provisions in the above operating instruction and include any additional

1. Scope and Specification of Work

1.1 Installations/Systems

The Burglar Alarm and Security Installation shall include the whole of the
materials and labour necessary for the design, supply, installation, testing,
commissioning and maintenance of the works in accordance with the
Specifications and Drawings and *Annex A to N, which comprise the following
systems:

1.1.3 Communication Network - Annex C

1.1.4 Uninterrupted Power Supply - Annex D

1.1.5 Remote Signal Transmission - Annex E

1.2 Design Responsibilities

1.2.1 The Contractor/Sub-contractor** shall be responsible for the design of


the burglar and security installation and selection of equipment and
components including the matching with the components of other
interfacing installations.

1.2.2 The Contractor/Sub-contractor** shall be responsible for investigating


the actual site conditions and finding out any element that may affect
their choice of equipment and method of installation before submission
of their tender.

1.2.3 The Contractor/Sub-contractor** shall be responsible for the selection of


the proper, correct and consistent components to match the system
proposed in order to meet all the requirements specified. In the event
that these requirements cannot be met due to the use of improper,
incorrect or inconsistent components, the Contractor/Sub-contractor**
shall replace all such components and shall re-design the Burglar Alarm
and Security installation, all to the satisfaction of the
Architect/Supervising Officer. All extra costs thus incurred shall be
borne by the Contractor/Sub-contractor**.

1.3 Compliance with Obligations and Regulations

1.3.1 The Burglar Alarm and Security installation shall comply with the
following statutory obligations, regulations, standards and specifications
together with any additions or amendments thereto currently in force: -

(a) Security and Guarding Services Ordinance Chapter 460 of the


latest edition.

(b) Factories and Industries Undertakings Ordinance Chapter 59 of the


latest edition.

(c) General Specification for Electrical Installation in Government


Buildings of the Hong Kong Special Administrative Region 2007
Edition issued by the Building Services Branch, Architectural
Services Department (hereinafter referred to as the Electrical
General Specification)

(d) All equipment shall conform to IEC 61000-1-1 [1992] and the
associated parts of the standard or other similar recognized
international standards on Electromagnetic Compatibility (EMC)
compliance for industrial or commercial applications and the
manufacturer must be able to issue a Certificate of Compliance on
request.

1.4 Others

3. Testing and Commissioning

3.1 Compliance with Testing and Commissioning Procedures

The Contractor/Sub-contractor** shall test and commission the Burglar Alarm and
Security Installation (or brief title description) in compliance with the Testing and
Commissioning Procedure for Burglar Alarm and Security Installation 2007
Edition issued by the Building Services Branch, Architectural Services
Department.

The Contractor/Sub-contractor** shall commission the installation and carry out


complete performance tests according to the manufacturers’ instructions, the
requirements of the statutory rules and regulations and to the satisfaction of the
Architect/Supervising Officer before the installations will be accepted. Every
programme shall be also field tested and debugged.

Before the major equipment is installed on site, the Contractor/Sub-contractor**


shall conduct an off-site testing and commissioning if requested by the
Architect/Supervising Officer. After the off-site testing and commissioning have
been accepted by the Architect/Supervising Officer, the equipment shall be
delivered to site for installation. A full testing and commissioning shall be
required after the site installation.

After connecting up, the system shall be field tested and tuned up to the required
sensitivity by simulating of required alarm action and condition for every alarm
device. The system performance in multi-alarm situation shall be tested by
simultaneously simulating of required alarm action and condition for a group of
randomly selected devices.

3.2 Testing and Commissioning Procedures for Special Items

existing Testing and Commissioning Procedures for which the relevant
applicable particular testing and commissioning requirements shall be specified

The Contractor/Sub-contractor** shall submit the procedure for testing and


commissioning of the following items to the Architect/Supervising Officer for

4. Maintenance and Training

4.1 Particular Maintenance Requirements

4.1.1 General

The Contractor/Sub-contractor** shall furnish maintenance, free of


further charge, for the complete burglar alarm and security installation
for a period of twelve (12) months after the Contract Completion Date.
This maintenance shall include: -

(a) 24 hours attendance of on-call maintenance and emergency repair


services (hereinafter referred to as emergency services). The
Contractor/Sub-contractor** shall maintain an emergency service
team consisting of technically qualified, skilled and experienced
technicians for prompt attendance of emergency services at any
time. The phrase ‘at any time’ shall cover 24 hours a day, 7 days a
week throughout the year including Sundays and Public Holidays.
Fault calls shall be conveyed to the Contractor/Sub-contractor**
by the operational staff of the Building in concern, the
Architect/Supervising Officer or his representatives verbally or in
written form at any time. Upon receipt of a fault call, the
emergency service team shall arrive at the site of incident within
reasonable time normally in 1 hour to carry out emergency

services. The emergency services shall include overtime works,
all mechanical, electrical and electronic works and inspection,
testing, adjustment, commissioning and cleaning which are found
necessary to reinstate the safe and satisfactory working condition
and operation order of the installation as soon as possible and
within 24 hours.

(b) Quarterly inspection and regular maintenance of the system


equipment. Maintenance services shall be carried out at any time
as instructed by the Architect/Supervising Officer. The
Contractor/Sub-contractor** is deemed to have allowance in the
Contract for carry out maintenance services outside normal
working hours.

