1. Online Tenders (Two part) in the prescribed form are invited through e-tendering mode by General
Manager, Heavy Water Plant (Tuticorin) on behalf of the President of India from the qualified
bidders, for the work and details as given under:

2. Criteria of technical evaluation of bids:

A Work experience in “Supply/Installation of Schneider make PLC Systems .”


B Three similar works each of the value not less than Rs.17.2 Lakhs/-each year in at least any during
the last 7 years ended by 31.03.2024.
or
Two similar works each of value not less than Rs.25.8 Lakhs/- during the last 7 years ended by
31.03.2024
or
One similar work of value not less than Rs.34.4 Lakhs/- during the last 7 years ended by 31.03.2024
C List of Technical staff possessed by bidder.
D GST registration certificate.
E PAN (Permanent Account Number) allotted by Income Tax Department to the bidder.
F The intending bidder must read the terms and conditions as per ‘Special Conditions’ and ‘General
conditions of contract’ of tender document. Partyshould only submit bid if it/they consider/s
eligible and it/they is/are in possession of all the documents required. Department reserves the
right of Non-consideration of Tender documents of the agencies that are not fulfilling the NIT
stipulations and / or having adverse report on the performance in the past.
G The Department reserves the right to accept / reject any prospective application without assigning
any reason therefor.
H Technical evaluation of the agencies shall be subject to thorough verification of their credentials and
inspection of documents furnished by them, through a Technical Evaluation Committee of experts,
constituted by Heavy Water Plant, Tuticorin.
I If any information furnished by the applicant is found to be incorrect at a later stage, they shall
be liable to be debarred from tendering / taking up works in HWP-Tuticorin.
J Solvency certificate (Not older than six months) from nationalized bank shall be submitted for
Rs.17.2 lakhs/-

3. Scope of work: The scope of work is as described under Technical Document ofthe tender.
4. Availability of Tender Document on the web site:Tender documents consisting of the
specifications, scope of work, price schedule, the set of terms and conditions of contract can be
viewed and downloaded from the web site https://eprocure.gov.in/eprocure/app;. From
01/07/2024( 11:00Hrs ) to 12/07/2024 ( 18 :00 hrs ).

Tender Notification and Documents contains the following:


i) Detailled Tender Document (NIT, Specs & Scope of Work, Commercial Terms &
Conditions etc)
ii) Excel sheet for quoting the price

The Technical document consists of specification and detailed scope of work and the price
Bid document contains the commercial terms and conditions of the contract.

5. Earnest Money Deposit (EMD) of Rs. 86,000/- in the form of Demand Draft/Pay Order /Banker’s
Cheque/deposit at call receipt / Fixed deposit receipt (FDR) issued by a Scheduled bank , drawn in
favour of Pay & Accounts Officer, Heavy Water Plant (Tuticorin),Tamilnadu: 628 007 shall be
deposited by the bidder . EMD in the form of Chequeshall not be accepted. The tender not
submitted in the above prescribe manner shall be summarily rejected.

6. Pre-Bid clarification request shall be accepted from 01/07/2024( 14:00Hrs ) to 13/07/2024 ( 11 :00
hrs )by which the bidders may get clarified all their doubts related to tender .The request can be sent
to the department vide email toShri T.Kamaraj Dy.MM (I) e-mail ( dymmi@tut.hwb.gov.in)

No delay in postal or email communication shall be considered for receipt of the pre-bid clarification
request. No request for clarification shall be entertained after11:00 hrs on 13/07/2024. All the
queries shall be clarified and uploaded by the department by 15/07/2024 11:00.

7. Submission of Tender &Opening:The Bids (Technical&Price) duly completed and accompanied by


all the documents as listed in the tender shall be submitted online by On or before
17/07/2024(18:00Hrs ). Also Original DD etc. towards tender processing Fee& EMD shall be
submitted On or before 17/07/2024(16:00Hrs )in the office of General Manager , Heavy Water
Plant, Tuticorin Tamilnadu : 628 007.Technical Bid shall be opened online at 15:30 Hrs on
18/07/2023. In case the date of opening of tender is declared holiday by Government of India for any
reason, the tenders will be opened on the next working dayat 15:30 Hrs
8. Price bids of technically qualified offers will be open at later stage.

On opening date, the contractor can login and see the bid opening process.

9. Completion period: The time allowed for carrying out the work shall be as indicated above. It shall
be reckoned from the date of issue of Work Order.

10. Special conditions brought out in the tender document would supersede the GCC in case of
contradiction.

11. Performance guarantee: The Tenderer, whose tender is accepted, will be required to furnish
performance guarantee of 5% of the tendered amount within the period specified in schedule “F”.
This guarantee shall be in the form of Government Securities / Fixed Deposit Receipt (FDR) or
Guarantee Bonds of any Scheduled Bank or the State Bank of India in accordance with the
prescribed form.

12. Security Deposit: Security deposit equal to 2.5% of tendered cost shall be deducted from each
running bill at 2.5 % of bill value. EMD submitted shall be returned on submission of TR-61 form.
Security deposit shall be released after defect liability period of 12 Months from the date of Work
completion certificate.

