RBI imposes penalty on Tamilnad Mercantile Bank and DCB Bank Ltd.

 The RBI imposed a penalty of ₹1,31,80,000 on Tamilnad Mercantile Bank Limited for non-
compliance with directions on 'Interest Rate on Advances' and 'Central Repository of Information on
Large Credits (CRILC) - Revision in Reporting'.
 Tamilnad Mercantile Bank failed in several areas, including benchmarking interest rates on certain
loans to MSMEs to an external benchmark lending rate, adopting multiple benchmarks within the same
loan category, improperly pricing floating rate loans, and incorrectly reporting borrower ratings to CRILC.
 Separately, the RBI also fined DCB Bank Ltd. ₹63,60,000 for its failure to reset interest rates as
prescribed and to benchmark certain loan interest rates to an external benchmark lending rate,
based on findings from the same inspection period.
 These actions by the RBI aim to address regulatory compliance deficiencies and do not affect the
legality of the banks' transactions with their customers, with further actions by the RBI remaining a
possibility.

India's State of the Economy report

 Retail inflation's momentum in February necessitates a cautious monetary policy stance to aim for the
4% inflation target, as highlighted by the Reserve Bank of India's State of the Economy report.
 Recurring short-term food price pressures are impeding the quicker achievement of the inflation
target, despite a steady decline in core inflation.
 Private final consumption expenditure remained subdued, even during the festival season of the
third quarter, though there's an optimistic demand outlook for premium consumer businesses based on
shifts in per capita income.
 The report projects an economic growth rate closer to 8% for the current financial year, surpassing
the National Statistical Office's estimate of 7.6%, with GDP growth expected to stay strong at 7.4% for the
financial year 2024-25.
 Infrastructure development is highlighted, with the financial year likely witnessing the highest ever
construction of four-lane roads and speed/access-controlled highways, contributing to the positive
growth outlook.

RBI imposes monetary penalty on Indostar Capital Finance Limited, Mumbai, Maharashtra

 RBI imposes a penalty of ₹13.60 lakh on Indostar Capital Finance Limited for non-compliance with
fraud monitoring and KYC directions.
 RBI fines Bank of India ₹1.40 crore for violating various regulatory directions including interest rates and

 The Centre has tweaked the new ₹75,000-crore PM-Surya Ghar Muft Bijli Yojna (Prime Minister’s
Rooftop Solar: Free Electricity Scheme).
 From an initial plan to fully subsidise the installation of 1-3 KW solar systems in one crore households via
tie-ups with renewable energy service companies, the scheme will now only contribute up to 60% of
the costs.
 Households interested in availing the scheme’s benefits will have to fork out the balance amount
and pay a minimum of ₹20,000 depending on the power capacity of the installed system though this
could be defrayed by a low-interest, collateral-free loan.
 Only houses with a suitable roof and an existing connection to the grid will be eligible for the scheme
and consumers still have to pay for all the net power supplied and consumed via the grid.
 The major difference from previous versions of the scheme is a doubling of the subsidy on rooftop
solar (from an earlier ₹14,500 per kw) and an anticipated improvement in service delivery.

Food Waste Index Report 2024

 Over one billion meals were wasted daily in 2022, while 783 million people faced hunger and a third
of humanity experienced food insecurity, according to the Food Waste Index Report 2024 by the
UNEP and WRAP.
 In 2022, 1.05 billion tonnes of food waste were generated globally, averaging 132 kilograms per
capita, with 60% occurring at the household level, food services responsible for 28%, and retail for

Australia, Japan, the U.K., the U.S., and the European Union have suitable food waste estimates for
monitoring progress towards Sustainable Development Goal 12.3.
 Food waste is not just a problem in wealthy countries; average levels of household food waste in high-
income, upper-middle, and lower-middle-income countries differ by only 7 kg per capita. Hotter
countries tend to have higher per capita food waste, possibly due to the consumption of fresh foods and
lack of cold storage.

 Rural areas generally waste less food than urban areas, often diverting food scraps to pets, livestock,
and home composting. The report calls for governments to integrate food loss and waste reduction
into their Nationally Determined Contributions to raise climate ambition.

 The 2024 theme for World Meteorological Day is 'At the Frontline of Climate Action'.
 Admiral R Hari Kumar, Chief of the Naval Staff, emphasized the urgency of addressing climate
change and the goal of 'Achieving a Climate Smart Society' under the WMO's framework.
 He acknowledged the Indian Navy's efforts towards sustainable policies and integrating climate
considerations into security strategies.

 The U.S. delegation was led by Secretary of State Antony Blinken, with a notable absence of other
U.S. officials, amid domestic pressures and the summit's unpopularity in an election year.
 South Korea's choice as the host aimed to boost its international stance and support the pro-American
government of President Yoon Suk-yeol, despite facing economic and social challenges.
 Chinese analysts dismissed the summit as a failure of America's soft power, questioning its future impact
and continuity under potential new U.S. administration changes.

Climate Finance Road to COP29

 The UN Climate Change Conference (UNFCCC COP 27) in Sharm El-Sheikh, Egypt, established a
Loss and Damage Fund for climate disaster recovery in developing nations.
 COP 28 in Dubai focused on transitioning from fossil fuels and pledged to triple renewable energy
capacity by 2030.
 COP 29 in Baku will focus on finance, particularly the New Collective Quantitative Goal (NCQG), a
new annual financial target that developed countries must meet from 2025 to aid climate finance in
developing countries.
 The NCQG is set to replace the 2009 commitment of USD 100 billion per year, which was not fully
delivered, aiming for a higher collective amount for mitigation and adaptation efforts in poorer nations.
 Global climate action requires significantly more financing than currently pledged, with developing
countries needing about USD 6 trillion annually until 2030, while transitioning to a low-carbon economy
could require USD 4-6 trillion annually until 2050.
 India has suggested the NCQG be at least USD 1 trillion per year, though developed countries'
commitment to such an amount remains uncertain.
 Challenges in climate finance include insufficient funds, lack of ambition from developed countries,
transparency and accountability issues, and the need for equity, justice, and mobilizing private
finance.
 Capacity building and technology transfer, along with managing debt burdens and considering the
economic impacts of a global slowdown, are crucial for effectively implementing climate action.
