7.3.2 Marine Work-Related Incident (Over/Near Water)

On the occurrence of an emergency related with marine work / onshore such a tragedy
of:
• Falling Into Seawater,
• Drowning /Lost in Seawater
• Vessel Capsized.
• Falling Into Water Intake Pit, Waste Water Treatment Chamber, etc

The eyewitness should initiate the notification procedure as follow:

• Notify emergency coordinator


• Notify Malaysia Emergency Response Services (MERS), if necessary. Call 999.
• Notify your supervisor or area supervisor

Sufficient rescue boat(s) should be provided and kept ready for immediate use in case of
emergency.

Rescue facilities, lifebuoy with sufficient lifeline, sufficient stretcher(s), water rescue reach
pole, lifejackets, portable resuscitation equipment and first aid facilities, should be
provided and kept readily accessible for emergency use.

Necessary information on adverse weather should be made available from the Malaysia
Meteorology Department (including any specific data/forecast to be prescribed with due
regard to the peculiar site location/situation) or other reliable sources and
timely/effectively communicated to personnel/workers likely affected by the weather.

Shelters, vessels for rescue and evacuation from adverse weather, etc., should be
provided in the vicinity of workplaces over/near water.

Evacuation procedures should be timely launched with due regard to impending adverse
weather.

7.3.2.1 Emergency Communication Process

Incident Commander

• To take charge managing the full response on the major emergency situation or
disaster.
• To setting priorities, and determining incident objectives and strategies to be
followed.
• To conduct post-mortem process, including creating documents where teams can
share their thoughts, planning post-mortem meetings, and making
recommendations on how to prevent or lessen the impact of future incidents.

Emergency Coordinator

• Receives emergency phones call


• Assess the level of the emergency
• Notify Incident Commander, Owner/OE & Area Team Leader/Supervisor
• Initiate call-outs the Marine Emergency Response Team (ERT)
• To deploy others ERT members to support and reinforce the marine emergency
response team if necessary.
• Start time and event log

Marine Emergency Response Team

• Marine Emergency Response Team Leader need to deploy related response team
with sufficient capacity.
• Update Emergency Coordinator upon arrival at incident location.

• Notify Emergency Coordinator if required to deploy reinforcement from other ERT


members.
• Notify area Team Leader/Supervisor to evacuate the area
• Establish & maintain safe, secure incident scene response
• Handed over the incident victim to Malaysia Emergency Response Services
(MERS) if necessary.

Area Team Leader/Supervisor

• Account for All Personnel


• Notify area personnel and management
• Temporary stop the affected area activity until the situation back to normal
• Assist ERT on any instruction given.
• To cooperate and joint the incident investigation

Eyewitness

• To assess the emergency situation condition
