1. Scope and Specification of Work

1.1 Installations/Systems

All equipment, materials and workmanship shall fully comply with the
specifications as stated in the Preliminaries and all current amendments
thereto, unless otherwise specified on the Drawings or in this Particular
Specification.

This Low Voltage Cubicle Switchboard Installation shall include the design,
supply, installation, testing, commissioning and maintain of the low voltage
cubicle switchboard (hereafter called the “Switchboard”), as shown on the
Drawings.

[Note: The 2 systems listed below are core items and if any item is not
applicable in this contract, its heading of such item shall be retained with
"Not Used” to be remarked under the heading. Include material
specification as Section 1, 2, 3, etc as per the standard format. This
proforma specification is a general guidance and is not exhaustive, the
project engineer/officer should exercise their expertise professional
judgement to specify the requirements to meet the project specific needs.]

1.2 Design Responsibilities

The Contractor/Sub-contractor** shall be responsible for the design of the


following installations(s) and selection of equipment and components
including the matching with other components to ensure that the
installation(s) conform to the specified performance requirements. The
Contractor/Sub-contractor** shall submit all design works including relevant
information, data, design calculations, schematic drawing and layout/detail
drawings to the Architect for approval.

[Note: Project Engineer shall list out specific items which require
Contractor’s/Sub-contractor’s design input. The Project Engineer should
discuss with Project Quantity Surveyor in the drafting of this section as
there is a Clause relating to the Design Responsibility of the
Contractor/Sub-contractor in the Special Conditions of Contract, and refer
to the Preliminaries Section of Condition of Contract Clause 23 - Design
Responsibilities.]

1.3.1 All materials and workmanship shall comply with "General
Specification for Electrical Installation in Government Buildings of
the Hong Kong Special Administrative Region” issued by Building
Services Branch, Architectural Services Department – 2007 Edition
and any corrigendum issued thereafter (hereinafter referred to as the
Electrical General Specification or EEGS) unless otherwise
specified on the Drawings or in this Particular Specification.

1.3.2 *State the standards or code of practice to be complied with other


than those already listed out in the G.S, if applicable to this project.

1.4 Others

[Note: This is a section allowed for the addition of any particular project
information or supplementary technical requirements, etc., which may
not be covered in either section 1.1 to 1.2.]

For example:

1.4.1 Unless other specified, digital power analyzer shall generally be


provided at each main incoming circuit breaker and digital multi-
function power meters shall be provided at the outgoing circuits as
shown on the Drawings.

1.4.2 The data received from the digital power analyzers, digital
multifunction meters, digital protection relays and switchgears as per
the requirements in this Particular Specification shall be received by
the CCMS for recording and monitoring. The Contractor/Sub-
contractor** shall be responsible for the integration of the data with
the CCMS including all necessary equipment and tools to ensure the
requirements in this Particular Specification are satisfied. [This
clause is applicable for the works with CCMS that has included in
the other parts of the Contract. Provide the point schedule such as
the open/close, trip/normal, current, kWH, kVA, voltage, etc of main
ACB, outgoing circuits, etc. as an appendix to this Specification]

1.4.3 *In addition to the requirements as per clause C5.24 in the EEGS,
digital power analyzer shall also be able to record and store the data
of the maximum kVA and cumulative kWH of each month at the
interval as per *HKE or *CLP Power tariff requirements. These data
shall be stored in the digital network analyzer for a minimum period
of at least 2 months. A data port shall be located on the fascia of the
analyzer to retrieve the stored data by manually downloading the

data to the computer. (This clause is applicable for the works
without CCMS)

1.4.4 *The proposed connected load characteristics and duty cycles on


major plants are listed in Annex-1 of this Specification. The
information shown is for indication purpose only. The
Contractor/Sub-contractor** shall be responsible to confirm the
detailed requirements of the loads and to ensure the "switchboard”
is suitable for such loads.

2. Constraints Applicable to This Particular Installation

[Note: Project Engineer shall list out particular constraints to this installation
work. In case this section is not applicable, “Not Used” shall be inserted instead
of deleting this section. Examples are: -]

3. Testing and Commissioning

3.1 Compliance with Testing and Commissioning Procedures

The Contractor/Sub-contractor** shall test and commission the


“Switchboard” Installation in accordance with the Part D of the EEGS and as
stated in the Preliminaries unless otherwise specified on the Drawings or in
this Particular Specification.

The Contractor/Sub-Contractor** shall submit detailed testing and


commissioning procedures and programme to the Architect for approval.

The Contractor/Sub-Contractor** shall submit all the calibration certificates


and factory test records required in the “Switchboard” Installation and this
Particular Specification prior to the testing and commissioning work at the
Site.

3.2 Testing and Commissioning Procedures for Special Items

relevant applicable particular testing and commissioning requirements

3.3 Particular Requirements on Testing and Commissioning Schedules/Sequences

connection with testing and commissioning schedules/sequences.]

3.3.1 All submissions relating to testing and commissioning are to be


submitted to the Architect at least ___ weeks prior to the
commencement of testing and commissioning work.

3.3.2 The Contractor/Sub-contractor** shall allow for the attendance on


testing and inspection of the “Switchboard” to be conducted by the
local electricity supply company so as to ensure that permanent
electricity supply will be energized in such good time to the
satisfaction of the Architect.

3.3.3 List out other particular project requirements in connection with


testing and commissioning programme/sequence/methodology.

3.3.4 List out special requirements on testing instruments and format of


test record submission.

3.3.5 *List out special tests to be performed by competent persons if

3.4 Others

4. Maintenance and Training

4.1 Maintenance Requirements

The Contractor/Sub-contractor** shall maintain the “Switchboard”


installation in accordance with the requirements as stipulated in Section E3 of
the EEGS during maintenance period.

The Contractor/Sub-contractor** shall monthly retrieve the maximum kVA


and cumulative KWH data stored in *digital power analyzers/*CCMS and
then submit to the Architect during the Maintenance Period.

(List out any particular maintenance requirements or equipment included in


this Particular Specification that are not covered in the EEGS)

4.2 Training Requirements

[Note: Similarly, the particular training requirements Section E1 of the


EEGS should be explicitly given for compliance by the contractor. In
case this section is not applicable, “Not Used” shall be inserted instead of
deleting this section.]

training courses to the persons nominated by the Architect to enable them to
understand and familiarize with the installation.

The tools for retrieving the data from the digital network analyzers shall be
submitted to the Architect before the expiry of maintenance period for
handing over to the maintenance agent.

The ‘Requirements on Response Time’ to emergency call as per Part E2 of


the EEGS for the timely attendance of faults shall be *Very
Urgent/*Urgent/*Non Urgent.

[Note: Any special requirements in connection with operation, inspection,


attendance, maintenance or training not covered by either 4.1 or 4.2 should
be further elaborated under this section. For example, attendance to
annual testing and inspection before the expiry of maintenance period,
special tools, spares, etc.]

5. Equipment Schedules Included in Particular Specification [ES(PS)]

The Contractor/Sub-contractor** shall complete the following ES(PS) and submit


for the approval of the Architect according to the timing and sequence of
submissions as stipulated in the approved programme pursuant to Clause 16 of the
General Conditions of Contract. The equipment and materials in the following
Equipment Schedule shall not be delivered to site without the prior approval of the
Architect.

[Note: Project Engineer shall refer to Clause 7(5) of the Special Condition of
Contract for 1999 GCC and BSB Circular 14 of 2003 and BSB Circular No. 40
of 2003 on the detailed requirements for submission of technical information of
the equipment/material for the Approval of the Architect.]
