1. INTRODUCTION

1.1. Overview
This Employers Framework Construction Lifting Plan proposes a framework for lifting control
and best practice measures that have to be adopted within a project specific Contractor’s
Construction lifting plan, which shall be developed and maintained by the contractor. This
framework includes all actions which may be required during the construction phase of the
Project in order to avoid, minimize, or offset likely hazard and social impacts that are
attributable to the Project.

Prior to the commencement of construction, the requirements of this lifting Plan shall be
detailed in full within a comprehensive document, which shall be developed by the Contractor
and approved by consultant.

1.2. Scope

• Due to the critical nature of crane operations, the host country standards
• (MARCO) will be strictly adhered to DGDA Standards.
• Employees who operate this type of equipment shall be trained in its safe use,
operation, inspection and shall be certified in accordance with Saudi.
• This Standard defines minimum acceptable standards to assure personnel safety and
applies to DAO Project lifting activities.
• Specifies the methods, procedures, and responsibilities for performing standard lifts
and critical lifts that involve crane operations.
• Defines various types of crane lifts.
• Identifies procedures required for performing various types of crane lifts.
• Identifies the categories and work capacities of riggers.
• Improves MARCO and Sub contractor safety performance when involved in crane
activities.

1.3. Purpose

To establish minimum safety requirements relating to the safe maintenance and use of cranes
of both truck and self-propelled wheel type, and any variations that retain the same
fundamental characteristics on Diriyah Art Oasis.

2.1. Competent Person

Under this standard a person who, by possession of a recognized pertinent degree or


certificate of professional standing or who, by extensive knowledge, training, and
experience, has successfully demonstrated the ability to solve or resolve problems relating
to the subject matter and work. Competent persons shall be designated in writing by the
Contractor department manager.

2.2. Tower Crane


Tower crane consisting of a rotating superstructure with a power plant, operating
machinery, and boom, mounted on a base and equipped with crawler treads for travel or
mounted on a crane carrier equipped with axles and rubber-tired wheels for travel.

2.3. Crane lift Critical.


Any crane lift that requires a Critical Lift Plan

2.4. Crane Lift-Standard (Ordinary)

A standard crane lift is any lift not classified as a critical lift. Crane configuration shall be
with main boom only.

2.5. Crane operator


A person certified by third party as being qualified to operate a specific model and capacity
of crane; may also receive additional certifications for crane attachments, tandem lifts, pick
and carry operations, and personnel platforms (man baskets).

2.6. Critical Lift Plan


A Critical Lift Plan is a document that identifies a specific load and the operating
restrictions. Pertinent information includes all weights on hook blocks and attachments.

2.7. Rated capacity (LOAD) limiter (RCL)


A device that automatically monitors radius, load weight, and load rating and prevents
movement of the crane, which would result in an overload condition.

2.8. Rigger
A person certified by Third party to prepare a load for lifting. (rigger categories are Lifting
Supervisor, II, and III)

2.9. Tandem Lift :

Any crane lift involving two (2) or more cranes lifting or tailing the same load at the same time.:
The factors additionally should be considered while the tandem lifting commenced:

1. Determine the center of gravity of the load before you attempt to lift the load.
2. Attach the load properly to the cranes.
3. Ensure that the center of gravity of the load doesn’t shift while lifting or moving the load.
4. Stably move the weight to avoid facing any lifting failure.
5. The center gravity should not shift while moving, the load won’t be stable and may lead to failure.

The positions of the cranes matter while you try to lift a huge load using the tandem method. The entire
tandem lifting operation has to be completed under the supervision of an expert. You must not engage
inefficient workers in tandem lifting. If you don’t posit the cranes in the right positions, you will face a lifting
failure.

Sideloading is something that can be very dangerous during a tandem lift. Sideloading can be the reason
for severe accidents while lifting the load. Sideloading can occur due to the improper coordination among
the cranes you’re using in the tandem operation. Ensure that the cranes are in a proper sequence whil e
you’re initiating a tandem lift.

Before executing a tandem lift, the working team must have a well-constructed lifting plan. Tandem lifts
should not be performed without proper lifting plans. Executing tandem lifts in abrupt ways can be
extremely dangerous as can injure the operator seriously.

