1. PURPOSE

This procedure describes the requirements for the turnover of responsibility for care, custody, and
control of Concrete Structure from Civil Work to Mechanical Erection.

The primary intent of this procedure is to define the specific structure turnover process, including the
construction phase and area controls.

- To ensure an efficient and safe turnover of the plant areas or structures from Civil works
(responsible party: Contractor and Civil Subcontractor) to Mechanical erection works
(responsible party: Contractor and Mechanical and Electrical Subcontractor).

- This procedure has to be lead in line with overall project agreed time schedule and its milestones.

2. SCOPE

This procedure applies to the Pulau Indah Combined Cycle Power Plant Project.

It covers those Areas under the legal, physical possession of either Party for the executing activities
inherent or in connection with the Works.

This procedure will not cover System, Sub-system Turnover.

This procedure does not impose additional contractual obligations outside those specified within the
respective parties' agreement.

4. TERMINOLOGY, DEFINITIONS, ABBREVIATIONS

Unless indicated otherwise, this procedure and/or its annexure adopt(s) the abbreviations and
definitions set out in the Contract.

FITP : Field Inspection and Test Plan

Area : Means any sub-division of the Site and/or those structures in the
vicinity of the Site where there exist interactions between the
Parties likely to create interferences, as may be amended from time
to time.

Zones / Boundary : Subdivided areas defined by agreement between the contractor'


responsible team(s) and the subcontractor

Civil work Turnover (or : Means whole or partial concrete structure turnover from civil
Civil Turn Over (“CTO”) work to mechanical erection.

Turnover Requirements : List of requirements that highlight the conditions for a Turnover
acceptance considering further that such acceptance shall not in
any way constitute a transfer of risk (or title) of the object
covered by the certificate unless otherwise agreed in writing by
the Parties
Turnover Form : The document defined in Exhibit 1 of this procedure records the
handing over of a specified Structure, Area, or Zone from one
Party to another and the conditions inherent to the Turnover (if
any)
Turnover Originator : A party who is responsible for the management of the designated
Structure of Civil, Area, or Zone and has completed work in the
Area or Zone
Contractor’s Civil work representative and their subcontractor
Turnover Recipient : Party accepting the Turnover Mass concrete Structure, Area. or
Zone, to carry out work after the Turnover
- Contractor’s Mechanical work representative and their
subcontractor

Remaining and : List of Non-Conforming works of products, defect on works or


Outstanding works products and outstanding works. These items shall be classified
in the order of the required to complete or rectification.

Turnover Walkdown : Check a condition with related organizations for turnover and
undertaking the Area or Structure for the CTO.

NCR (Non Conformance : Is a construction-related document that addresses specification

SON (Site Observation : A report documenting general and detailed observations on issues
Notice) with relatively lower quality impact on products and structures
compared to NCR, or non-conformance for Temporary work and
facility.
Turnover Party : Turnover Originator (Civil Subcontractor) and Turnover
Representative (Contractor’s Civil work Representative)

Takeover Party : Turnover Recipient (Mechanical Subcontractor) and Takeover


representative (Contractor’s Mechanical work Representative)

5. RESPONSIBILITY

5.1. Turnover Originator (Civil Subcontractor) is the responsibility of which is:

1) to complete the works to be turnover structure, area, or zone as scheduled milestone and CTO
plan

2) To notify Contractor’s Civil Team's representatives at least 3 days before the Turnover occurs,

3) To produce required documentation according to FITP, and confirmed that Contractor all related
inspections and tests are completed before the Turnover occurs, To fill out and issue the
Turnover form (Exhibit 1),

4) To organize a Turnover Walkdown scheduleTo distribute Turnover Form to the relevant


Contractor’s Civil Team representatives,

5) To propose an outstanding works completion plan for approval to the Contractor's responsible
representative and coordinate with him for diligent implementation of such program

6) To participate Walkdown and to be registered for remaining and outstanding Items

7) To clear NCR and SON directly related to Mechanical Erection

5.2. Turnover Representative (Contractor’s Civil work Representative) is the responsibility of which is:

1) To prepare and manage the overall CTO Plan based on Areas or Structure of Civil and distribute
it to the related Subcontractor

2) To review and approval CTO issued by Turnover Originator

3) To confirm a Turnover Walkdown schedule

4) To check and review the CTO related document and control it

5) To coordinate with Turnover Recipient and Turnover Originator for an outstanding and
remaining works completion after Turnover if necessary.

