1. Scope and Specification of Work

1.1 Installations/Systems

The Works shall comprise the provision of labour, material, equipment,


transport and all necessary resources for the design, supply, manufacture,
delivery, site installation, testing and commissioning of the Food Waste
Composting System Installation at Government Building(s).

Each food waste composting system shall be completed with the following
items:

a) Stainless steel body completes with hopper, heater, mixing device and
deodorizer as required.

b) Electrical system completes with control panel, switchgears, and all


necessary power and control cables, trunking and conduit and etc.

c) Drainage system completes with valves, pipeworks, cleaning points, liquid


collection point and connects to the drainage point provided.

d) All necessary fittings, fixings and safety devices for the protection of
equipment and operators.

1.2 Operational Requirements of Food Waste Composting Equipment

a) The food waste composting equipment shall be installed to turn


food/organic waste into liquid/solid fertilizer by bio-technology.

b) For equipment that produces solid fertilizer, the solid fertilizer produced
shall be able to be removed out of the equipment easily and safely. Any
equipment and tools needed shall be provided.

c) For equipment that produces liquid fertilizer, the liquid produced from the
equipment shall fulfill the requirements of the Air Pollution Control
Ordinance (Cap. 311) and the Water Pollution Control Ordinance (Cap.
358) and other relevant legal requirements.

d) The equipment shall have the capacity for treatment of about _____ kg of
food/organic waste every day. Volume reduction of the waste shall not be
less than 70% within 24 hours. The food/organic waste shall include
vegetable, meat, poultry, small fish and chicken bones, seafood, rice,
noodles, and etc. Big bones like chicken leg bones and rib bones shall be
able to be treated by the equipment but with longer processing time.

e) The remaining food/organic waste that are not compostable shall be easily
and safely removed without affecting the normal operation and
performance of the equipment with the tools provided.

f) The equipment shall be a low maintenance, easy operated, high efficient


machine that biologically converts virtually all organic food waste
products including small fish and chicken bones into either nutrient rich
liquid fertilizer or solid fertilizer.

g) For equipment that produces liquid fertilizer, the contractor shall employ a
HOKLAS accredited laboratory at its own cost for testing of the liquid
fertilizer produced; the results of the test shall indicate that the liquid
fertilizer could be discharged to sewerage without violating the
requirements of the Environmental Protection Department.

h) The equipment shall have devices to minimize all odour, air particulate
and generated noise.

1.3 System Configuration

a) The body of the machine shall be made of stainless steel to BS EN 10088-


4:2009, Grade 304 or above and suitable to be operated in both indoor and
outdoor environment. The thickness of the stainless steel sheet shall not be
less than 1mm.

b) The chamber of the machine shall be made of stainless steel to BS EN


10088-4:2009, Grade 304 or above. The thickness of the stainless steel
sheet shall not be less than 2mm.

c) Automatic food waste infeed device shall be provided as required for large
capacity model as specified in para 1.5 d)

d) Inlet with door shall be provided for continuous feeding of organic waste,
machine should stop automatically when inlet is opened.

e) Water supply point when specified in the tender drawing, would be


provided by the building contractor. The contractor shall supply and install
connection pipework from the equipment to the water supply point. Water
will only be supplied during operation.

f) Water discharge point with grease trap when specified in the tender
drawing, would also be provided by the building contractor. The
contractor shall supply and install connection pipework from the
equipment to the drain point with access points for cleaning at appropriate
locations. After decomposition, liquid fertilizer will be discharged to
drainage continuously via the discharge point or stored up for irrigation of
landscape areas.
g) Electrical heater shall be provided with thermostat control to maintain
optimum temperature for the best condition for micro-organism to
function.

h) Mixer shall be made of stainless steel to BS EN 10088-4:2009, Grade 304


or above to facilitate the waste and the medium to be mixed correctly and
assists micro-organism to work effectively.

i) Exhaust air pipe made of stainless steel of appropriate thickness to BS EN


10088-4:2009, Grade 304 or above shall be supplied and installed by the
contractor as specified in the tender drawing from the equipment to the
ambient to discharge the odour generated during the composting
processes.

j) Control panel shall be provided with the following indicator lamps:


i. Equipment running;
ii. Level;
iii. Equipment overloaded;
iv. Chamber Temperature;
v. Or other relevant signals.

