FO Cables).
• Manhole shall be installed at one end of major road, wadi and Falaj crossings.
The following guidelines and procedures shall be followed for FOC Installation at Manholes:
• The cable shall be looped in all manholes as noted on the plans to provide approximately ten
(10) meter of extra cable in the manhole. The fibre optic cable shall be coiled and secured with
cable ties in the manhole. The CONTRACTOR shall ensure that the minimum bending radius
of the fibre optic cable is not compromised when preparing this stored cable slack.
• The cable shall be marked and labeled at each manhole and at all entry and end points of the
fibre optic cables.
• When all cables at each manhole are securely racked, unused conduits and void areas around
conduit containing cables shall be sealed.
• The area around the manhole shall be compacted.
• Upon final acceptance of the conduit/duct system all manholes shall be free of debris and water
and be ready for cable installation.

For separate / dedicated route of FO cable, the warning tape shall be in the format of mesh net
type and have a conductor / wire for FOC tracing and width of 300 mm.
For pipeline route, the same above specifications shall apply but without the conductor/wire.
The protective tape shall have a minimum width of 200 mm, thickness of 2 mm, have orange /
yellow protective polyethylene jacket resistant to alkalies, acids, and other destructive elements
and continuously imprinted on one side with the same text as the warning tape.
n) Panel shall be provided with a removable, fully gasketed, bottom entry split gland plates
sized for the addition of 30% extra cables. The trunking shall be sized such that 30% spare is
available after installation, excluding space allocated for spare capacity.
o) All incoming and outgoing cables shall have a multi-part gland plates equipped with foam
rubber strip and/or brush strip to achieve dust tightness.
p) Incoming electrical cables shall enter the panel from the bottom left clamped to cable rail and
wired to terminals directly.
q) Each panel shall be provided with a 6 mm earthing stud. Doors shall be electrically bonded to
the panel structure. For earthing signal, the panel shall be provided with an isolated copper
earthing bar suitably drilled and tapped for connecting earth lugs, minimum size
25 mm x 5 mm.
r) Indoor Cabinets shall comprise of the following accessories:
- Access door mounted on lift-off hinges and fitted with an Ergo form S lockable handle with
key.
- Redundant cooling fan (internal circulation)
- Thermostat for high temperature alarm feedback (should be designed for 50 °C)
- Rubber sealings
- Door Switch.
s) Panel mounted keys shall be provided with protective cover to avoid dust / sand ingress.
t) Provision shall be made for cabinet lighting. Fluorescent strip lighting shall be provided with a
switch, wired to separate terminals for incoming lighting supply .
u) Vendor shall furnish heat dissipation calculations for each cabinet along with bid and in detail
design and it shall be subject to COMPANY approval , when all components are selected.
v) All miniature circuit breakers shall be dual pole type.
w) The cabling within the panel shall be routed in fire resistant, non-toxic, covered plastic
trunking installed in vertical and horizontal sections.
x) All terminals shall be properly colour coded as per the signals and mounted separately with
proper segregation and distances.
y) Termination carrying voltage above 50V shall be covered with a transparent insulation plate
and caution / warning message.
z) All wiring shall be carried out using multi-stranded conductors. Solid conductors shall not be
used.
aa) A3 size drawing pocket inside each Panel door shall be provided.
bb) Dummy plates shall be provided for the blank slots in the Telecom Panel.

cc) All conductors shall be marked at each end by a permanently marked sleeve ferrule coded in
accordance with the approved wiring diagram. Heat shrink printed ferrule shall be used.
dd) All the cables shall be properly tagged indicating cable number, source & destination cabinet
numbers. All the cards/ modules shall be properly tagged.
ee) The correct crimping tool shall be used such that sleeve is crimped on to the conductor and
PVC insulation in one operation.
ff) Cabinet shall have a tinned copper earth bar for signal cable shield connections and
sufficient screws shall be available for making the connections. The signal earth bar shall be
insulated from the cabinet frame. Earth connections shall be of adequate cross-sectional
area.
gg) Safety/ Protective earth shall be connected to a dedicated earth-bolt provided with an earth
symbol marker. After completion of all cutting and fabrication work, all exposed metal surfaces shall
be thoroughly cleaned, and shall be suitable coated.
hh) Each panel shall be finished inside and out in the enclosure.