(c) A log book shall be kept in the main control station to record
down events in maintenance work. The Contractor/Sub-
contractor** shall be responsible to record every attendance in the
log book together with a detailed description of work including
description of the alarm point and equipment concerned,
rectification action and follow up action. The Contractor/Sub-
contractor** shall also be responsible to obtain signature from the
representative of the occupant for each entry in the log book to
signify the occupant acknowledging and accepting the
maintenance work.

(d) The Contractor/Sub-contractor** shall be responsible for the


replacement of parts due to normal wear and tear without
additional cost to the Contract and the logging of alarm and false
alarm, tracing the cause of the event and recommend
improvement.

(e) The Contractor/Sub-contractor** shall provide temporary


replacement for any damaged/defective equipment, part and/or
component if they find necessary to take them away from the
installation for repair.

4.1.2 Scope

Maintenance services shall be carried out in sequence in according to the


manufacturer’s operation and maintenance manual and to the
Architect/Supervising Officer’s satisfaction as the following: -

(a) Electrical wiring, alarming, monitoring, sensing, detection,


indication, operation, signal transmission/receiving devices and
equipment and all remote/main circuits are in safe and satisfactory
working condition and operation order.

(b) Each alarm device or manual call point at working station or


within protective zone/area will instantly activate the common
alarm circuit upon its operation.

(c) Activating the common alarm circuit will cause the automatic
operation of the local and/ or remote alarm and successful

transmission of the alarm signal to the security control centre via
the remote alarm transmission system.

The correct operation of security control consoles shall include


correct display of device in alarm.

The correct operation of all indicators including fault warning and


of all alarm devices shall be checked and recorded.

All sensing device shall be tested in accordance of manufacturer’s


recommendation and shall be adjusted for satisfactory operation
and alignment if necessary to suit the layout of the protected
floor/area. Similarly, where lenses, optical/audio sending and/or
receiving devices are fitted, they shall be properly cleaned and
adjusted for alignment with proper material and tools.

All camera lenses and monitor screens shall be cleaned and


checked for overall clarity of the picture. All video cables and
mains leads shall be checked for electrical sound connection.
VCR controls and switches shall be checked and verified for
correct and proper operation.

All electrical and/or mechanical locks shall be examined for


correct operation.

The remote alarm transmission system to the security control


centre shall be examined and tested in according to proper
procedures to be agreed with Commissioner of Police and with the
management of the control centre.

General Specifications should be explicitly given for
compliance by the Contractor/Sub-contractor. In case this

4.2 Particular Training Requirements

The Contractor/Sub-contractor** shall provide on or off-site training to the


representatives of the Employer. Training shall include the operation, data entry
and programming of all systems, etc. The exact time of the course shall be
determined by the Architect/Supervising Officer.

The Contractor/Sub-contractor** shall also submit lesson plans and training


manuals for the training phases, including type of training to be provided with a
sample training report and a list of reference material for approval. The training
manuals shall include an agenda, defined objectives for each lesson and a
detailed description of the subject matter for each lesson. The Contractor/Sub-
contractor** shall furnish all audio-visual equipment and all other training
materials and supplies. Where the Contractor/Sub-contractor** presents
portions of the course by audio visual material, copies of the audio-visual
material shall be delivered to the Architect/Supervising Officer, either as part of

the printed training manuals or on the same media as that used during the
training sessions.

Approval of the planned training schedule shall be obtained from the


Architect/Supervising Officer.

4.3 Others

5. Equipment Schedules included in Particular Specification [ES(PS)]

The Contractor/Sub-contractor** shall complete the following ES(PS) and submit for
the approval of the Architect/Supervising Officer according to the timing and sequence
as stipulated in the approved programme pursuant to Clause 16 of the General
Conditions of Contract. The equipment and materials in the following ES(PS) shall not
be delivered to site without the prior approval of the Architect/Supervising Officer.

Annex A

ELECTRICITY SUPPLY AND GROUNDING

1. ELECTRICITY SUPPLY

Power supply points at mains voltage of 220V, single phase, 50 Hz shall be provided
by others in the main control location, slave control location, adjacent to camera, and
adjacent to local control units. For power supply to field devices, spur units at mains
voltage shall be provided adjacent to the local field device units. The Contractor/Sub-
contractor** shall be responsible for the provision of transformers and rectifiers to suit
the voltage pattern of the field devices, and also conduits and wiring for providing
electrical power from the rectifiers to the field devices. The Contractor shall be
responsible to submit drawings and schedules indicating the required location of the
power supply points, their rating and the wattage and power factor of the anticipated
load, in good time. In the event when the Contractor/Sub-contractor** failed to
provide the schedule, the Contractor/Sub-contractor** shall be responsible for the
extra cost of remedial work such as chasing and coring of concrete to make way for the
electrical supply.

Unless indicated otherwise on the Drawings or directed by the Architect/Supervising


Officer, all cables and wirings shall be enclosed in steel conduits/trunkings.

Video signal cables, control cables and power cables shall be enclosed in different
conduits/trunkings. Control cables of different voltages shall be enclosed in different
conduits/trunkings. For indication of the purpose of the trunking, labels shall be
provided at 10 m interval along the trunkings and cover of conduit adaptable boxes.
For trunking of length less than 10m, at least one label shall be provided. The label
shall be stencil marking of not less than 10mm of wording ‘SS’, ‘SC’, ‘SP’ to indicate
their purpose for burglar alarm and security system signal cable, burglar alarm and
security system control cable, and burglar alarm and security system power cable
respectively.

All trunkings and conduits shall be properly earthed and installed according to the
Electrical General Specification.

All cables and wirings shall run continuously from device location to the final point of
termination. No mid run cable splices shall be allowed.

