1. Objective: The objective of this method is to describe the required standards and performance
criteria to be followed for the installation of LV cables.
2. Purpose: The purpose of this method statement is to ensure the correct ways for installation
of LV cables and agreed procedure are implemented during execution of the previously
described work.
3. Scope: The scope of this method statement covers the objective requirements of applicable
steps to be followed for the installation of LV cables.
4. Reference: The latest revision of the referred codes and standards shall be used wherever
applicable.

5.1 Ampacity: The current in amperes that a conductor can carry continuously under the
conditions of use without exceeding its temperature rating.
5.2 Cable: Conductor with insulation or a stranded conductor with or without insulation
covering (single conductor cable), or a combination of conductors insulated from one
another conductor cable).
5.3 Conductor: Any carrier of electric current. In practical terms, a wire or cable is designed
to carry electric current. A conductor can be insulated or uninsulated, depending on the
application. Examples include wire, cable and bus bar.

5.5 Duct Bank: A group of ducts or conduit usually encased in concrete in a trench.
5.6 Direct Buried: Also referred to as URD or underground distribution. Cable is laid in a
trench and directed to specific locations through the use of pad-mount transformers,
switchgear, centres, riser poles.
5.7 Heat Shrink: A material used to connect two pieces of conductors together. The material
shrinks to fit when heat is applied.
5.8 Insulation: Non-conductive material that is applied over a conductor (e.g. cable, wire) to
insulate a conductor from other conductors or ground.
5.9 Jacket (the outer covering of a cable): A tough plastic material that provides physical
protection for the cable. Jacketed cable protects against physical damage and corrosion,
thus reducing the risk of damage to the primary neutral.
5.10 Handhole: A subsurface enclosure which personnel may enter; handholes are for
installing, operating and maintaining underground cable systems.
5.11 Splice: The joining of two or more cables by connecting the conductor’s pair to pair.
5.12 Shield (Screen): A metallic layer usually in the form of a braid of foil surrounding one or
more electrical conductors to insulate them from electromagnetic interference.
5.13 Overcurrent: Any current in excess of the rated current of equipment or the ampacity of
a conductor. It may result from overload, short circuit, or ground fault.

6.5.5 The QA/QC Engineer is responsible to make sure the delivered materials are as per
approved material submittal.
6.5.6 Ensure that the work has been done as per the specification and approved drawings.
6.5.7 Ensure that the inspections are done as per approved PQP and ITP and offer works
for consultants’ inspection.
6.6 HSE Inspector: Safety Inspector / HSE Officer is responsible to ensure that all safety
precautions are in place, and that all personnel on site are using the required PPE like
Helmet, Gloves, Shoes and Coveralls. All relevant permissions are will be ensured for the
works.
6.7 Foreman: Follow up scope of work given by the Engineer. Understand approved shop
drawing, method statement and HSE requirements before execute the work. Assign
manpower, material and machinery for the scheduled work. Complete the work in the
planned/scheduled time period. Conduct the toolbox meetings regularly to the workers
before start the work.
6.8 First Aider:
6.8.1 To provide on-site first-aid treatment to employees at work upon incidents resulting
from minor injuries which would otherwise receive minimal or no treatment, or
which do not need treatment by a medical practitioner.
6.8.2 Ensure that the First Aid Box assigned is safe guarded and box kept at conspicuous
location.
6.8.3 Ensure that First Aid Box content is maintained and stock usage is recorded and
reported to supervisor.
6.9 Skilled/Unskilled workers:

tray surface is horizontal, without any overlapping. Ensure that the cable distance
is maintained as per approved shop drawing, as per manufacturer's
recommendations and as per general engineering practices.
8.2.9 Earth conductor shall be laid parallel along with cables and tide along with the cable
at suitable intervals.
8.2.10 Where cables are passes through a floor or wall, sealing material should be provided
and that area should be sealed properly (from both sides).
8.2.11 On completion of cable laying and dressing, continuity and insulation resistance
tests with (1000 V Insulation tester) shall be carried out and shall be recorded. Cable
ends shall be sealed properly, till the glanding and termination.
8.2.12 All conductors requiring bolted connection shall be terminated with compression
lugs using an automatic compression crimping type tool.
8.2.13 Cable lugs shall be tinned copper compression type.
8.2.14 Terminations to be carried out as per standard and approved procedure.
8.2.15 Cable glands to be used of approved and quality as per manufacturers
recommendations.
8.2.16 Insulation test shall be carried out after installation and before termination of cables.
8.2.17 After approval by consultant for the cable laying and meggering, test results shall
be submitted.
8.2.18 Crimped terminations shall be used for cables above 6 sq.mm and pinch screw
should not be used.
8.2.19 LV cable termination and connections shall be done by experienced electrical
technician under the supervision of site supervisor or site engineer.

