Sub: Formal approval of works under sanctioned Umbrella/2022-23 of Plan Head-36.

Ref: Railway Board'sletter No. 2017/CE-WP/2018-19/1Pt. dated 27/10/2022.

Total 18 proposals (WR-09 and CR-09) have been received in Board's office through
IRPSM portal under sanctioned Umbrella/2022-23 of PH-36 for formal approval of Board
without vetting of Zonal Finance, in terms of Board's letter under ref.

2. The proposals were processed for Board's finance concurrence and following
observations have been made:

) Headquarters Finance has stated that 'sub-umbrella works costing upto Rs. 10 crore do
not require HQ Finance vetting'. It appears that HQ Finance has made this statement for all
type of works costing upto Rs. 10 crore, which is not consistent with the instructions contained
inBoard's letter dated 27-10-2022. The ltter authorizes DRM to go ahead with preparation of
DE and tendering (pending sanction of work by Competent Authority) for the works under the
above limit. Certainly, the DRM will decide for DE preparation and Tendering for high priority
works depending upon urgency of work, funds availability etc. Utilizing the authorization
given in the letter dated 27.10.2022 for all theworks (upto Rs. 10 crore) irrespective of their
priority will not be as per the spirit of the Board's instructions.

provisions of the letter dated 27-10-2022 regarding Division wise re-distribution of Umbrella
work and feeding the limit (of Division) on IRPSM, have been followed in the instant case.

(iv) In this regard, it is clarified that the Board's instructions issued vide letter dated 27-10-
2022 are for those works where tender has to be called for and for which HQ has earmarked
sub-umbrella. For all other works, HQ Finance concurrence would be required.

3. In view ofabove WR and CR are advised to get the proposals vetted by Zonal Finance
else other stipulations mentioned in Board's letter need to be complied with.
