which was a two-story structure with a parking underground. Al Naafay Construction Company is
regarded as one of Saudi Arabia's greatest construction companies due to its work ethic,
exceptional employees, distinctive work, and time management. The firm commenced operations
in 2008, with its main headquarter is in Jubail, Saudi Arabia. There are additional sub-offices in
other cities around KSA. The company has completed numerous significant projects in several
cities across Saudi Arabia, earning a reputation for quality in construction.
Al Naafay building Company specializes in the building of mosques, markets, shopping malls,

During my visit to the project site, I saw a variety of active operations, including work at height, hot
work (welding and cutting), grinding, concrete work, excavation, painting, and confined space.
Workers operate in a one-shift schedule, with six working days per week (Friday is intended to be
off), and working days from 8:00 a.m. to 4:00 p.m., with a one-hour rest break, for a total of 48
working hours each week.

After being acquainted with occupational health and safety facts pertaining to construction safety, I
decided to visit the project site, and for this purpose, I contacted the project manager to obtain an
authorization letter. I arrived at the worksite after obtaining permission to visit and scheduled my first
meeting with senior management of the company. There was a discussion session about the health and
safety of the worksite, the various hazards present at the worksite, the various safety measures
implemented for the safety of workers, and the various facilities provided to the workers for their safety.

Following that, I conducted a thorough inspection of the jobsite and discovered several findings, including
danger identification, such as inexperienced personnel, existing safety measures that were not operating
properly, a shortage of PPEs, and so on. I went to the HSE office and reviewed various documents such
as accident and incident records, accident investigation records, previous risk assessment reports, JSA
reports, safety audits, health reports, death reports, and so on, and I came to the conclusion that the
workplace's health and safety culture is not satisfactory. Then I looked through many websites for
consultation in order to provide safety recommendations for hazard control on the job site, either
completely eliminating or controlling to the greatest extent feasible.

money, and if a worker is injured on the job site, they will face several issues. A worker's family will
have financial troubles, his social network will suffer, and the morale of other employees will
deteriorate. As a result, it is essential for an organization to provide its staff with introductory training,
toolbox discussions, and personal protective equipment. Only competent persons with training and
experience are permitted to carry out the relevant actions. Before commencing any task, an
organisation must provide its employees with a safe working environment and safety precautions.
Before beginning any task, a company must equip its employees with a safe working environment as
well as safety procedures. Workers must be aware of lifesaving standards and the moral obligation
of their organization. So, this is moral responsibility of the employer of organization to maintain and
provide a safe and healthy workplace culture for the safety of workers with giving them a safe hazard
which will be risk free.
Legal Arguments
If an accident occurs on the job site as a result of a failure in occupational safety and health culture
or noncompliance with health and safety legislation, enforcement authorities will take various legal
steps against the company. As stated in ILO Convention C155 and Construction Convention C167,
if an accident occurs on the job site, the employer may face a variety of legal consequences, including
improvement notices, fines, prison time, workplace bans, court prosecution, and more.