The communication cable between the central control station computers and the local
control units and the communication cable between the matrix switchers and the
pan/tilt drivers of cameras shall be twisted PVC/PVCs cable with metallic shield or
other better communication cable.

Cables between the piece of equipment and the adjacent fixed power supply point
shall be enclosed in flexible conduits. The adaptor of the flexible conduits shall
comprise of two parts i.e. an inner core and an outer ferrule. The inner core screws

into the bore of the conduit together with an outer ferrule which caps off the end of the
conduit, so that the adaptor can provide an extremely strong joint. The core shall lock
against the outer ferrule and isolate any sharp cut edges in the conduits.

All cables and wirings terminals and connectors shall be marked with ferrules at both
ends. The labelling shall agree with the record drawings.

2. ELECTRICITY GROUNDING

A single “system grounding” point shall be established for the burglar alarm and
security system. This system ground shall consist of a single grounding point to which
all grounds in the burglar alarm and security system shall be connected. Under no
circumstance, the neutral either in a power panel or in receptacle outlet can be used for
reference ground.

All burglar alarm and security equipment shall be grounded. The Contractor/Sub-
contractor** shall provide separate wiring for connecting the burglar alarm and
security equipment to the ground point.

The Contractor/Sub-contractor** shall be responsible for establishing the ground point


and ensuring that no ground loops are created.

The burglar alarm and security system grounding shall be tied together with the main
building earthing system via properly sized link. The earthing of the burglar alarm
and security system must be proved by measuring the resistance between the burglar
alarm and security system earth and the main building earth.

Annex B

CENTRAL CONTROL STATION

1. GENERAL

The general design of the central control station shall make reference to IEC 60839-
1-1 [1988] and the associated parts of the standard or other relevant recognized
international standards for the computer system, software programmes, and
equipment console and racks. Central control station is to monitor the burglar alarm
and security system, to download control data and programming parameters to the
local intelligent controllers/field devices and to generate required reports. The
location of the central control station shall be treated as a high security area, e.g.
provided with access control system, in order to minimize the risk of access by
unauthorized person to tamper with the computer, and the central control station shall
be installed in the main control location such as the Security Guard Room.

2. COMPONENTS

Central control station shall at least consist of the following major elements:-

(a) Computer system and software programmes comprising of: -

(i) Central processor unit, RAM, hard disk drive and floppy disk drive,
cartridge tape (streamer), CD-ROM, interface connection ports,
keyboard, mouse, and all necessary components specifically designed
for multi-user, multi-tasking point monitoring and control.

(ii) One video display unit (VDU) for character display and one VDU for
graphic display. For system which allows simultaneously display text
and graphic in the same screen but with text display away from the
alarm graphic, one VDU shall be acceptable. But alternate display of
text and graphic shall not be acceptable.

(iii) An event printer and a report printer.

(iv) Software programmes for the burglar alarm and security installation.

(v) Standard application programmes as specified by the


Architect/Supervising Officer.

(b) Equipment console and racks for grouping different pieces of security

3. PERFORMANCE

(a) Computer System and Software Programmes

(i) The computer system shall monitor the status of the input points, e.g.
door contacts, movement detector, exit control lock, card reader, etc.
and output points, such as signal to call up camera of CCTV system,
locking and unlocking electric door strikes, etc.

(ii) User programme, e.g. time programme for arm and disarm, etc., shall
be provided to allow the operator to control each input point and to
alter the database associated with each input point, such as point
number, point type, point priority group, point location, etc.

(iii) When an alarm condition exists, audible and visual signal shall be
announced in both main control location and slave control location.
The alarm annunciation shall take first priority over all other current
activity. When more than one alarm are in the queue, the oldest
highest priority alarm shall be presented first.

(iv) Every alarm point transaction shall be stored in computer. Data for
every alarm transaction shall include but not limited to the time, date,
point number, point type, point location, point description, point status
and operator comments. The computer shall continuously maintain a
database record of all system transactions.

(v) The programme software shall be a purpose made software specially


designed for burglar alarm and security and access control and have
been successfully applied to other completed projects.

(vi) The security operator at the main control location shall be able to select
any group of alarm to view their status and their locations on the VDU.

(vii) At any time, the security operators at the main control location and the
slave control location can view a summary status screen consisting of
total number of points in alarm, total number of points in system time
programme bypass, total number of card readers in system time
programme access, etc.

(viii) Programmes shall be provided for the operator in the main control
location to call report consisting of status of any alarm input and output
point, a listing of points in arm/unarmed, a history listing of alarm for
past period, etc.

(ix) The computer system shall be linked up and communicated with the
matrix switching system of the CCTV system for single or multiple
camera call up as described in other part of this Specification.

(x) All user programmable function shall only be accessed by appropriate
operator with appropriate passwords and access card if card reader is
available. The access level for each function shall be programmable by
the highest access level.

(xi) A hard disk shall be provided as the primary mass memory storage
device. A cartridge tape (streamer) shall be provided as the primary
means of backing up the database.

(xii) The Contractor/Sub-contractor** shall load the burglar alarm and


security system database including but not limiting to all alarm point
data, output point data, cardholder data, access level, priority level, and
graphic maps. The Contractor/Sub-contractor** shall inform the
Architect/Supervising Officer what information is required to perform
the programming.

(b) Equipment Console and Racks

(i) The console shall match with the decoration and furniture of the room
where the operators are stationed.

(ii) Security equipment console and racks shall be constructed with hairline
stainless steel.

