[Note: Drawings - Project Engineer to liaise with PQS on the list of drawings
to be included in the Preliminaries. Arch.S.D. Operating Instruction 5/96 -
Requirements of As-built Drawings, Manuals and Documents prior to Issue
of Maintenance Certificate will be included in the Preliminaries of Tender
Document by PQS. Project Engineer shall check the adequacy of the
provisions in the above operating instruction and include any additional
requirements in the Preliminaries.]

1. Scope and Specification of Work

1.1 Installations/Systems

The Broadcast Reception Installation shall include the whole of the materials
and labour necessary for the design, supply, installation, testing, commissioning
and maintenance of the Works in accordance with the Specifications and
Drawings, which comprise of the following systems.

(a) The Terrestrial Master Antenna Television System and


(b) The Satellite Master Television System*

1.1.1 The Terrestrial Master Antenna Television System shall include, but
not limited to the followings: -

(a) Terrestrial Aerial for both TV and FM reception


(b) Preamplifier or Bandpass filter
(c) Amplifiers (plus, if necessary channel converters) and combining
units
(d) Power supply units
(e) Trunks, branch, spur feeders, feeders and tap-off units
(f) TV/FM/Data triplex outlet units

*1.1.2 The Satellite Master Antenna Television System shall include, but not
limited to, the followings for satisfactory performance: -

(a) *4/6 metre diameter dish antenna for receiving programmes


from *1/2/3 satellite(s).

[Note: Select 4 metre antenna dish for receiving programmes
from 1 or 2 satellites and select 6 metre antenna dish for
receiving programmes from 3 satellites.]

The target satellites are *Asiasat 2 (100.5 o E)/Asiasat 3s (105.5o


E)/B Sat 1A/1B (110.0o E)/Palapa C2 (113.0o E)/other
satellites.

[Note: Any 3 of the above mentioned 4 satellites could be


received by 1 dish. The determining factor is the broadcasting
programmes required by the Client Department. The
programme information can be found from Internet (OFTA
Websites: www.ofta.gov.hk). Project Engineer should double
check with the BRI contractor about the compatibility of target
satellites received by 1 dish.]

(b) The antenna support


(c) *C-band/Ku-band feedhorns (Note: The feedhorns to be used can
be found from the OFTA Websites)
(d) Low noise block down converters
(e) The satellite receivers for receiving *5/7/10/other requirement
no. of channels

[Note: Normally, 1 broadcasting programme per channel and 1


channel per receiver.
As a guide, 5 channels for 1 satellite per dish
7 channels for 2 satellites per dish
10 channels for 3 satellites per dish.]

1.2 Design Responsibilities

1.2.1 The Contractor/Sub-contractor** shall be responsible for the design of


the Broadcast Reception Installation and selection of equipment and
components including the matching with the components of other
interfacing installations.

1.2.2 The Contractor/Sub-contractor** shall be responsible for investigating


the actual site conditions and finding out any element that may affect
their choice of equipment and method of installation before submission
of their tender.

1.2.3 The Contractor/Sub-contractor** shall be responsible for the selection


of the proper, correct and consistent components to match the system
proposed in order to meet all the requirements specified. In the event
that these requirements cannot be met due to the use of improper,
incorrect or inconsistent components, the Contractor/Sub-contractor**
shall replace all such components and shall re-design the Broadcast
Reception installation, all to the satisfaction of the Architect. All extra
costs thus incurred shall be borne by the Contractor/Sub-contractor**.

1.2.4 The Contractor/Sub-contractor** shall submit all design works
including relevant information, data and calculations to the Architect
for approval including but not limited to the following information:

Full sets of schematic wiring diagrams for Broadcast Reception


Installation detailing the followings: -

(1) All component units showing gain or loss of each as designed to


operate in the system.

(2) Cable lengths and losses in dB.

(3) Intended signal level (r.m.s.) at the input and output of each unit
(in dBV).

Signal levels and cable losses should be given as follows: -

- the first for the lowest frequency TV channel


- the second for the highest frequency TV channel
- the third for FM channel

The schematics shall be properly drafted and the physical


disposition and full description of the equipment/components
shall be clearly shown.