8.7 Cabling
a) Cable or conduit entry shall be from bottom. Bottom plates shall have removable gland plates for
cable entries. Sufficient free space shall be provided for proper accommodation and termination
of the cables.
b) Cable glands shall be provided for incoming cables. Adequate cable connection stress relief shall
be provided.
c) Wiring that is subject to flexing such as to swing frames or doors shall be of stranded construction.
d) Internal wiring shall be laid in PVC close-slotted ducting with a covering lid. Ducting (raceways)
shall have at least 40% spare capacity. Power and signal ducting shall be separated.
e) All internal wiring shall have cross ferruling.
f) Spare wires from the field devices shall not be left loose in the ducting; they shall be terminated in
normal sequence at the terminal block and identified as SPARE.
g) Tie wraps shall be used for wiring in the duct, so the wire bundles will lie neatly when the covers
are removed.
h) Intersection wiring shall pass through normal cabinet entries.
i) Colour code and marking of wires shall be as follows.
j) Power and signal wiring (including CAT-6A, Multipair cable, FOC) shall be clearly marked with
reference codes and/or tag numbers.

cables can be connected in the same sequential order as the pattern and layout of the conductors
in the cable.
m) Where cable is being installed in the same trench with other electrical cables, the minimum
separation is given as follow:
• Minimum separation from electrical cables is 750mm (LV), 1000mm (11kV) and 1500mm
(33kV).
• However, non-metallic cables can be treated as “Under Ground pipes” as shown in that
drawing, i.e. a minimum 300mm separation from HV or LV cables.
• Note the requirements for vertical tiles between HV cables and the fiber optic cable.

n) For non-Electrical structures or installation, a minimum separation between FOC and the structure
shall be 300 mm, while running parallel. While crossing the structure, the minimum separation
shall be 200 mm. The structure can be a pipe (metal or non metal) for gas, oil, water, sewage or
other non- Electrical installation.
o) Maintain a minimum of 300mm separation between fiber optic and electrical cables. Install fiber
optic cable within a PVC pipe at least 3m each side of the crossing, and install protective tiles
between the power cable and the fiber optic cable at least 1m each side of the crossing.
8.8 Earthing
The sites to be used shall all have a station earthing system and all equipment shall be bonded to the
station earth node. It is important that the new installations do not give rise to the risks of having high
voltage differentials between different points in the station earthing system during electrical storms.
Any new towers and Containerized Rooms shall have earthing systems installed in accordance with
the COMPANY standards and all elements of the tower and miscellaneous site metalwork shall be
bonded to the earth.
8.9 Labelling
a) Front of panel shall have laminated plastic nameplates mounted above them and engraved as
instructed by the Vendor. A nameplate shall also be fixed to outside of each cabinet. Rack
equipment shall be labelled with typed integral nameplates indicating type number and the tag for
each slot on the card. Other rack equipment shall be permanently engraved. Temporary wired on
tags are not acceptable
b) Each equipment tag label shall be permanently installed on or near to each individual item of
equipment. The equipment tag labels shall be white-black-white traffolyte laminate labels, suitable
form external installation and shall not suffer fading due to ultra-violet (UV) light.
c) Sockets, terminals, and wiring shall be clearly identified in accordance with system
documentation.
d) Earthing (grounding) for telecom screens (shields), AC systems, and DC systems shall be
segregated and identified.
e) Each cabinet and system components, card files, and individual card locations shall be
permanently and clearly labelled and identified with a tag number. Nameplates shall be in the
English language. In addition:
- Equipment shall be durably identified with the Vendor type and serial number, and with the
order number to facilitate future reference.
- Cabinets shall be identified with tag numbers and system name.
f) Cabinets shall have labels to indicate that equipment within is safety-related with a specified
integrity and that maintenance and modifications should not be carried out without authorisation.
Unless stated otherwise in particular, the system minimum spare capacity shall be as follows:
a) Every cabinet shall be loaded up to 70% of is full capacity. Remaining 30% shall be kept vacant
for future equipment.
b) Detailed list of all spare components and materials required during the 2-year period after
commissioning shall be provided by Vendor in their offer. These shall be included in their bid
documents as optional scope.
c) Minimum of 3 RU space shall be left blank between the two equipment in one cabinet. Except the
cable dressing system, this can be installed just below the respective equipment.
d) Only 70% of fibre cores shall be utilized of the total capacity of the fibre optic cable. In case if more
cores are required, it is recommended to install one more cable in that route or increase the core
size of the cable (whichever is practicable).

the electrical Cable required.
Electrical cables for powering all the Telecom Cabinets installed in Temporary Accommodation
Camp shall be provided by COMPANY.