Weight distribution is another factor that you have to keep in mind while performing tandem lifts. The
weight of the load that you’re lifting should be well distributed among the cranes during a tandem lift. You
can use similar cranes to lift the load in a balanced and stable way. Overloading is a disastrous issue that
can be the leading reason for a lifting failure. You must check the load-taking capacity of each crane that
is involved in a tandem lift. In the case of unequal distribution, you can use cranes with different load-
taking capacities to make the process easier. You also have to check the movement speed of each crane
before you start the operation. Cranes with different movement speeds are not favourable for a tandem
lift. If the load is equally distributed among all the cranes during a tandem lift, the lift becomes easier.
In several cases, the loads require additional riggings to get lifted. Sometimes, you need to apply
separate lifting equipment for lifting the load. In such cases, equalizer beams can be a good solution to
your problem. You can use equalizer beams to avoid unequal distribution of the load among the cranes.
Besides the cranes, you have to know the maximum load-taking capacities of the rigging equipment and
equalizers beams as well. A complete rigging detail is mandatory for a successful tandem lift.

3. RESPONSIBILITIES
3.1. Project Manager
Ensure that all lifting operations are adequately planned and executed, and that all lifting
equipment used on site is certificated and conforms to this procedure.
3.2. Site Engineer
Be responsible for implementation into the construction team of approved lifting
procedures such that safe and effective lifting operations remain established and executed.
Ensure that Lifting Subcontractor has provided all preparations stated in Work Method
Statements prior to and during lifting operations.

3.3. HSE Supervisor


Ensure that all persons involved in the lifting operations are competent and suitably trained
in HSE matters for the operations to be performed.
Liaise with all members of the Project Management Team, Supervisors and
Subcontractors on the planning of all lifts including erection, certification and maintenance
of all lifting appliances.
3.4. Lifting Supervisor
Carry out a review of Method Statements, Risk assessment and Job Safety Analysis
produced by the Lifting Subcontractor.
Be responsible for the assessment of lifting operations to ensure that planning, selection of
cranes and lifting equipment, instruction and supervision as necessary is in place to enable
the lifting task to be safely executed.
Ensure that transportation and lifting operation strategies are followed and that operations
are carried out in accordance with Project specific procedures.

Ensure that adequate inspection and maintenance of lifting equipment is carried out by the
Lifting Subcontractor.
Monitor the lifting operations are being carried out effectively in accordance with the
established.
Lifting Supervisor shall be certified from third party.
Lifting Subcontractor shall:
Has a prime responsibility for their lifting schedules, calculations, the adequacy and
safety of the lifting activities/arrangements and execution while the Contractor Lifting
or safety supervisor is responsible for their review and monitoring the operations.
Be responsible for overall operations ensuring that lifts and associated transportation
are safely and effectively planned and executed in accordance with the Project and
statutory requirements.
Make Work Method Statements, permit to work, Risk Assessments and Job Safety
Analysis for review and approval by the Contractor Lifting or safety supervisor. A
Toolbox talk to ensure Job Safety Analysis shall be conducted every morning on site
prior to commencement of any lift by the Supervisor responsible for lifts.

4. CRITICAL LIFTING
4.1. High risk work environment crane lifts include, but are not limited to, the following
examples and restrictions/requirements:

• Any part of a crane whose boom or boom attachment is working within 10 meters (33
feet) of any hydrocarbon and/or pressurized piping areas. This includes cranes having

to suspend a load over vessels, piping, and/or equipment containing hydrocarbons,


steam, or other pressurized liquids.
• Any part of a crane whose boom or boom attachment is working within 10 meters (33
feet) of any populated/traffic areas. This includes cranes having to suspend a load
over pedestrians, vehicle traffic, occupied construction equipment, and/or occupied
buildings.
• Any crane lift that requires an attachment(s) to the main boom (except those used as a
‘super lift device).
• When using adjustable devices attached below the hook.
• When using adjustable devices to transfer a load from the crane hooks.
• Any load 36.3 t (40 tons) or greater.
• Any load that exceeds 75% of the crane’s rated load capacity or manufacturer’s
specifications for that specific lift.
• Any crane lifts with explosion/fire/high heat hazards.
• Any crane working near energized powerlines. When working less than 1-1/2 fully
extended boom lengths from energized powerlines, a designated signalman shall
ensure the following minimum distances are maintained:

• Local work permit procedures shall be followed when work is performed within the
above limits. MARCO concurrence shall be required on all Critical Lift Plan forms for
cranes whose booms, when calculated at full extension and with attachments, could
be operating within 10 meters (33 feet) or less of energized powerlines.
• Any part of a crane whose boom or boom attachment is working within 10 meters (33
feet) of a railway line. The Contractor shall submit a copy of the railway train schedule
as an additional required attachment to the completed Critical Lift Plan form.
• Have an approved Critical Lift Plan on site prior to the lift.
• Rigger II and Rigger III can perform and coordinate the actual lift they are limited to
after the approval of the Critical Lift Plan by Supervisor
• The following critical jobs are restricted to be performed by Supervisor.

