This document will be subject to 12-monthly review and update, when document holders will
have the opportunity to express opinions and suggest improvements.
However, the document control system allows for continuous update of this document. As
such, any user may at any time identify an error or suggest an improvement using an
Amendment Proposal proforma which is available electronically on the UK Upstream SMS
website, from the Data Control Centre (DCC) Supervisor or from the Technical Authority.

1 Introduction
A project Health, Safety and Environment (HSE) plan is a living and evolving project
document which plans and specifies a framework for managing health, safety and
environmental issues throughout all stages of a project.
It is applicable to modification projects and new facilities.
It identifies key activities which need to be completed at various stages of the project.
Roles and responsibilities associated with these activities and also with respect to
meeting project goals and objectives and HSE policy requirements are identified.

1.1 Objectives
The key objective of a project HSE plan document is to reinforce the project philosophy

and goals and identify the arrangements necessary to deliver them.


It provides a means of planning the key activities and tracking their progress.
An important element of the plan is also to define project roles and responsibilities in
delivering these objectives.

1.2 Key Drivers


The key drivers of the plan are as follows:
• HSE philosophy, objectives and goals for the project
• Hazard identification and assessment processes
• Legal requirements
• BP policy including risk acceptability criteria, HSE expectations, Getting HSE Right
(GHSER) and the UK Upstream Region Safety Management System
• Capital Value Process (CVP)

2 Contents of a Project HSE Plan Document


The contents of the HSE plan document will evolve with the project and will need to be
kept up to date to reflect the current status of the project. The focus will be on the
current stage of the project and looking forward to future stages.
However the typical contents of the document will be as follows:

Project Overview
Providing a brief description of the project; its scope, in terms of geography, activities
and timescale; its prime objectives and deliverables.

Scope and Objectives of the Project HSE Plan


Describing the project activities included in the scope of the plan and the objectives of
the plan.

HSE Policies and Project HSE Philosophies and Objectives


Key project objectives identified, for example:
• To ensure that Formal Safety Assessment (FSA) is an integral part of the project
implementation process
• To encourage selection of inherently safe options
• To ensure that the HSE risks associated with project implementation and subsequent
operation of the facility meet risk acceptability criteria and are demonstrably reduced
to As Low As Reasonably Practicable (ALARP)

• To meet legal requirements and deliver accepted Design, Operational and Combined
Operations Safety Cases
• To comply with BP policy and project-specific requirements

Providing a brief description of the overall project organisational structure and the links
with its client and contracting organisations and describing the HSE roles and
responsibilities of each organisation.

Individual Roles and Responsibilities


Summarising the collective responsibilities of all individuals working on the project and
the specific HSE roles and responsibilities of key post holders. These will need to be
updated as the project proceeds.

Programme of Activities and Milestones


A programme of HSE activities which is aligned to the overall project planning, this
identifies the activities that need to be completed in order to meet the overall project
schedule, but also to enable such activities to be completed in time to influence the
direction of the project and hence ensure that project implementation and operating risks
are ALARP.
These activities will form part of the overall risk management model which consists of
the following stages:
• Hazard identification
• Risk analysis and assessment
• Comparison against goals and acceptance criteria
• Risk reduction

• Demonstration of ALARP
A proactive approach, particularly appropriate at the appraise and select stages, is to
actively look for innovative ways of eliminating or reducing risk at the outset by selecting
inherently safer options.

3 Typical Project HSE Plan Activities


The typical HSE activities which need to be included at the various CVP stages of a
project are described in the following paragraphs.
A typical programme of activities, covering all stages of project implementation is also
included in Paragraph 4.

3.1 Project Pre-sanction Stages


The type of activities at this stage will depend very much on the nature and complexity
of the project. Front-end loading is needed to ensure that the project starts off in the
right direction from the outset.
Early Hazard Identification (HAZID) studies, if well conducted, enable proper concept
comparisons to be made and set the scene for appropriate concept selection, hazard
elimination and further studies which need to be included in the HSE plan in order to
better define and control the hazard.
Typical HSE activities and issues at these stages include:

Appraise Stage
• Appraise project HSE plan (simply identifies HSE activities during appraise stage)
• Appraise HAZID (identifying significant HSE issues)
• Appraise project HSE review and peer review

Select Stage
The select stage plan needs to include activities which consider the full lifecycle of HSE
issues, including construction and disposal as well as operational issues.
The plan has to deliver a quantification or ranking of HSE risks which provides the basis
of option selection and also demonstration of risk acceptability and ALARP.

• Design concept selection screening
• Comparative select HAZID and Quantified Risk Assessment (QRA) or risk ranking
• Comparative select environmental appraisal and ranking
• Comparison against risk acceptability criteria
• ALARP dossier; demonstration of ALARP in option selection and subsequent decisions

Development Drilling
The extent and timing of the Project Manager's responsibility for a project's drilling
activities will vary from project to project. Development drilling may well be underway
before a Project Manager is appointed or is at the stage of preparing an HSE plan.
The manager with overall responsibility for specifying the well design, preparing the
drilling programme and initiating drilling will therefore be responsible for ensuring that
the topics below are adequately addressed. The HSE risks associated with a drilling
programme may well be managed by an HSE plan developed as part of a Drilling Value
Assurance (DVA) process.
The Project Manager may inherit responsibility for some or all of these topics but will, as
a minimum need to establish sufficiently interactive interfaces between the project and
drilling roles.