d) All testing may be subject to witness and approval by the COMPANY and / or a third-party verifier
as identified by the Purchaser / Verifier in the inspection and test plan.
e) Vendor shall provide adequate personnel, test facilities and test equipment for the inspection.
f) All Test equipment shall be supplied by the Vendor. All test equipment used shall have current
certification of accuracy from an approved test authority in accordance with ISO 10012.
g) All testing shall be carried out in accordance with written procedures approved by COMPANY /
CONTRACTOR.
h) The inspection is performed to demonstrate that Vendor has already successfully performed
testing. It shall not be used as a substitute for the Supplier's own tests. Vendor shall ensure that
the fibres core are ready for COMPANY / CONTRACTOR tests.
i) Certificates of Test shall be provided for each item of equipment to prove it has been satisfactorily
tested to meet all requirements of its appropriate manufacturing standards, whether witnessed by
the COMPANY.
j) Where appropriate, test certificates shall state values for all test results. Tests for which the results
are indicated as pass or fail shall be qualified by the relevant acceptance criteria.
k) The Purchaser and / or verifier may review test records and certification prior to releasing the
equipment.
l) The documentation submittal shall not be regarded as the total requirement. The COMPANY /
CONTRACTOR may wish to inspect retained documentation such as internal test results,
equipment logs and fault/correction records.
Vendor shall carryout necessary arrangements for inspection & testing and invites the Purchaser at least
4 weeks in advance. The purpose of inspection and testing is to check whether the Telecom FOC system
to be supplied, complies with the requirements of the Purchase Order and approved Inspection Test
Plan (ITP). The procedure shall be agreed prior to start of the inspection.
• System Assembly verification with reference to approved GA drawings, wiring Diagrams, block
diagrams.
• Functional, Technical and Performance parameters shall be tested on all systems during the
Integration tests to be conducted at Supplier facility.
11. DOCUMENTATION
Vendor Documentation is to be produced by the Vendor as per the requirements stated in this
specification. Any comments on and approval of these drawings/data will not relieve the Vendor neither
directly or indirectly, of the responsibility outlined.
All drawings shall be submitted in A1, A2, A3 and A4 sizes as appropriate.
Requirements for Vendor documentation are listed in the SDRL included in Appendix-1 and sections
below. The Vendor shall prepare a Vendor Document Register (VDR) or Supplier Document Schedule
(SDS) in the COMPANY standard format using the above information as a guide. The Vendor shall
submit the Document Register to COMPANY/CONTRACTOR for review and approval together with
document delivery schedule after award and prior to submission of any other documentation. The
Document Register will thereafter form the basis of submission and control of all documents. The
COMPANY title block/drawing number shall be included on the front sheet. All documentation shall be
submitted for review/approval to the COMPANY / CONTRACTOR within the committed schedule. It shall
be the responsibility of the Vendor to ensure that the production schedule considers documentation
submission, including a two weeks review period by the COMPANY / CONTRACTOR, which includes
document delivery time.
The document shall be provided as outlined in the SDRL. Required block of drawing / set of drawing
number will be provided to Vendor during kick off meeting based on Vendor document schedule.
CONTRACTOR shall update the SDRL inline with Telecom Deliverable Lists.
It is the Vendor's responsibility to ensure drawings are brought up to 'as built' level. The drawing shall
be prepared in AutoCAD Release 2020 or higher and final drawings shall be submitted in electronic form
in addition to the hard copies.
11.1 Manual
The manual with all the relevant details to operate and maintain the equipment shall be provided, with
all the applicable drawings and details. The manual shall have 3 separate sections as following:
a) Operation and maintenance instructions including sub-Vendor manuals.
b) Technical design data and test results (Manufacturer data book).
c) Certification data.
The information presented in the manual shall be specific to the Equipment being supplied. All manuals
should also be provided in software form on CD ROM compatible with Microsoft Word for Windows-7 or
higher and all drawings on Auto CAD version 2020 or higher. MRB shall be separate deliverable.