1.4 Temperature Control

a) Temperature control device shall be provided to maintain the temperature


of the compartment and provide optimum conditions for bacteria to
function.

b) Electrical heater shall shut off automatically if the compartment


temperature goes beyond a certain maximum limit.

1.5 Input of Food Waste

a) Inlet with door shall be provided for continuous feeding of organic waste.

b) Inlet door shall be equipped with rubber gasket to prevent the spread of
odour.

c) All moving mechanical parts of the machine body shall stop operating
when the inlet door is open.

d) Automatic infeed of food waste by a separate gear motor shall be provided


for machine with capacity requirement of more than 100kg/day.

1.6 Mixing

a) Fully automatic mixing device shall be installed for mixing the organic
waste, bacteria and media in the compartment. The mixing operation shall
be provided by a separate gear motor with constant speed.

b) The compartment of the machine shall be made of stainless steel to BS EN


10088-4:2009, Grade 304 or above.
c) The stirring shaft and blade shall be made of stainless steel to BS EN
10088-4:2009, Grade 304 or above.

d) Continuous mixing shall not be applied in order to minimize electricity


consumption. The mixing device shall be activated periodically at
controlled interval. (e.g. 1 minute mixing every 60 minutes)

e) The machine shall have appropriate safety installation to prevent operators


from injury arisen from touching the moving mechanical parts
inadvertently.

1.7 Bacteria and Medium

a) The bacteria shall be non-hazardous to human’s or animal’s health.

b) The bacteria shall be able to survive for at least 2 weeks if no organic


waste is fed, and their activities shall be able to resume once the organic
waste is fed again.

c) The bacteria and medium shall have a service life of more than 6 months.

d) The application of bacteria and medium shall have 2 years of proven track
records.

1.8 Compliance with Standards and Regulations

The Works shall comply with the following current regulations and standards:

(a) Code of Practice for the Electricity (Wiring) Regulations.

(b) General Specification for Electrical Installation in Government Buildings


of the Hong Kong Special Administrative Region.

(c) Construction Site (Safety) Regulations published by the Labour


Department of Hong Kong.

(d) Factory and Industrial Undertakings (Guarding and Operation of


Machinery) Regulations.

(e) Noise Control Ordinance.

(f) Air Pollution Control Ordinance.

(g) Electricity Ordinance.

(h) Electricity Supply Authority’s Requirements from CLP Power Hong Kong
Ltd. or Hong Kong Electric Co. Ltd.

(i) Codes of Practice and current requirements of F.S.D.

(j) BS7671:2008 (The I.E.E. Wiring Regulations - Regulations for Electrical


Installations).
(k) Other relevant statutory requirements in Hong Kong.

(l) All relevant IEC & British Standards.

In case of conflict between the technical requirements of the Specification and


any other requirements, the following order of preference shall apply:

(i) Particular/job specification and/or drawings for specific work involved.

(ii) General Specifications.

(iii) Local statutory requirements.

(iv) Relevant IEC & British Standards.

1.9 Others

[Note: This is a section allowed for the addition of any particular project
information or supplementary technical requirements, etc., which may not be
covered in the above sections . In case this section is not applicable, “Not
Used” shall be inserted instead of deleting this section.