(iii) A horizontal flat surface shall be provided at 700 mm above finished


floor level for the operator to operate the control keyboards and writing
documents. The horizontal surface shall be not less than 1500 mm
wide x 700 mm deep. The horizontal surface shall be finished with a
plastic laminate. The duress button shall be located in a concealed but
convenient position under the flat surface.

(iv) All monitors shall be placed at level between 700 mm to 1500 mm


above finished floor level.

(v) All VCRs shall be located at position easily accessible by the operator
for change of tape.

(vi) Vertical rack sections shall be physically attached together to form a


continuous rack system. Each end rack shall be provided with a
removable side panel. Each rack shall be furnished complete with a
full height locking door, front below counter solid door with recessed
handle and lock.

COMMUNICATION NETWORK

1. GENERAL

The general design of the communication network shall make reference to IEC
60839-5-1 [1991] and the associated parts of the standard or other relevant
recognized international standards. The communication network is to transmit the
data between the central control station with the field devices. Intelligent local
controllers which can store the control programs can be installed in the vicinity of the
field device such that the burglar alarm and security system can still function even
the central control station computers are out of order. The communication between
the intelligent local controllers with the central control station shall be by means of
network or multiplex technology. Intelligent local controller shall be able to store
alarm event of a specified period to prevent loss of alarm data in the event when
communication cables are sabotaged.

2. COMPONENTS

The communication network is mainly constructed by communication cables,


intelligent local controllers and other accessories, etc.

3. PERFORMANCE

(a) Communication Cables

(i) All cables shall be under continuous supervision such that an


open/short circuit shall activate alarm of suspected cable tampering.
All alarm shall be transmitted to the central control station to alert the
security operator for necessary action and also for logging.

(ii) Field devices shall be hard wired to the intelligent local controllers or
central control station by means of shielded cables which shall monitor
the status of alarm circuits. The circuit shall be arranged to raise alarm
when the wiring between a field device and the intelligent local
controller or central control station is broken.

(iii) Network system shall allow future expandable to adequate alarm points
by connecting additional intelligent local controllers or field devices.

(b) Intelligent Local Controllers

(i) Network system shall provide with intelligent local controllers which
communicate with the central control station computer via shielded
communication cables. The system shall continuously monitor the
communication between the central control station computer and each

intelligent local controller such that alarm shall raise when loss in
communication is detected.

(ii) Intelligent local controllers shall be stand alone microprocessor based


controller which shall control its output and stores alarms when
communication is lost. It shall transmit the data to the computer as
soon as communication is restored.

(iii) Each intelligent local controller of access control system shall store
access control database file and also the access control programme such
that door access control for a room shall be function in the event of loss
of communication between the intelligent local controller and the
central control station computer.

(iv) The database file and access control programme in intelligent local
controller shall be same as the relevant content in the central control
station computer and shall be automatically updated when there is
revision of corresponding data in the central control station computer.

(v) Each intelligent local controller shall be provided with battery backup
for power supply for memory and shall be installed in rooms protected
by burglar alarm and security installation. Intelligent local controllers
shall also be one piece and shall be housed in a tamper-proof housing
with tampering switches. Alarm signal shall be sent to central control
station when the housing is tampered.

UNINTERRUPTED POWER SUPPLY

1. GENERAL

The general design of the uninterrupted power supply (UPS) shall make reference to
IEC 60839-1-2 [1987], IEC 62040-1-1 [2004] and the associated parts of the
standards or other relevant recognized international standards. The UPS shall be of
the rating to maintain at least 30 minutes of operation of the burglar alarm and
security system in the event of normal electricity supply being out-of-order.

2. COMPONENTS

The main components of UPS are microprocessor controlled inverter/rectifier,


battery and charger, etc.

3. PERFORMANCE

(a) The UPS shall provide continuous, no break power during momentary power
interruption and also during complete power loss.

(b) Isolation means shall be provided for complete isolation from line. Neutral
of output shall be bonded to ground.

(c) The UPS shall be provided with a microprocessor controlled inverter to


convert the DC voltage to AC.

(d) Battery for the UPS shall be of maintenance free type and of “long rate” type.

(e) Current limiting protection shall be provided on the output of the UPS. Input
of the UPS shall be also protected with surge protectors.

(f) Charger shall be trickle charge with boost charge selectable.

(g) Each UPS shall be provided with a microprocessor managed mimic and
control panel, completed with LCD display and keyboard. The mimic and
control panel shall provide the following functions:-

(i) measurement and display of voltage, current, and frequency at input,


output, and battery
(ii) start/stop and status
(iii) event history
(iv) others as specified

(h) Audible and visual alarms shall be annunciated for the abnormal conditions,
such as low runtime left (run time less than 5 min. based on function of load

REMOTE SIGNAL TRANSMISSION

1. GENERAL

The general design of the remote alarm transmission to a private security control
centre shall make reference to IEC 60839-5-1 [1991] and the associated parts of the
standard or other relevant recognized international standards.

2. COMPONENTS

The remote alarm transmission to a private security control center shall require a
telephone line, transmitter and termination, etc.

3. PERFORMANCE

(a) The Contractor/Sub-contractor** shall supply and install a telephone link,


including transmitter and termination and make arrangement for connection
of the rental telephone line, connecting the control panel to the remote
indicating unit at an appropriate private security control centre.

(b) The Contractor/Sub-contractor** shall be responsible for the cost during the
construction period and the first 12 months after the completion date of the
Contract for:-

(i) all payment including deposit, advance payments and other necessary
action/works for successful connection of the communication network
for transmission of alarm/information to the private security control
centre.