6) To participate and carry out a pre-CTO Walk down with Takeover party

7) To record all remaining work and outstandings during CTO Walk down

8) To provide all information to the takeover recipient

9) To clear all NCR and SON

5.3. Contractor’s QAQC Team Representative is the responsibility of which is:

1) To review and check CTO

2) To check and review NCR and Outstanding works status for the CTO

3) To participate CTO walkdown and issue remaining work and outstanding item

5.4. Turnover Recipient (Mechanical Subcontractor) is the responsibility of which is:

1) To secure the area turned over with its own safety condition,

2) To check and confirm survey records for embedded parts which are related to an Mechanical
erection works before

3) To reveiw and accept CTO

4) To coordinate with Contractor’s Civil and Mechanical works Representatives and allow its
outstanding works and remaining works to be completed,

5) To preserve the integrity of the area or the structure of Civil as he will bear the responsibility
for any damage which occurs between the Civil Turnover and the Erection Turnover.

6) To participate and carry out a Turnover Walkdown with other related parties

7) To check a handover concrete structure of Civil and whether proceed with Mechanical Erection
work

5.5. Takeover representative (Contractor’s Mechanical work Representative) is the responsibility of


which is:

1) To reveiw and accept CTO

2) To review a Turnover Recipient’s comment and request

3) Coordinate with Turnover Recipient, Turnover Originator, Contractor’s Civil and Mechanical
erection work representatives from time to time if necessary.

4) To participate and carry out a pre-CTO inspection with other parties

5) To make a decision to erect Mechanical work considering overall circumstances and conditions

6. GENERAL
6.1. CTO objects shall be selected as below criteria;
- High risk (Irrevocable or difficult to go back to the previous condition)
- High Value Equipment’s Foundations

6.2. This procedure shall be applied to carry out CTO the below equipment.

6.3. Codition of Civil Turnover


1) All Concrete works for handover Structure of Civil or Area shall be completed.

2) Generally, a Non-conformance Report (NCR) that is directly related to Concrete Stucucture


shall be closed before Mechanical Erection.
If an NCR would not be closed before Mechanical Erection Work, Contractor’s takeover
representative shall make a decision considering the direct effect of the equipment and
interference with Mechanical erection work progress.

3) Generally, a Site Observation Notice (SON) which is directly related to Concrete Stucucture
shall be closed before Mechanical Erection.
If a SON would not be closed before Mechanical Erection Work, Contractor’ taking-over
representative shall make a decision considering the direct effect of the equipment and
interference with Mechanical erection work progress.

4) Both Turnover and takeover parties shall carry out Walk down before Mechanical Erection.

5) During the walkdown, outstanding and defects shall be recorded on the remain and outstanding
works list.

6) All recorded Remain and outstanding works which are directly related to Concrete Stucucture
shall be cleared before Mechanical Erection

If a Remain and outstanding works would not be closed before Mechanical Erection Work,
Contractor’s takeover representative shall make a decision considering the direct effect of the
equipment and interference with it.

7) Remain remain and outstanding works items shall be categorized by a closing target date, and
the handover party shall clear all remaining remain and outstanding works items by the agreed
date by the handover and takeover parties.

8) The handover party shall review and confirm the concrete structure's quality records, such as
the concrete compressive strength test and survey report. And these quality records shall be
provided to takeover parties for reference.

