Project officer should provide particular requirements of
various building services installations as subsections to this
section of the ER.]

A4 Employment of Designer for Building Services Installations

qualifications for employing Building Services Designer to
carry out the design for all building services installations
specified in this part of the ER.

Project officer should also specify the requirement to have


a Registered Energy Assessor (REA) from the Building
Services Designer who shall be responsible to determine
the requirements for the design to meet the Building
Energy Efficiency Ordinance. The REA shall be able to
certify that suitable design provisions have been
incorporated to comply with the Building Energy Efficiency
Ordinance, Cap. 610.

Project officer should give details on the duties of the


Building Services Designer. Some examples of which
include:
 Prepare and submit to Building Services Design
Checker all relevant design reports, calculations,
and drawings;
 Submissions for AIP and DDA stages for all building
services installation;
 Submission of Stage 1 Declaration to the EMSD in
accordance with Building Energy Efficiency
Ordinance, Cap. 610. within 2 months after the
issuance of “Order to Commence Work” by the
S.O.;
 Submission of Stage 2 Declaration to the EMSD in
accordance with Building Energy Efficiency

submissions so as to ensure the building services
design and installations in full compliance with all
statutory requirements and the ER; and etc.]

A6 Employment of Resident Building Services Engineers / Resident Senior


Building Services Engineer

employing Resident Building Services Engineers / Resident
Senior Building Services Engineer to assist the SO in
various project matters .

Project officer should give details on qualifications and


duties of the Resident Building Services Engineers /
Resident Senior Building Services Engineer. The

in Annex 2 to Appendix 9 of AACSB handbook.]

A7 Employment of Building Services Co-ordinator for Building Services


Installations

of computer modelling and simulation for the special design to
the Building Services Design Checker for endorsement and to
the SO for final acceptance. Examples of which include:

a) Lighting design for facade and external lighting with


computer generated visual images/modelling for various
night scenes including performance mode in connection
with the “Symphony of Lights” harbour lighting shows;
b) Ventilation design for vehicular circulation area and car
park; and etc.]

D15 Compliance to Buildings Energy Efficiency Ordinance (Cap.610)

[Note: Project officer to specify the requirements for the REA from
the Building Services Designer to prepare and make all
necessary submission to EMSD for complying the Building
Energy Efficiency Ordinance, Cap. 610 and for obtaining the
“Certificate of Compliance Registration (COCR)”. Project
officer should note that all submissions should be carried out
by the Registered Energy Assessor (REA), who is registered
under the Buildings Energy Efficiency (Registered Energy
Assessors) Regulation, Cap 610B.

Project officer should specify the responsibility of the REA


such as certifying the building services installations in
compliance with the Building Energy Efficiency Ordinance
(Cap 610) and its subsidiary regulations, submit all necessary
information including forms, drawings, diagrams, technical
literatures and calculation and prepare all necessary

to verify the compliance of the building services installations

the Stage One and Stage Two Declaration to the EMSD within
2 months after obtaining the “Order to Commence Work” and
within 4 months after obtaining the “Building Hand-Over
Certificate” from the S.O. respectively.]

D16 Environmental Assessment for New Building Developments