(ii) all monthly charges during the maintenance period for the hiring of
telephone lines, the services provided by the private security control
centre including the required indicating unit and associated equipment
and other necessary action/works for maintaining 24-hour alarm
monitoring and communication service.

(c) Telephone link shall be a monitored direct line. Signal shall be transmitted
from the control centre to detect the continuity and healthy of the telephone
line.

(d) A data line surge filter shall be provided before the telephone line terminates
to the signal transmitter of the burglar alarm and security system.

(e) Any delay in the commissioning of the telephone link shall be the
responsibility of the Contractor/Sub-contractor**.

CARD ACCESS CONTROL SYSTEM

1. GENERAL

The general design of the card access control system shall make reference to BS EN
50133-1 [1997], BS EN 50133-2-1 [2000], BS EN 50133-7 [1999] or other relevant
recognized international standards. Card access system is for control of personnel
access through card reader controlled door based on the person’s card number,
corresponding passwords and access level. It shall employ various card
technologies, e.g. bar code, magnetic card, proximity card and biometrics.

2. COMPONENTS

The card access control system shall include the card readers, door magnetic contact,
electric door strikes, breakglass, control and electrical wirings, etc.

3. PERFORMANCE

(a) An access level shall define the doors that the cardholder allowed to be
accessible during a certain time period. The time period shall include specific
days and hours.

(b) There shall be no identification on the card to indicate the manufacturer, the
identity of cardholder, the place for use. Only a hot stamped card number
shall be shown on the card.

(c) The procedures for a person to go in/out a secured room is as the following:-

(i) The person shall present his card at the card reader adjacent to the door.
(ii) The security system computer shall carry out the card validity
checking.
(iii) If all tests passed, the electric strike of the door shall unlock and data
of card no. and time shall be recorded down by the security system
computer. Otherwise, an alarm shall activate.
(iv) The door shall be closed automatically and all locks re-lock
automatically.
(v) If the door does not open within a specified time (around 2 minutes)
after card validity test, the electric latch shall re-lock automatically and
a low level alarm shall activate.
(vi) If the door does not close after an adjustable time (around 15 sec -5
min), an alarm shall be activated.

For the system with keypad, the person who goes in a secured room shall key
in his password at the keypad adjacent to the card reader.

(d) In case of emergency, the person who goes out a secured room shall break a
breakglass device adjacent to the door. The electric lock shall be unlocked by
cutting off electricity supply to the electric strike. At the same time, a high
level alarm shall activate.

(e) The procedures of in/out of the secured room that need dual card access shall
be same as that for a normal secured room except that the doors shall be
opened only after two separate authorized cards have passed the acceptance
checking. In the event of failure of acceptance test, an alarm shall be
activated. The procedures for evacuation in the event of emergency shall be
same as that for the normal secured room.

(f) Card access system shall be monitored and controlled by the central control
station in the main control location.

(g) A system software shall be provided for the central control station for the
operator to manage the access level and code matrix. a list of all valid ID
numbers, corresponding cardholder’s name.

(h) Every card transaction shall be stored in memory. Data stored shall include
but not limit to nature, time, date, location, cardholder name, card no. and
validity status.

(i) When a card is presented at a card reader, the ID number shall be transmitted
to the central control station.

(j) Every transaction shall be logged immediately after each transaction. The
data of logging shall at least consist of the time of request, name of card
holder, time of door unlock and time of door re-lock. Logging report shall be
stored in hard disk and also hard copy could be printed out at the printer.

(k) Card reader shall be a one piece and shall be housed in a tamper-proof
housing with tampering switches. Arm signal shall be sent to central control
station when the housing is tampered. It shall read the data of the card and
transmit the data to the intelligent local controllers or central control station.

(l) For the card reader installed outside the highly secured room e.g. vault, the
card reader shall integrated with a keypad for entering the passwords.

(m) Both LEDs and an audible tone shall be provided for differentiate authorized
and unauthorized reader usage.

(n) The electric door lock shall be fail-safe type. When power is cut off, the lock
shall be automatically released to allow door opening.

(o) If interconnection is made with the fire alarm system of the premises, the
Contractor/Sub-contractor** must guarantee that all electric door locks of the
system are to be released immediately in case of activation of fire alarm.
Alternatively, all electric door locks must be releasable (either by manual
thumb-turn knob or overriding push-button) at will of the people inside the
secured area if there are no other routes of escape.

Annex G

SECURITY LOCK AND SWITCH

1 GENERAL

Appropriate security locks and switches shall be employed in the deterrent system
for control of personnel access.

2. COMPONENTS

Security locks and switches shall include duress push button, exit control lock, tam-
per switch and magnetic door contact, etc.

3. PERFORMANCE

(a) Duress Push Button

Duress push button shall be robust in construction and shall be protected


against accidental actuation. The button shall be of self-locking type. Once
the device is pressed, it can only be reset by an authorized key.

Contact of the duress push button shall be made of silver alloy rated at the
anticipated duty load. Once the device is actuated, the alarm condition shall
persist until the associated ‘Alarm reset’ button in the local control unit is
pressed.

(b) Exit Control Lock

Exit control lock shall include push bar with Braille warning for pushing
open. The push bar shall be of heavy construction. Exit control lock shall be
housed in a rugged, rust-proof, tampering-proof housing cased in one-piece.
The bolt shall be solid and saw-resistant. When the bar is pushed, a local
alarm shall sound with alarm signal forwarded to the intelligent local
controller.

The lock shall be powered by power point provided by Electrical Contractor


located adjacent to the door. The circuit of alarm shall be backed up by
battery inside the lock.