9) Contractor’s handover and takeover representatives shall coordinate to carry out the remaining
civil work and clearing NCR and SON during Mechanical erection work, if necessary.

7. PROCEDURE

7.1. Safety
1) The CTO shifts the safety responsibility of the area or structure of Civil from CTO Originator
to Turnover Recipient.

2) Turnover Recipient shall remain responsible for safety of the area or structure of Civil until the
precommissioning or/and Commissioning Turnover

7.2. Care of Works


1) The CTO shifts the care of works responsibility of the area or structure of Civil from CTO
Originator to Turnover Recipient.

2) Turnover Recipient shall remain responsible for conservation and care of the area or structure
of Civil until the Erection Turn Over.

7.3. Turn over process


Responsible Actions

Turnover Originator At least 3 days prior CTO, Turnover Originator shall notify the
Contractor’s Civil work representative of the readiness of the
Area/Zone to be transferred.
And Contractor’s Civil work representative shall share the date with the
Turnover Recipient(Contractor’s Mechanical work representative and
their subcontractor)

Turnover Recipient Check and Review all Area/Zone specific Turnover Requirements e.g.
i) Construction work is complete
ii) Specific access route to Turnover Area
iii) Specific requirement for a condition of Turnover.
iv) Any temporary work required related to the Turnover

Turnover Originator / Carry out a CTO Walkdown with the Turnover and Takeover parties
and any release parties (QA/QC, Consultant, If applicable, Owner's
Recipient Team…) against drawings and Turnover Requirements.
A preliminary list of remaining work and outstanding works as defined
will be issued.

Turnover Originator Correct and clear remaining work and outstanding , if applicable.

Turnover Originator / To be issued agreed CTO, Remaining works shall be confirmed


between Turnover Party and Takeover Party
Recipient - All remaining work including NCR and outstanding shall be
recorded on the CTO remark column or are attached separately to
CTO.
If the remaining work is not affected by Mechanical Erection work,
both parties will sign off on the CTO.

Turnover Originator / In the event that severe latent defects are found after Turnover, the
Turnover Certificate may be canceled by mutual consent of all parties,
Recipient if the works of the recipient cannot continue.
Turnover Party may be accessed with the Takeover party’s approval to
complete repair or additional work.
A revised Turnover Form would then be issued if required when defects
are rectified.

8. TURNOVER VALIATION

It is of the utmost importance that when a CTO occurs, the area concerned is totally completed with
the exception of remaining work and outstanding. The Concrete structure to be turned over to
Mechanical Erection must as a minimum meet the criteria detailed below:

1) The area to be turned over must have been conducted a walkdown by Turnover Originator
and Turnover Recipient.
2) All the relevant inspections and tests for Civil works must be completed and recorded as
per Field Inspection and Test Plan, and Contractor's Responsible turnover construction
discipline and QC representatives shall confirm it.
3) A Boundaries / Area / Zone to be turned over must have been conducted a walkdown by
Contractor, Turnover Originator, and Turnover Recipient.
4) Remaining work and outstanding must be recorded on the CTO Form.
5) Remaining work and outstanding works can only be allowed after an agreement of both
Contractor responsible teams, Turnover Originator, and Turover Recipient.
6) NCR and SON related and directly impected to Mechanical erection work and affected
equipment and facility shall be closed before Mechanical Erection works.
7) Civil works needed to continue alongside an area partially handed over must be discussed
and agreed upon by the Contractor’s Construction Engineer for mechanical erection
works.
8) Cleaning of the area before turnover is Turnover Originator’s responsibility and must be
carried out before turnover.
9) In the event a turnover is accepted, where the works are not fully completed, Contractor
and subcontractors shall be allowed to return to the turnover zone for possession to
complete their outstanding works.
10) Late, additional or unforeseen Temporary Works/Access requirements shall not impede
the final acceptance of the CTO or the registration of the CTO acceptance date. This
requirement shall be incorporated into the CTO remain and outstanding works list and
the Turnover shall be deemed completed