Tandem lift, exceeding 85% of the crane’s rated load capacity, working beside
energized power line, and on rubber pick and carry/
• Local work permit requirements shall be observed.

4.2. Special critical crane lifts, hazardous by their nature and requiring special
training, rigging, and/or boom attachments, include, but are not limited to,
the following examples and restrictions/requirements:

1. Tandem lift or turning lift.

• De-rate all cranes involved in the lift by 25% of the load chart. (possible exception with
DGDA Management prior approval for super lift’ configurations)
• Utilize cranes of same size, manufacturer, and model, if possible, (except tailing lift) for
tandem (multiple) and turning lifts.
• Have a separate, approved Critical Lift Plan on site prior to the lift, each time one of
these types of lifts is performed.
• Have a Lifting Supervisor/rigging competent person in charge of actual lift
coordination.

2. Crane suspended personnel platforms (man baskets)

• Only allow work from, or transport by, a crane suspended personnel platform (man
basket) when conventional means of performing the work or reaching the worksite
(such as personnel hoist, ladder, stairway, aerial lift, elevating work platform, or
scaffold) would be more hazardous, or is not practical, because of structural design or
worksite conditions.
• Have an approved Critical Lift Plan on site prior to the lift.
• Have a Crane Suspended Personnel Platform (man basket) Permit properly
completed, signed, and on site prior to the lift.
• De-rate the crane by 50% of the load chart.
• Not perform crane suspended personnel platform (man basket) lifts in wind speeds
exceeding 25 km/h (15 mph – 13 knots – 7 meters/second).
• Have prior written approval from the Facility Manager for crane suspended personnel
platform (man basket) operations that are performed at night.
• At each job site, prior to hoisting employees on the personnel platform, and after any
repair or modification, the platform and rigging shall be proof tested to 125 percent of
the platform’s rated capacity by holding it in a suspended position for five minutes with
the test load evenly distributed on the platform (this may be done concurrently with the
trial lift). After proof-testing, a competent person shall inspect the platform and rigging.
Deficiencies found must be corrected and another proof test conducted. Do not lift
personnel until the proof testing requirements are satisfied.

3. Night-time Lifting

• Have an approved Critical Lift Plan on site prior to each crane lift performed at night.
• Have specific prior written approval from DGDA Management crane lifts performed at
night.
• Have proper lighting, sufficient to perform the lift safely.

4. On rubber tires or pick and carry lifts

• Have the on rubber and pick and carry lift duties stated on the manufacturer’s crane
load chart for this duty to be an acceptable option.
• Have the crane operator confirm that the proper recommended tires are fitted (sand
tires are not acceptable).
• Have the crane operator confirm the proper recommended tire pressure and that the
tires have no obvious defects.
• Have the travel surface level, free of potholes, and with acceptable ground conditions.
Travel speed shall not exceed 4 km/h (2.5 mph).
• Have the load secured to prevent any swing into the crane structure. Snubbing or tag
lines shall be used.
• Have travel procedures, as specified by the manufacturer, followed (e.g., the turntable
swing-lock pin should be engaged during travel).

Note: Traveling with a load is an inherently hazardous procedure that requires extra
precautions to ensure operations are conducted safely.

Critical Lift Requirements:

• All critical lifts shall require work permit.


• All sections of the critical lift plans must be approved by DGDA Management.
• Two sources for weight verification are required.
• Mats are required for all critical lifts using “on outriggers” chart.