Exit control lock shall be of fail-safe design such that failure of electricity
supply shall not prevent the control lock to be pushed open.

A warning plate indicating both in Chinese and English wording that “push
open for emergency only, alarm shall sound when pushed” shall be provided.

(c) Tamper Switch

Tamper switches shall be of plunger type mounting to an enclosure to sense


the removal or opening of the enclosure cover. The contact configuration
shall be single pole double throw.

(d) Magnetic Door Contact

Magnetic door contact shall be equipped with completed concealed magnetic


switch and shall be recessed mounted into the door.

The design shall offer years of positive fail-safe separating power when door
is opened even after years of being held closed. When the door is closed,
high contact force shall be developed to ensure proper contact.

DOORPHONE SYSTEM

1. GENERAL

The doorphone system shall be of digital selection and display type complete with
secret code door lock release feature. The system shall provide high fidelity
communication between the visitors at the entrance and the occupants in a particular
premises of whom the visitors intend to visit. The system shall enable the occupant
to remotely release the entrance door lock to allow the visitors to enter the premises
by operating a switch on the handset located within the premises.

The doorphone system shall only permit communication and control between the
selected premises and the doorphone panel/door lock at the entrance of the premises.
All other premises which are not selected shall be cut off from the system, voice
transmission to and from these premises and operation of the door lock release
through the handsets in these premises shall be inhibited intrinsically by the system.

2. COMPONENTS

The doorphone system shall complete with electro-magnetic lock, doorphone panel,
doorphone control unit, handset, combination lock system and other accessories, etc.

3. PERFORMANCE

(a) Electro-magnetic Lock

The entrance shall be provided with electro-magnetic lock which shall have no
mechanical moving parts. The lock shall provide instantaneous unlocking with
no residual magnetism upon interruption of power supply. Even if the lock is
forced open by excessive force, it shall not be damaged and shall be re-locked
immediately afterwards. The lock shall be fail-safe type. When power is cut
off, the lock shall be automatically released to allow door opening. The circuit
for controlling the supply to the electro-magnetic lock shall be designed such
that the failure of any electronic components shall cause all the electro-
magnetic door locks to be released.

A door release button shall be provided at the inside of the premises and
adjacent to the entrance such that by pressing this button, the corresponding
electro-magnetic lock shall be released for an adjustable period of 1 to 30
seconds. The lock shall be relocked after the expiry of the timer period.
Another door release button shall be provided at the guard/reception counter
for releasing the door lock of the entrance.

(b) Doorphone Panel

At the entrance of the premises, the Contractor/Sub-contractor** shall supply
and install a vandal proof panel with stainless steel faceplate comprising a set
of numerical, or alphabetical as specified, selection push button, a
“Combination Lock” push button, a LED display unit, self-illuminated
operating instruction, a set of high fidelity and sensitivity two way
communication unit, a “Clear” push button, a CCTV camera, etc. All push
buttons and keypads shall be vandal resistant and weatherproof.

(c) Doorphone Control Unit

The doorphone control unit shall be totally enclosed containing all necessary
components and accessories for satisfactory doorphone operation. The
control unit shall be located as specified by the Architect/Supervising Officer
and/or the Drawings where an AC supply will be provided.

(d) Handset

Each premises shall be provided with one handset. A separate and


independent push button shall be provided integral with the handset for
remotely releasing the entrance door lock. All contacts and other equipment
inside the handset shall be of durable type. The handset shall be equipped
with independent buzzer for the call tone and the buzzer shall be distinct
from the loudspeaker at the handset. The call tone shall be of pleasant type
and shall be clearly audible anywhere in the premises.

(e) Combination Lock System

Combination lock system for the entrance shall be built in the control unit of
the doorphone system. Correct entry of the code at any combination lock
control panel shall only cause the electro-magnetic lock of the corresponding
entrance to be released. All the combination lock control panels can be
operated at the same time without affecting each other.

The door lock shall be released only when the entry of a pre-assigned code in
proper sequence within a pre-set period otherwise a timer will activate
causing the code already entered to reset. The unlocked period shall be
adjustable from 1 to 30 seconds. When incorrect codes are entered, the
system shall reset to its normal condition by pressing the “Clear” button or
after a predetermined period adjustable from 1 to 30 seconds.

Annex I

MOVEMENT DETECTOR

1. GENERAL

Unless otherwise specified, the general design for movement detectors shall make
reference to IEC 60839-2-2 [1987] or other relevant recognized international
standards. Movement detector in burglar alarm and security system is to detect
unauthorized intrusion. It shall employ various technologies such as passive
infrared, active infrared, microwave and combination of the above. Statistics
indicated that 90% of alarm to security console are due to false alarm from
movement detector. Detectors employing single technology may be too sensitive and
is not acceptable.

2. COMPONENTS

The movement detection system shall employ the movement detector, power supply,
local control panel/intelligent local controller and other accessories, etc.

3. PERFORMANCE

(a) Movement detector of passive infrared microwave verified type shall detect
movement by passive infrared technology and microwave technology. An
alarm signal shall be sent to the intelligent local controller/central control
station unless both of the passive infrared and microwave components in the
sensor have been activated within a specified time.

(b) For the passive infrared component, the detectors shall keep constant
monitoring of the ‘thermal pattern’ of the protected area. Any rapid
alteration of the infrared energy within the protected area shall trigger the
alarm of the passive infrared component. However, a slow and gradual
change in temperature shall not trigger an alarm. The infrared beam shall not
penetrate glass, thin wall or plastics.