2. Constraints Applicable to The Installation

[Note: Project Engineer shall list out particular constraints to this installation work.
In case this section is not applicable, “Not Used” shall be inserted instead of
deleting this section. Examples are:-]

The following conditions shall be complied with in the execution of work:

2.1 Specific installation methodology, rules, tools, etc.

3. Testing and Commissioning

3.1 Compliance with Testing and Commissioning Procedures

The Contractor/Sub-contractor* shall test and commission the Food Waste


Composting Equipment Installation (or brief title description) in compliance
with the Testing & Commissioning Procedures stated in the Preliminaries unless
otherwise specified in the Tender Drawings or in this Particular Specification.

3.2 Testing and Commissioning Procedures for Special Items

[Note: Project Engineer shall list out special items not being covered by either
existing Testing and Commissioning Procedures for which the relevant
applicable particular testing and commissioning requirements shall be
specified under this section. In case this section is not applicable, “Not Used”
shall be inserted instead of deleting this section. Examples are:-]

a) The Contractor shall submit detailed testing and commissioning


procedures and programme to the Architect for approval.

b) On completion of erection, the Contractor shall test and check the


performance of each item of the equipment as far as possible under
working conditions to the satisfaction of the Architect. The test shall also
include the setting and testing of all safety devices.

c) As soon as practicable after erection, the Contractor will be required to co-


operate under the supervision of the Architect in test running the
completed installation (the whole or a part) and, as far as possible, prove
its performance under working conditions to the satisfaction of the
Architect.

d) If any portion of the works fails to pass the test(s) of the said portion, the
test(s) shall, as required by the Architect, be repeated within a reasonable
time upon the same terms and conditions.

e) Each item of switchgear, motor starter, control gear, protection device


shall be subject to insulation resistance tests, mechanical and electrical
function tests.

f) All inspection, measuring and testing equipment shall be properly


calibrated.

g) The Contractor shall record all test results and 4 copies of the test results
shall be submitted to the Architect for retention.

3.3 Particular Requirements on Testing and Commissioning Schedules/Sequences

[Note: Project Engineer to specify any particular project requirements in


connection with testing and commissioning procedures. Examples are:-]

3.3.1 All submissions relating to testing and commissioning such as detailed


commissioning and testing procedures, method statements, format of test
records, programme for the commissioning and testing are to be submitted
to the Architect at least 2 weeks prior to the commencement of testing and
commissioning work.

3.4 Others

[Note: This is a section allowed for the addition of any particular project
information or supplementary technical requirements, etc., which may not be
covered in either section 3.1 to 3.3. In case this section is not applicable, “Not
Used” shall be inserted instead of deleting this section.]

4. Maintenance and Training

4.1 Maintenance Requirements


The Contractor shall provide 12 months free maintenance service for all
equipment from the date of commencement of the Maintenance Period. The
Contractor shall provide all resources inclusive of a maintenance gang,
equipment, tools, materials and spares necessary for the satisfactory
performance of the installation.

The free maintenance shall include the following:

(a) Routine services;


(b) Emergency call out services; and
(c) Final inspections and handover.

4.2 Training Requirements

The Contractor shall conduct an in situ training course for the local staff to
operate the food waste composting equipment after the satisfactory testing &
commissioning of the equipment. The training course shall be of sufficiently
long duration & detailed enough to ensure that the food waste composting
equipment operators can manage confidently, safely and efficiently the complete
installation. The details of the training shall be subject to the Architect's
approval but should at least cover the following aspects:

(i) General description of the food waste composting equipment,

(ii) Description of all safety devices & limit switches,

(iii) Description of all control functions of the control panel,

(iv) Procedure for feeding in of food waste and medium,

(v) Procedure for emptying and cleaning of the equipment,

(vi) Procedure on how maintenance works are carried out.

(vii) For equipment that produces solid fertilizer, procedures for removal of
solid fertilizer shall also be included.

The training courses shall be conducted in English or Chinese as approved by


the Architect, and shall be held in Hong Kong.

4.3 Others

[Note: Any special requirements in connection with maintenance or training


not covered by either 4.1 or 4.2 should be further elaborated under this
section. In case this section is not applicable, “Not Used” shall be inserted
instead of deleting this section.]