5. CRITICAL LIFT PLAN

• All critical lifts require an approved Critical Lift Plan (See Attachment #2).
• Loads noted in approved Critical Lift Plans shall be rigged by a rigger certified for that
load category (Lifting Supervisor/rigging competent person, II, or III).
• The Critical Lift Plan form shall be properly completed, signed, and approved prior to
the lift. It shall first be signed by the originator; then signed by the crane operator,
rigger/rigging competent person, and Contractor supervisor. It shall then be reviewed

and approved by lifting Supervisor or by a rigging competent person designated by the


Contractor. The Critical Lift Plan Form also requires an additional signature
concurrence from the DGDA Management for any work near energized powerlines.
Note: Do not mix metric and non-metric measurement systems.
• The lifting Supervisor/Rigging Competent Person shall physically examine the jobsite
and the equipment to be used prior to giving signature approval to the Critical Lift Plan.
He shall be physically present to supervise all lifts that require a lifting
Supervisor/Rigging Competent Person.
• Blanket or multiple use Critical Lift Plans are intended to expedite operations where
crane lifts are identical, yet performed on different dates, or where lifts will be
performed continuously until the work is completed. The following Notes explain when
blanket and multiple use Critical Lift Plans may be used:

Note: Blanket Critical Lift Plans can be used for critical lifts using the same model and
capacity of crane, working from the same location, to lift the same piece of equipment
during different time periods, without having to fill out and sign a new Critical Lift Plan
form. The same Critical Lift Plan may be used for critical crane lifts, provided:

□ A new work permit is issued. The load configuration must be IDENTICAL,


□ The same lifting equipment and accessories (crane, load weight, location,
obstructions, work environment, etc.) are used,
□ The same rigging configuration is used, and Field verification has been
performed by the Contractor Supervisor. The Contractor Supervisor shall sign
and date the top of the Critical Lift Plan prior to the crane lift.
□ The crane shall not move from the inspected and approved location without
prior approval from the permit issuer

Note: Multiple use Critical Lifts Plans are crane lifts using the same model and
capacity of crane and location to lift an assortment of different pieces of
equipment. The same Critical Lift Plan may be used for multiple use critical
crane lifts, provided:

□ The most extreme radius, boom length, and load weight of the multiple lifts is
used in the calculations.
□ The same crane is used (identified in the Critical Lift Plan by the Equipment
ID#),
□ The certified crane operator and certified rigger/rigging competent person, who
signed the multiple use Critical Lift Plan are used, and A multiple use Critical
Lift Plan shall not be valid thirty (30) days from the date of signature by a Lifting
Supervisor/rigging competent person. After thirty (30) days, a new multiple use
Critical Lift Plan shall be obtained.

• Critical lifts routinely performed in high-risk operating environments, such as plants,


refineries, and pressurized piping areas, shall have related job standards or operation

procedures modified to include approved ‘blanket’ Critical Lift Plans that specify
required rigging for repetitive jobs.
• The Contractor shall have the authority to require an approved Critical Lift Plan for
crane lifts that do not meet the mandatory requirements.

6. GENERAL
• All crane lifts (standard and critical) require properly licensed and certified operators.
All electrical or engine powered cranes require a valid safety sticker issued by an
Inspection Department certified inspector. Crane operators shall perform all lifts as per
the DAO job requirements.
• The crane operator shall have the final decision on any crane lift that affects the safety
of the entire lifting operation.
• Third party riggers/rigging competent person shall be used to rig all loads, regardless
of weight to be lifted, configuration, or location. This includes such operations as
standard and critical lifts, loading or off-loading trucks (including boom trucks), etc. The
Contractor shall provide, in writing, the weight of any load prior to the lift.
• Personnel with Third certifications as both a crane operator and as a Third-party
certified rigger or rigging competent person shall not be allowed to perform both
functions at the same time, nor shall such a person be permitted to supervise a lift
while operating a crane.
• All crane travel on highways and outside plant areas shall be with the normally
mounted boom sections only. All hydraulic cranes shall have boom sections fully
retracted, jibs removed or stowed, and hook blocks secured. A positive locking device
shall be engaged to prevent the boom from swinging during travel. For all cranes fitted
with retractable suspension units, the suspension shall be level before traveling.
• All hydraulic cranes traveling inside plant facilities with more than the normally
mounted boom sections shall do so in strict accordance with manufacturer’s
specifications and procedures. Hydraulic cranes, traveling with more than the normally
mounted boom sections, shall not travel more than 1 km (0.6 miles). All direction
changes while traveling with extended booms or jibs shall be assisted by a flagman to
ensure that the boom tip I clear of any obstruction.
• All direction changes while traveling with extended booms or jibs shall be assisted by a
flagman to ensure that the boom tip is clear of any obstruction.
• All lattice boom cranes traveling inside plant facilities, without boom disassembly and
on the same job, shall do so in strict accordance with manufacturer’s specifications
and procedures. Repositioning of lattice boom cranes, without boom disassembly and
on the same job, shall be permitted, providing the movement is less than 1 km (0.6
miles) and escorted front and back. All crane direction changes while traveling with
extended booms or jibs shall be assisted by a flagman to ensure that the boom tip is
clear of any obstruction.