(c) The microwave component shall keep constant monitoring of the protected
area by detecting the Doppler shift of microwave emitted from the detector.
The detector shall generate ‘K’ band microwave frequency of around 24 GHz
and emit it as in-modulated electromagnetic field to the protected area or
volume.

(d) The range of detection shall be adjustable.

(e) The electronic circuit of the detectors shall be protected against high radio
frequency interference and shall be insensitive to thermal and optical source
of interference.

2-7 [1994] or other relevant recognized international standards. Different
technologies, such as detecting audio frequency, detecting movement, etc. can be
employed in glass breakage detectors.

2. COMPONENTS

The glass breakage detection system shall employ the glass breakage detector, power
supply, local control panel/intelligent local controller and other accessories, etc.

3. PERFORMANCE

(a) Glass breakage detector shall detect breaking of glass by means of flex
detection and audio discrimination.

(b) The detector shall have internal self-checking to verify the functionality of
the microphone and audio detector circuit.

(c) When the detector is triggered, LED shall light up to indicate the alarm
condition.

(d) The electronic circuit of the detectors shall be protected against high radio
frequency interference.

(e) The detector shall be constructed in one piece and housed in a tamper-proof
housing with tampering switches. Alarm signal shall be sent to local control
panel/intelligent local controller when the housing is tampered.

SECURITY CLOSED CIRCUIT TELEVISION


SURVEILLANCE SYSTEM

1. GENERAL

The general design of the security closed circuit television (CCTV) surveillance
system shall make reference to BS EN 50132-2-1 [1998], BS EN 50132-4-1 [2001],
BS EN 50132-5 [2001] and BS EN 50132-7 [1996] or other relevant recognized
international standards.

2. COMPONENTS

Security closed circuit television system shall complete with colour cameras, camera
enclosures, camera domes with pan/tilt driver, colour monitors, matrix switchers
with control keypad, multiplexers, quad units, video cassette recorder and/or digital
video recorder, the interfacing with the security central control station computer,
wiring, conduits and trunking, etc.

3. PERFORMANCE

(a) Matrix Switcher

Matrix switcher shall be linked up with the security system at central control
station to perform automatic camera positioning, display, recording upon
certain alarm conditions of the burglar alarm and security system. The
system should provide sufficient no. of alarm input for automatic alarm call-
up. Matrix switcher shall be user programmable to display the images (or
restrict to display) of any camera on any monitor within the system. The
system shall allow the operator to record the image from any camera to the
event VCR/DVR in either real time or time lapse mode by key in command
to the keyboard. However, in the event of alarm, the event VCR/DVR shall
automatically record the alarm activity in real time mode irrespective of
whether the VCR/DVR shall be in standby mode or recording mode.

Matrix switcher shall provide remote control of cameras with pan, tilt and
zoom features from the keyboard controller through pan, tilt, and zoom
integrated receiver and driver units of the camera. Keyboard shall be
provided with vector solving joystick for pan/tilt control of cameras and
designated keys shall be provided for control iris, focus and zoom of
cameras.

Selectable on-screen display shall be provided to display at least the


following data to each video output, i.e. date, time, camera number,
programmable camera title, camera and monitor alarm status. Matrix
switcher shall limit the user to access the system by keyboard password. The

camera in alarm shall be displayed on the action monitor for the duration of
the alarm handling process by the security central computer station terminal
and the image shall be recorded in the event VCR/DVR whenever alarm
activity is being handled by the operator terminal.

(b) Multiplexer

Multiplexer shall be provided to allow selected cameras to be simultaneously


encoded recording in videotape. They shall be of duplex type in the sense
that the images shall be displayed in a CCTV monitor independent of the
status and mode of operation of the VCR/DVR connected. The image in the
CCTV monitor shall be free of strobe.

(c) Quad Unit

Quad unit shall enable 4 pictures to be real-time displayed in a monitor


simultaneously. Quad unit shall allow the operator to call up full screen
display of any camera. Quad Unit shall allow continuous quad presentation
of the four inputs. The unit shall also allow select full screen display of any
input.

(d) Camera

Camera shall be fully automatic with interline color coupled charged device
(CCD). Camera shall be continuous automatic ‘through the lens’ white
balance, line lock with phase adjustment to ensure roll-free switching
recording, automatic gain control and ‘backlit compensation’ circuitry for
high contrast scenes. Camera shall have automatic electronic shutter with
auto-iris lenses. Camera shall be incorporated with zoom lens of vibration
resistant and colour corrected.

Inside lifts car, the cameras shall be housed in tamper-resistant corner-


mounted housing. The housing shall be constructed by heavy gauge steel
with replaceable window made by transparent impact resistant material. All
mounting bolts and cable entry shall be well protected by the housing. All
screws for fixing shall be of tamper-resistant type.

(e) Monitor

Monitor shall be colour monitors with internal comb filter and ‘in-line gun’
picture tube. At the front, power on LED shall be provided.

(f) Video Cassette Recorder

Video cassette recorders (VCR) shall be time lapse type which can be selected
to record in real time mode. VCR shall be with automatic video head cleaning.
VCR shall also be with automatic diagnostic function continuously monitoring

unit performance. VCR shall be provided with automatic alarm search. Index
signal of each alarm recording shall be placed at the beginning of the tape for
quick access. VCR shall meet the following minimum requirement: -

Tape format - VHS 1/2”


Tape speed - Selectable from two hours continuous to 24, 48, 72,
168, 240, 360, 480, 600 and 720 hours time lapse
Enclosure - EIA rack mount

(g) Digital Video Recorder

The design of digital video recorder (DVR) shall be an embedded video


processor design for stable and reliable operation. DVR shall digitize video
images and store them in the system’s video database on its internal hard disk
drive. DVR shall record at a minimum 720 x 576 pixel resolution using
compression technology for high quality freeze image, and at a rate of 50
images per second (PAL video system) with at least 16 non-synchronized
video inputs condition. DVR shall have a composite video looping output
and several connectors for remote control, alarm inputs and relay outputs.

