1 Introduction
A project Health, Safety and Environment (HSE) plan is a living and evolving project
document which plans and specifies a framework for managing health, safety and
environmental issues throughout all stages of a project.
It is applicable to modification projects and new facilities.
It identifies key activities which need to be completed at various stages of the project.
Roles and responsibilities associated with these activities and also with respect to
meeting project goals and objectives and HSE policy requirements are identified.
1.1 Objectives
The key objective of a project HSE plan document is to reinforce the project philosophy

Providing a brief description of the project; its scope, in terms of geography, activities
and timescale; its prime objectives and deliverables.

Project Organisation
Providing a brief description of the overall project organisational structure and the links
with its client and contracting organisations and describing the HSE roles and
responsibilities of each organisation.

A proactive approach, particularly appropriate at the appraise and select stages, is to
actively look for innovative ways of eliminating or reducing risk at the outset by selecting
inherently safer options.

Select Stage
The select stage plan needs to include activities which consider the full lifecycle of HSE

of option selection and also demonstration of risk acceptability and ALARP.

Development Drilling
The extent and timing of the Project Manager's responsibility for a project's drilling
activities will vary from project to project. Development drilling may well be underway
before a Project Manager is appointed or is at the stage of preparing an HSE plan.
The manager with overall responsibility for specifying the well design, preparing the
drilling programme and initiating drilling will therefore be responsible for ensuring that
the topics below are adequately addressed. The HSE risks associated with a drilling
programme may well be managed by an HSE plan developed as part of a Drilling Value
Assurance (DVA) process.
The Project Manager may inherit responsibility for some or all of these topics but will, as
a minimum need to establish sufficiently interactive interfaces between the project and
drilling roles.