• If an operational aid stops working properly during the lift, the device/crane
manufacturer’s recommended procedures shall be followed. If no procedures are
available, a Lifting Supervisor/rigging competent person along with the crane operator
shall establish procedures to complete the lift.
• The use of operational aids shall not replace the requirements for verifying load
weights, radii, and lift parameters.
• All cranes working around populated or traffic areas shall have barricades placed to
provide clearance for tail swing. Only authorized personnel shall be permitted inside
the barricaded area.
• Cranes working near trenches and excavations shall be a minimum distance equal to
the depth of the trench or excavation for Class A soils and twice the distance for Class
B and C soils. If a safe distance cannot be kept, the trench or excavation shall be filled
and compacted prior to the crane being moved on site. The Contractor shall be
responsible for determining the soil classes and conducting all soil compaction and
tests per DGDA compaction standards.
• It is the responsibility of the crane operator to: Install and reposition swing-away jibs
and extensions on the hydraulic cranes; Reeve the hook block with the proper number
of wire rope falls to accommodate the load to be lifted within the safe working limits of
the crane; and Insert and remove boom sections for truck and crawler mounted lattice
boom cranes.
• Suitable knot-free and defect-free tag lines shall be used to control suspended loads,
except when their use may create a greater hazard. It is the intent of this Standard to
communicate that it is not acceptable to use hands to control or direct loads into
position. The act of positioning loads shall always be a ‘hands free’ act. The tag lines
and other devices shall be used to keep the employees at a safe distance from the
suspended load. In complex situations, this shall be planned in advance to ensure, the
involved employees are not at risk to the lifted components by being in the position to
physically contact the load.
• All cranes shall be fitted with the following safety items: fire extinguisher, back-up
alarm, spark arrestor (for cranes that are without an emission-controlled engine
system), and, if applicable, seat belts for highway driving.
• Cranes extending more than 60 meters (197 feet) above ground level shall have a
permanently mounted aircraft warning light operating 24 hours a day. This light shall
be a medium intensity, flashing white obstruction light during daytime hours with
automatically selected reduced intensities for twilight and nighttime hours. The warning
light shall be placed at the highest point of the crane.
• All cranes working for DGDA(Company-owned and contractor cranes), with the
exception of articulating boom cranes (boom trucks), shall be equipped with properly
working Rated Capacity [load] Limiters (RCLs) and anti-two block devices or two-block
damage prevention features for all points of two blocking (i.e., jibs, extensions, etc.).

• Rigging hardware and crane suspended personnel platforms (man baskets) shall be
inspected. Inspection records (logbooks) shall be current for all rigging hardware.
• All outdoor cranes, crane suspended personnel platforms (man baskets), and
elevating equipment (telescopic/hydraulic/scissor) shall suspend operations during
electrical storms and personnel shall seek shelter until the danger has passed.