One standard USB style connector shall be available, on the rear panel that
interfaces with any USB-IDE hard disk drive for video backup functionality.
DVR shall be able to control various speed domes or receivers via its control
ports, and the pan/tilt/zoom action of cameras via the buttons on the front or
through the remote control software.

If specified by the Architect/Supervising Officer and/or in the Drawings,


DVR shall incorporate video motion detection for each video with 16 x 12
blocks motion detection zones to set up and configurable sensitivity and
minimum size for triggering.

DVR shall provide a menu for configuring site information and showing the
amount of disk used with the start/end recording times. On-screen display
shall be configurable to include date, time, status icons, and position of the
information on the screen.

DVR shall incorporate automatic video compensation for each video input
and optimized video would be recorded without the need for calibration of
camera phase and input signal strength.

The system shall allow for the selection from a variety of recording mode
configurations including end of disk (stop recording when hard disk is full or
overwrite oldest image first) and recording mode (simplex [record or
playback] or duplex [record and playback simultaneously]). The system shall
allow the user to select from a variety of recording speeds during standard
operation, i.e. a range of 0.2 to 50 images per second, and to define
independent image record rate and picture quality setting during an alarm and

the duration of an event recording, i.e. from a minimum of one second to a
maximum of 300 seconds.

Physically separated hard disks shall be used for system & program storage
and image storage. The image storage hard disks shall be of on-line
redundant configuration type, i.e. RAID 1 or RAID 5. The effective hard
disk space for image storage shall have capacity to store at least one (1)
month of recorded image while all channels are recording at higher than 3
pictures per second at the highest image quality mode.

(h) Cables and Distribution

All electrical power, control and signal transmission cables shall be run in
conduits and metal trunking. At very 300 m run, or when video signal is
splitted such that the status and noise from the output have no effect on
another outputs, video distribution amplifier shall be provided. Each output
of video amplifier should be driven by isolating amplifier.

Annex L

WATCHMAN TOUR SYSTEM

1. GENERAL

The watchman tour system is one of the surveillance system for control of watchman
to carry out the required patrol.

2. COMPONENTS

Watchman tour system shall consist of checkpoints, data collector, data transfer units
and computer system.

3. PERFORMANCE

(a) Data transfer unit shall be located at the specified location, normally the
Security Room. During every tour, watchmen should bring the data collector
to record all the data of checkpoints.

(b) Checkpoints shall be in the form of permanent magnetic type encoded with a
unique identification number. When read by data collector at predetermined
locations, the collector shall register the code of the checkpoint as well as the
date and time of each reading. Checkpoints shall be installed permanently on
to wall or somewhere as specified by the Architect/Supervising Officer
and/or in the Drawings. Checkpoints cannot be removed by anyone using
tools, chemicals, etc.

(c) Data collector is to read the coded checkpoints. By simply guiding the head
over the magnetic checkpoints, the collector can read the checkpoint data and
store the exact time, date and location of the checkpoint in its memory. Data
collector shall be of vandal proof and weatherproof in construction.

(d) Data transfer unit is to print out the performance report using the data in the
data collector. Data transfer unit can download data stored in the collector
and transfer it to computer. Data in the collector shall not be erased until the
transfer has been properly executed.

(e) Checkpoint shall be: -

(i) rugged in design


(ii) tamper-proof
(iii) resistant to vandalism
(iv) maintenance free
(v) efficiency unimpaired even by paint, dirt, grease, or ice up to a
thickness of 1mm

Annex M

INTERFACING WITH LIFTS CCTV

Lifts CCTV installation shall be provided to view the interior of lift cars and be
regarded as security devices. Normally, CCTV facilities inside lift car and lift shaft
shall be installed and maintained by Lift Contractor. The images taken by the lift
cameras shall be displayed at the monitors of security control console in Burglar
Alarm and Security System. In order to facilitate the interface between the Lifts
CCTV and Burglar Alarm and Security System, the provisions, unless otherwise
specified, shall be as detailed below: -

(a) CCTV facilities inside lift car and lift shaft should be supplied and installed by
Lift Contractor.

(b) Lift supervisory control panels and intercom station by Lift Contractor should be
located adjacent to the security control console to have proper communication
between security provider and lift passengers. The exact location of the panels
should be subject to the Architect/Supervising Officer’s decision.

(c) Images taken by lift CCTV cameras shall be displayed at the monitors of security
control console.

(d) Lift Contractor should integrate a set of lifts CCTV video and emergency alarm
signals and terminated at a BNC panel sockets in the lift supervisory control
panel. Lift Contractor shall also provide the same number of associated
connection plugs to the Contractor/Sub-contractor**. The Contractor/Sub-
contractor** should be responsible for the wiring between the monitors and the
plugs.

(e) Upon activation of the alarm push button inside lift car, the image of the
concerned lift CCTV shall be displayed on the action monitor and be recorded
in the event VCR. However, proper security level can be assigned to the lift
alarm such that the activation of lift alarm push button shall not transmit alarm
to security control console.
