1. General Requirements
1.1 The *Contractor/Sub-Contractor shall design, supply, install, test, commission and
maintain the Photovoltaic system (hereinafter refer to as PV System) in accordance with

the requirements as stated in this Specification and Drawings.
1.2 The PV system shall include array of Rack type modular photovoltaic (PV) panels and/or
Building Integrated Photovoltaic (BIPV) panels, and balance of system (BOS) including
where applicable, electrical works, power inverter, batteries, battery charger, metering and
other components as necessary to complete the installation.
1.3 All materials and equipment of the PV system shall be products of manufacturers certified

under ISO 9001:2008 quality assurance standard. The PV system shall be of proprietary
product and have test certificates to prove the performance claimed.
1.4 The *Contractor/Sub-Contractor shall coordinate with the utility company and submit to
them the grid connection proposal for their agreement. The *Contractor/Sub-Contractor
shall provide the facilities as required by the utility company at their own cost.
1.5 Prior to commencement of site works, the *Contractor/Sub-Contractor shall submit the

proposed design of the PV system to the Architect for approval. The submission shall
include the followings:
(a) Provide type test certificates to prove the power (kW) generated under Standard
Testing Condition (STC) for the offered model of PV and/or BIPV panel;
(b) Estimate annual energy yield (kWh) under Hong Kong weather condition; and
(c) Number, area and mounting angle of PV and/or BIPV panels.
3. Photovoltaic Panels
3.1 The PV panels shall comply with the requirements in the Appendix of this specification.

The *Contractor/Sub-Contractor shall submit the relevant type test certificates in the
Appendix of this Specification for the offered PV panels. The type test certificates shall be
provided by the accredited laboratory.
3.2 The PV panels shall be oriented and positioned to maximize the solar energy gain as far as
technically and aesthetically feasible. The *Contractor/Sub-Contractor shall fully study
and advise the possible and anticipated shading effect on the PV panels from existing
nearby building structure. The whole or partial arrays of PV panels shall be designed with

maximum flexibility to avoid interruption by any shading effect in whatsoever
environmental conditions. Any inevitable shading effect shall be submitted to the Architect
for approval before confirming the location of array of PV panel installation.
3.3 Shop drawings shall be submitted to show the sizes of each type of PV panel, mounting
details, orientation and spacing. The PV panels shall be installed with adequate
maintenance space for checking, cleaning and replacement without the need to dismantle
the adjacent PV panels.

3.4 All structural supports and concrete plinths for installation of the PV and/or BIPV panels
shall be provided by the Main/Building Contractor. The *Contractor/Sub-Contractor shall
provide all necessary builder’s work requirements of the installation of PV and/or BIPV
panels and coordinate with the Main/Building Contractor for the required submissions of
the PV and/or BIPV panels.
4.1 General
4.1.1 The electrical installation of PV system shall comply with the General Specification
for Electrical Installation in Government Buildings of the Hong Kong Special
Administrative Region issued by ArchSD.
4.1.4 The *Contractor/Sub-Contractor shall co-ordinate with the electrical works on the
terminations of mains A.C. power supply to the PV system. All wirings shall be
neatly grouped and terminated in terminal blocks which shall be suitably labeled.
4.1.5 Where connection to Central Control & Monitoring System (CCMS) is required for
monitoring of system points of the PV system as specified in the Appendix of this

Specification, the *Contractor/ Sub-Contractor shall co-ordinate with the CCMS
works to provide all necessary software and hardware interface for the effective
communication with the CCMS for monitoring the points as indicated.
4.3 Battery
For off grid (standalone) PV system, gel type valve-regulated lead-acid (VRLA) battery
suitable for deep cycle discharge shall be provided. The battery shall comply with IEC

61427. The *Contractor/Sub-Contractor shall submit calculation of battery capacity in
Ampere-hour (AH) meeting the requirements in the Appendix of this specification for
Architect’s approval.
For off grid (standalone) PV system, battery charger suitable for charging the deep cycle
discharge VRLA battery shall be provided. The *Contractor/Sub-Contractor shall provide

the appropriate charger(s) to meet the requirements of this Specification. The charger shall
be a microprocessor based power management system utilizing power electronics to
convert the D.C. power from the PV array for energy storage in the battery. The charger
shall optimize the voltage and current produced by the PV array, and shall regulate the
charge into the battery. The number and arrangement of charger(s) shall be designed to
achieve the highest efficiency for the conversion of the D.C. power from PV array. In
addition to the requirements stated in the Appendix of this Specification, the charger shall
have the following features:

(a) Charging status indications;
(b) Battery status indications;
(c) Overcharge and over-discharge protection;
(d) Back current blocking to PV panel when voltage of battery is higher than PV panels;
(e) Adopting the Maximum Power Point Tracking (MPPT) method to harvest maximum
power from the PV modules;
(f) Temperature sensor at the corresponding terminal of the battery set for charging level

compensation; *(This sensor monitors the battery temperature and adjusts the float
voltage for optimum charging.)
(g) An LCD panel to display the following data or information:
(i) Battery voltage;
(ii) PV system input voltage; and
(iii) PV system input current.
5.1 The *Contractor/Sub-Contractor shall submit the T&C procedure and check list of PV
system to the Architect together with the recommendation from the supplier or
manufacturer for approval. The T&C procedure shall include, but not limited to, the tests
of the PV system to demonstrate the installation complying with the specification
requirements.