• Removable float-pads on cranes shall be removed and stowed prior to traveling the
crane.
• The PMC shall advise the crane operator and the rigger/rigging competent person of
all underground utilities in the area of the crane prior to any lift.
• All cranes shall be leveled in accordance with manufacturer’s specifications and shall
be located on a properly compacted foundation prior to performing any lift. The
Contractor shall be responsible for determining the soil classes and conducting all soil
compaction and tests per DGDA compaction standards.
• Welding or modification on load hooks and other lifting equipment is strictly forbidden.
• When outriggers are used, they shall be extended or deployed according to the crane
load rating chart specifications. The crane’s wheels shall be raised completely off the
ground.
• Outrigger mats shall be used under all crane outrigger float pads during crane lifts.
Unless otherwise determined by a crane competent person, outrigger mats shall be
designed to support the total weight of the crane and load to be lifted. Any blocking
(cribbing) used under outrigger mats shall be stable to avoid overturning or sinking into
the soil. Outrigger mats shall not be permanently attached to the crane outriggers.
• Cranes shall be secured during high winds or after working hours by snubbing to
structures, laying down the lattice booms, withdrawing the hydraulic boom extensions,
and/or following manufacturer’s specifications. Tower cranes, when unattended, shall
have slew brakes released to allow weather vanning.
• The crane operator shall not leave the controls at any time while a load is attached.
• The hoisting, slewing, crossing, luffing, or traveling motions of a crane shall not be
used to drag any load along the ground with the hoist rope out of the vertical position.
Crane operators shall only pick-up loads when the boom head and hook are in plumb
(centered directly over the load).
• The main boom line and the auxiliary boom line (whip line) shall not be used at the
same time on the same load, unless otherwise specified by the crane manufacturer.
• Windows shall be provided in the front and on both sides of the cab or operator’s
compartment with clear visibility forward and to either side. Visibility forward shall
include a vertical range adequate to cover the boom point at all times.
• Personnel shall not ride the hook, auxiliary head-ache ball, or the load during the lift.
• Cranes working in close proximity to operating high heat sources (flare stacks, etc.),
that may affect the boom, sheaves, boom line, etc., shall take special precautions to
protect such equipment from damage.

• During crane operations, any activity that distracts the operator from the operation of
the crane will not be allowed, i.e., Cell phone, newspapers, books.

7. Riggers

• All riggers shall be certified by an approved Third-party source as Lifting supervisor,


Lifting supervisor, or Lifting supervisor (Supervisor) for a maximum of two (2) years.
The rigger certification identifies the load weight limits and type of lifts that can be
rigged without supervision. Lifting supervisor can rig loads up to 10 tons. Lifting
supervisor can rig loads up to 40 tons, originate Critical Lift Plans, and rig/supervise
crane suspended personnel platform (man basket) operations. Riggers-I Can rig all
loads and approve Critical Lift Plans for critical lifts. A Lifting supervisor and/or a Lifting
supervisor may only rig loads exceeding their certificate level if supervised by the
Rigger of the higher certificate level or by a rigging competent person. Loads noted in
approved Critical Lift Plans shall be rigged by a rigger certified for that load category
(lifting supervisor/rigging competent person, II, or III). However, all loads 40 tons or
greater require a Lifting supervisor/rigging competent person to supervise the lift.
• The rigging competent person is not intended to by-pass the Rigger-I requirements. A
rigging competent person shall only be used as a last resort. When it is impractical to
use a Third party certified Rigger-I (i.e. using experienced, qualified consultants from
outside the Kingdom to conduct special and unique crane lifts), the following additional
rigging competent person designation requirements shall apply:

□ The Contractor department manager shall designate, in writing, any such


rigging competent person.
□ The CONTRACTOR department manager shall assume full responsibility for
the rigging competent person designation.
□ The rigging competent person shall only be designated for the Rigger-I
category•
□ The written designation shall be valid for a maximum of thirty [30] days only
(per designation letter) from signature date of letter.
□ The written designation letter shall specify the facility where the rigging
competent person is to perform work and the nature of the required crane lifts.

• The lifting supervisor/rigging competent person shall physically examine the job site
and the equipment to be used prior to the lift. He shall be physically present to
supervise all lifts that require a Rigger-I/rigging competent person.
• Third party certified riggers/rigging competent person shall be used to rig all loads,
regardless of weight to be lifted, configuration, or location. This includes such
operations as standard and critical lifts, loading or off-loading trucks (including boom
trucks), etc.

8. TOWER CRANE OPERATOR


All Crane Operators are to be certified by SASO as being qualified to operate specific models
and capacities of cranes.

• Some critical lifts require specific testing and certification with exception of the swing
away jibs.
• Apprentices and trainees in the training programs may be deemed as “operator
trainees” for training purposes and may operate equipment under the direction of a
certified operator and only operate in non- production areas suitable for the training.
• A certified operator must in constant observation of the trainee and in the area of
operations at all times during setup and operation of the crane. And operator trainee
will have a license that states: “operator Trainee—shall not perform critical lifts or
operate crane in a production facility”. Operator should provide the following.
□ Copy of heavy driving license or.
□ Copy of third-party certificate.

9. COMMUNICATION

Mobile phone is prohibited to use Tower crane for security purpose.


Operator and rigger must use walky-talky for communication.