13. Acceptance of Tender: The competent authority, on behalf of President of India, does not bind
himself to accept the lowest or any other tender, and reserves to himself the authority to reject any or
all the tenders received, without assignment of any reason. All tenders, in which any of the
prescribed condition is not fulfilled or any condition, including that of conditional rebates is put forth
by the tenderer, shall be summarily rejected.
The Competent Authority, on behalf of President of India, reserves to himself the right of accepting
the whole or any part of the tender and the tenderer shall be bound to perform the same at the rates
quoted.
The officer inviting tenders shall have the right of rejecting all or any of the tenders and will not be
bound to accept the lowest tender or any other tender.

14. Condition for tender submission: The tenderer shall give a list of both Gazetted and non-gazetted
employees in DAE, who are related to him. The contractor shall not be permitted to tender for

works in the Department(responsible for award and execution of contracts) in which his near
relative is posted as equivalent to Accounts Officer or as an officer in the capacity of grades
Scientific Officer / “C” and above. He shall also intimate the names of persons who are working
with him in any capacity or are subsequently employed by him and who are near relative to any
gazetted officer in the Department of Atomic Energy. Any breach of this condition by the
contractor would render him liable to be barred from tendering in this Department.
No Engineer of Gazetted rank or other Gazetted Officer employed in Engineering or
Administrative duties in an Engineering Department of the Government of India is allowed to work
as a contractor for a period of one year after his retirement from Government Services, without the
previous permission of the Government of India in writing. This contract is liable to be cancelled if
either the contractor or any of his employees is found at any time to be such a person who had not
obtained the permission of the Government of India as aforesaid before submission of the tender or
engagement in the contractor’s service.

15. Validity of Tender: The tender for the work shall remain open for a period of 75 days from the last
date of opening of bids. If any tenderer withdraws his tender before the said period, or issue of
Letter of Intent, whichever is earlier, or makes any modifications in the terms and conditions of the
tender which are not acceptable to the Department, then the Government shall, without prejudice to
any other right or remedy, be at liberty to forfeit 50% of the said earnest money absolutely. Further
the tenderer shall not be allowed to participate in the re-tendering process of the work.

16. Site visit by the tenderer before tendering : Tenderers are advised to inspect and examine the site
and its surroundings and satisfy themselves before submitting their tenders as to the nature of the
ground and sub-soil (so far as is practicable), the form and nature of the site, the means of access to
the site, the accommodation they may require and in general shall themselves obtain all necessary
information as to risks, contingencies and other circumstances which may influenced or affect their
tender. A tenderer shall be deemed to have full knowledge of the site whether he inspects it or not
and no extra charges consequent on any misunderstanding or otherwise shall be allowed.

17. Tenderer’s responsibilities: The bidder shall be responsible for arranging and maintaining at his
own cost all materials, tools & plants, water, electricity access, facilities for workers and all other
services required for executing the work unless otherwise specifically provided for in the contract
documents. Submission of a tender by a tenderer implies that he has read this notice & all other
contract documents, and has made himself aware of the scope & specifications of the work to be
done and local conditions and factors having a bearing on the execution of the work.

18. Tender documents & signing of contract: The Notice Inviting Tender shall form a part of the
contract document. The successful tenderer / contractor, on acceptance of his tender by the
Accepting Authority shall, within 15 days from the stipulated date of start of the work, sign the
contract consisting of, The Notice Inviting Tender, all the documents including all conditions,
specifications and drawings, if any, forms the tender as issued at the time of invitation of tender and
acceptance thereof together with any correspondence leading thereto.

19. Canvassing, either directly or indirectly, in connection with the tenders is strictly prohibited and the
tenders submitted by the contractors who resort to canvassing will be liable to rejection.

20. The terms ‘Municipal Corporation, Electricity Boards etc. indicated in this tender shall also
represent the ‘Local statutory authority’ / ‘State Govt.’ / ‘Union Territory’ etc. for works at
different station.

21. Registered contractors only can purchase / download & submit / upload tenders.

22. Interested pre-qualified agencies may visit this website for registration.The intending bidder must

24. The intending bidder must read the terms and conditions (Including General Terms and Condition of
contract) as per tender document along with NIT & CONDITIONS AND CLAUSES OF
CONTRACT” carefully. Department reserves the right of Non-consideration of Tender documents
of the agencies having adverse report on the works carried out by them in the past.

25. The bids can only be submitted after uploading the mandatory scanneddocuments such as Demand
Draft or Banker`s Cheque or Deposit at call Receipt or Fixed Deposit Receipts of any
ScheduledBank towards EMD in favor of Pay & Accounts Officer, HWP-Tuticorin and other
documents as specified.

26. Contractor must ensure to quote rate of each item. The column meant for quoting rate in figures
appears in YELLOW color. In the case if it is desired/required to submit revised financial bid for
change of any technical specification, then it shall be mandatory to submit revised financial bid. If
not submitted then the bid submitted earlier shall become invalid.

27. Income tax shall be deducted from running bills and final bills as per the prevailing rates. TDS-
GST@2% shall be deducted from running bills as per Sec.51 of GST Act.
28. Certificates:

ii. Certificate of Registration for GST
iii. PAN (Permanent Account Number) Registration certificate.
iv. Document in support of EMD submission (EMD copy).
v. Work completion certificates of jobs in support of past experience (As per this NIT clause-2B).