9.1.6 Before commencement of any test, copies of all relevant drawings, certificates and
specifications shall be made available.
9.1.7 Provision of suitable test gear for the test shall be the technical and financial responsibility
of the Vendor.
9.1.8 Detailed records of all tests by Contractors, Vendors or Field Engineers shall be provided
and shall become the property of the Company.
9.2 Tests: The following shall be carried out as a minimum. Any type, obligatory and routine tests, as
defined in the IEC standards-referenced, shall be performed on cables even if not listed below.
9.2.1 Bending tests plus partial discharge.
9.2.2 Long time voltage tests.
9.2.3 Impulse with-stand.
9.2.4 Power factor and temperature.
9.2.5 Heating cycle plus partial discharge test.
9.2.6 Power factor and voltage, and capacitance.
9.2.7 Flame-retarding tests for sheath - except for cable to be laid totally buried. (Underground
application).
9.2.8 Oil immersion test for sheath.
9.2.9 Ageing test.
9.2.10 Hot set test.
9.2.11 Conductor examination and check of dimension.
9.2.12 Continuity tests.
9.2.13 Voltage tests.
9.2.14 Conductor resistance tests.
9.2.15 Insulation resistance tests.
The following test shall be added:
9.2.16 Mechanical tests.
9.2.17 Water absorption tests (the test shall take into consideration the damp & saline nature of
the soil at the project site).
9.3 Note:
9.3.1 HCL emission tests shall be conducted in accordance with IEC 60332-2 requirements.
9.3.2 Where specified as Fire Resistant cables shall pass the tests in IEC 60331, and where
specified as Flame Retardant cables shall pass the tests in IEC 60332 Part 3- 23 'Category
B' for cables with an overall diameter smaller than 50 millimeters. Lead sheathed cable
shall be constructed from flame-retardant materials, but test results for the lead sheath
construction are not required.
9.3.3 After testing, the ends of the cable shall be sealed by an approved method to prevent the
ingress of moisture.

9.4.1 All cables shall be tested, and results recorded and shall include expected values, permitted
tolerances, and results of measurements carried out.
9.4.2 The Contractor shall submit 5 certified copies of test reports not later than 10 days after the
completion of all factory tests for review and approval by the Royal Commission.
10. Resources:
10.1 Tools and Equipment:

10.2.1 LV cables, wires and accessories shall be in line with the approved material
submittal.
10.3 Manpower:
10.3.1 Electrical site engineer.
10.3.2 Safety officer.
10.3.3 Technicians.
10.3.4 Foreman.
10.3.5 General labor.
12. Delivery, Handling and Storage: The contractor will deliver, handle and store material and product
units in accordance with the following requirements:
12.1 Ensure cable ends are sealed with waterproof, heat-shrinkable plastic or elastomeric end
cap with adhesive type sealing compound. Cable ends shall be properly secured to the reel.
12.2 Provide marking on each item in accordance with the manufacturer’s instructions. Ship
each unit securely wrapped, crated or packaged and labelled for safe handling in shipment
and to avoid damage or distortion.

12.3 Ensure equipment and materials are delivered to the site originally packed, securely
wrapped and labelled by the manufacturer in unopened containers. Protect materials during
delivery to comply with the manufacturer’s direction.
12.4 Store cables and accessories in a secure and dry storage facility.
12.5 Store materials at the building site strictly according to the manufacturer’s instructions.
12.6 Store products or equipment in a dry and ventilated place.
12.7 Store cables and accessories in environmental (service) conditions close to operating
conditions.
12.8 The Contractor shall be held responsible for damage to the cables and accessories during
storage or transportation.