[Note: Project Engineer shall list out specific items which require
contractor’s design input. The Project Engineer should discuss with Project
Quantity Surveyor on specifying this section as there is a Clause on Design
Responsibility in the Special Conditions of Contract.]

1.3 Compliance with General Specifications

1.3.1 All materials and workmanship shall comply with the latest edition of
"General Specification for Broadcast Reception Installation in
Government Buildings of the Hong Kong Special Administrative
Region” issued by Architectural Services Department and any
corrigendum issued thereafter (hereinafter referred to as the BRI
General Specification or G.S.) unless otherwise specified on the
Drawings or in this Particular Specification.

[Note: Project Engineer shall list out specific items which require
contractor’s attention. For example:-]

1.3.2 Define options of materials/installations methods of a specific item of


work from the G.S. e.g. preamplifiers and bandpass filters to be
adopted in the contract work, if any.

1.3.3 State the standards or code of practice to be complied with other than
those already listed out in the G.S. if any.

1.4 Others

[Note: This is a section allowed for the addition of any particular project
information or supplementary technical requirements, etc., which may not be
covered in either section 1.1 to 1.3. In case this section is not applicable,
“Not Used” shall be inserted instead of deleting this section.]

2. Constraints Applicable to the Installation

[Note: Project Engineer shall list out particular constraints to this installation
work. In case this section is not applicable, “Not Used” shall be inserted instead of
deleting this section. Examples are:-]

The following conditions shall be complied with in the execution of the work:

2.1 Antenna location.


2.2 Specific installation methodology, rules, tools, etc.
2.3 Special noise control measures
2.4 Etc.

3. Testing and Commissioning

3.1 Compliance with Testing and Commissioning Procedures

The Contractor/Sub-contractor** shall test and commission the Broadcast


Reception Installation (or brief title description) in compliance with the BRI
General Specification and Testing and Commissioning Procedure for Broadcast
Reception Installation issued by Architectural Services Department.

3.2 Testing and Commissioning Procedures for Special Items

[Note: Project Engineer shall list out special items not being covered by
existing Testing and Commissioning Procedures for which the relevant
applicable particular testing and commissioning requirements shall be
specified under this section. In case this section is not applicable, “Not
Used” shall be inserted instead of deleting this section. Examples are:-]

The Contractor/Sub-contractor** shall submit the procedure for testing and


commissioning of the following items to the Architect for approval:

3.3.1 All testing and commissioning procedure submissions as required under


these particular project requirements are to be submitted to the
Architect at least ___ weeks prior to the commencement of testing and
commissioning work.

3.3.2 Minimum operating period of a system prior to full load test.


3.3.3 Special tests to be performed by competent persons.

3.4 Others

4. Maintenance and Training

4.1 Maintenance Requirements

The Contractor/Sub-contractor shall comply with the requirements during the


maintenance period as stipulated in Section E3 of the G.S.

[Note: In this section, the particular maintenance requirements or applicable


options of maintenance specified in the General Specifications should be
explicitly given for compliance by the contractor. In case this section is not
applicable, “Not Used” shall be inserted instead of deleting this section.]

4.2 Training Requirements

[Note: Similarly, the particular training requirements or applicable options


of training specified in the General Specifications should be explicitly given
for compliance by the contractor. In case this section is not applicable, “Not
Used” shall be inserted instead of deleting this section.]

4.3 Others

[Note: Any special requirements in connection with maintenance or training


not covered by either 4.1 or 4.2 should be further elaborated under this
section. In case this section is not applicable, “Not Used” shall be inserted
instead of deleting this section.]

5. Equipment Schedules included in Particular Specification [ES(PS)]

The Contractor/Sub-contractor** shall complete the following ES(PS) and submit for
the approval of the Architect according to the timing and sequence as stipulated in the

approved programme pursuant to Clause 16 of the General Conditions of Contract.
The equipment and materials in the following ES(PS) shall not be delivered to site
without the prior approval of the Architect.

[Note: Project Engineer shall refer to Clause 7(5) of the Special Condition of
Contract for 1999 GCC and BSB Circular 14 of 2003 on the detailed requirements
for submission of technical information of the equipment/material for the
Approval of the Architect.]