The spare parts for fibre optic cable commissioning and start up shall not be required. Vendor shall
be responsible for supplying the essential special tools/tackles and test equipment under
Telecommunication system package.
1) Vendor shall include all required spares (along with detailed list) for installation and
commissioning in their offer. 30% spare of hardware for all the items shall be supplied under their
base scope of supply.
2) Spares shall include fibre optic cores, fibre optic ports, pigtails , terminals as a minimum. The
spare schedule shall list out each item, type of the item, specification of the item, quantity required
and the item’s unit price. The base price shall be inclusive of all commissioning spares required.
3) Fibre Optic Ports shall have 30% installed spare capacity post-commissioning. All spare cores
shall be terminated.
4) Only 70% of fibre cores shall be utilized of the total capacity of fibre optic cable. In case if more
cores are required, it is recommended to install one more cable in that route or increase the core
size of the cable (whichever is practicable).
Below are the minimum lists of tools and equipment for Fiber Optic splicing. FOC installation
Contractor shall use the same during the implementation.
a) Fiber Optic Fusion Splicing Machine – it is an instrument for joining two optical fibers end-to-end.The
goal is to fuse the two fibers together in such a way that light passing through the fibers is not
scattered or reflected back by the splice, and so that the splice and the region surrounding it are
almost as strong as the intact fiber.
b) Optical Time Domain Reflectometer - It injects a series of optical pulses into the fiber under test and
extracts, from the same end of the fiber, light that is scattered (Rayleigh backscatter) or reflected
back from points along the fiber.
c) Optical Power Meter - An instrument that measures optical power from the end of a fiber
d) Light Source - an instrument that uses a laser or LED to send an optical signal into fiber for testing
loss of the fiber
e) Optical Loss Test Set - A measurement instrument for optical loss that includes both a meter and
source
f) Fiber Continuity Light - An instrument that allows visual checking of continuity and tracing for correct
connections
g) Visual Fault Locator: A device that allows visual tracing and testing of continuity.
h) Jacket Slitter or Stripper - A stripper for removing the heavy outside jacket of cables.
i) Fiber Stripper - A precise stripper used to remove the buffer coating from the fiber for termination,
connectorization or splicing.
j) Cleaver - A tool that precisely “breaks” the fiber to produce a flat end for connectorization or splicing.
k) Crimper - A tool that crimps the connector to the aramid fibers in the cable to add mechanical
strength.

It is anticipated that during site checkout and commissioning, Vendor's site commissioning engineer may
be required on a continuous basis or in phases.
Vendor shall detail in the bid the extent of specialist supervision and commissioning deemed necessary
to satisfy Vendor that installation and operation of the equipment meets the specification and warranty
requirements. Vendor representative shall satisfy himself that the installation is acceptable for
commissioning of the equipment.
The COMPANY / CONTRACTOR will endeavour to give Vendor 3 Weeks’ notice of site attendance
requirements. However, the Vendor is to confirm a 72-hour response (after emergency visa clearance)
for Vendor staff to attend the site for unscheduled assistance.
The activities include but are not limited to testing all function and commissioning of all maintenance
and diagnostic facilities.
Vendor shall submit the start-up & pre-commissioning procedure and commissioning procedure for
COMPANY / CONTRACTOR approval.
All Telecom Commissioning shall be witnessed by COMPANY Telecom representative.

a) The quotation shall be accompanied by detailed specification of the various items of equipment being
offered. The data supplied shall be complete and comprehensive; no item shall be omitted and
statements like ‘To Follow’ and ‘After Award’ are not acceptable.
b) If Vendor is unable to undertake the whole of the equipment construction, the extent of sub-
contracted work shall be stated in his quotation, together with the name of the proposed sub-Vendor,
for the COMPANY / CONTRACTOR’s approval.
c) The quotation shall be accompanied by a tabulation of the components and documentation forming
the system with an itemized list of those items supplied directly by Vendor and those supplied by
third parties i.e. ‘bought out’ items.
d) A project planning showing, as a minimum, the drawing approval dates, order and delivery dates for
bought-out items, the manufacture and assembly periods, inspection and test dates, packing and
shipment dates, unpacking, installation support.
e) The COMPANY / CONTRACTOR reserves the right to survey any sub-Vendor’s place of
manufacture prior to giving written approval.
f) Conditions of guarantee and a detailed proposal for Vendor arrangements to support the supplied
items during the guarantee period. This shall include response times for qualified personnel capable
of repairing the fault.
g) The documents along with bid shall be provided in accordance with Appendix – 1 SDRL.
h) Failure to provide the above information may invalidate the quotation.

18. TRAINING
Training program for site maintenance and operation personnel (5 staff) along with inclusion of complete
training documents, training instructions to address Operation & maintenance requirements of supplied
package shall be in scope of vendor.
Training courses should be focused on the equipment included in the package and should cover e.g.
functional characteristics, operating procedures, constructional details and assembly/disassembly
procedures.
On site and classroom training will be provided by Vendor and will be conducted during / after the
installation and commissioning period.
Charges for training shall be as per diem rate provided in PO.
Training shall be on professional Lab where everything needed is there and training shall not be on live
/ existing system on site.
