RESOLUTION NO. 41 SERIES OF 2023

A RESOLUTION ESTABLISHING THE BARANGAY HUMAN RIGHTS ACTION CENTER (BHRACT) TO BE MANNED
BY THE HUMAN RIGHTS ACTION TEAM (BHRact) OF BARANGAY CABINGTAN, ORMOC CITY

WHEREAS, pursuant to Article II of the 1987 Philippine Constitution provides that “the state values the dignity
of every human person and guarantees full respect for human rights”;

WHEREAS, DILG-CHR JMC No. 15-2014 aims to mainstream human rights and access to justice at the
grassroots level through the Human Rights Action Center and Rule of Law (HRAC & ROL) strategy; it further
aims to organize Human Rights Action Team (HRAcTs) to ensure the accountability of local authorities in the
promotion, protection and full realization of all human rights, and instilling greater public awareness on
human rights.

NOW THEREFORE, on motion of Sangguniang Barangay Member JUDY T. ABOHELA SR, duly seconded by all
Sangguniang Barangay Member present, Be it:

RESOLVED, as it is Hereby Resolved, to establish the Barangay Human Rights Action Center (BHRAct) to be
manned by the Barangay Human Rights Action Team (BHRAcT) with the following composition to wit:

 Section 2. BARANGAY HUMAN RIGHTS ACTION CENTER (BRHAcT)

1. As one of the Barangay-Based Institution (BBI’s), “BHRAC” aims to empower the ordinary
citizens to take the lead in the promotion and protection of human rights at the barangay
level;
2. It is a unit that acts, on human rights matters, including human rights promotion and
complaints of human rights violations.

RESOLVED FINALLY that copies of this resolution be furnished to all members of the (BRHAcT) and the Office
of the DILG for their information and guidance.
