(See Clause 10.1)

SITE OF THE PROJECT

1 The Site
1.1 Site of the Project Highway shall include the land, buildings, structures and road works as
described in Annex-I of this Schedule-A.

1.2 An inventory of the Site including the land, buildings, structures, road works, trees and any
other immovable property on, or attached to, the Site shall be prepared jointly by the
Authority Representative and the Concessionaire, and such inventory shall form part of the
memorandum referred to in Clause 10.3.1 of the Agreement.

1.3 Additional land required for Toll Plazas, Traffic Aid Posts, Medical Aid Posts and vehicle
rescue posts or for construction of works specified in the Change of Scope Order issued under
Clause 16.2.3 of this Agreement shall be acquired in accordance with the provisions of Clause
10.3.6 of this Agreement. Upon acquisition, such land shall form part of the Site and vest in
the Authority.

SITE FOR THE PROJECT

1. The Site

1.1 Project Highway

Proposal is for Construction of 6-lane Greenfield Varanasi-Ranchi-Kolkata Highway from


junction with NH-20 in Bongabar village to Junction with NH-320 in Lepo village from km
325.500 to km 358.500 under Bharatmala Pariyojana in the State of Jharkhand on Hybrid
Annuity Mode (Package 12).
The section of Greenfield alignment passes through Ramgarh and Bokaro district in the state
of Jharkhand (Total length 33.0 Km).
The distribution of alignment among the above provinces is given:

1.2 Alignment

The Project Highway starts from Km. 325+500 in Bongabar village and ends at Km.
358+500 in Lepo village in Ramgarh and Bokaro districts in Jharkhand.
This Section of the project highway is a Greenfield alignment passing through Villages of
Bongabar, Digwar, Karma, Harwe, Chotkidundi, Hesapora, Lipia, Rakua, Honhe, Tirla,
Baridari, Hardagadha, Mahuatand, Chhotki Punnu, Badki Punnu, Koh, Munga Sarla alias
Budhangoda, Lepo under Rangarh and Bokaro districts.
Latitude and longitude of this package of project corridor lie between 23° 42.181'N, 85°
31.909'E and 23° 36.816'N, 85° 49.255'E.An index map of the Project Highway is given at
Appendix A-I.
The Proposed center line coordinates are given in Annex II and the alignment plan and profile
is given in Annex III of this schedule.

2. Land
The Site of the Project Highway comprises the land described below:

DEVELOPMENT OF THE PROJECT HIGHWAY

1. Development of the Project


Development of the Project Highway shall include construction of the project as described in
this Schedule B and in Schedule C.

2. Project Highway

2.1 Construction of 6-lane Greenfield Varanasi-Ranchi-Kolkata Highway from junction with NH-
20 in Bongabar village to Junction with NH-320 in Lepo village from km 325.500 to km
358.500 under Bharatmala Pariyojana in the State of Jharkhand on Hybrid Annuity Mode
(Package 12) as described in Annex-I of of Schedule-B and in Schedule-C.

2.2 The Project Highway shall be designed and constructed in conformity with the Specifications
and Standards specified in Schedule-D.

Annex – I
(Schedule – B)

DESCRIPTION OF DEVELOPMENT

Construction of 6-Lane Access Controlled Greenfield Highway from km 325.500 to km


358.500 (section of Varanasi-Ranchi-Kolkata Highway, Pkg-12)

1. Width of Carriageway

1.1 Main Carriageway: The Paved Carriageway for main carriageway shall be as indicated in
Appendix B-I (A) of this Schedule B.

1.2 Loops/Ramps: The Paved Carriageway for loops and ramps at interchanges shall be as
indicated in Appendix B-I (B) of this Schedule B.

1.3 Cross road (Vehicular Overpass): The Paved Carriageway shall be as indicated in Appendix
B-I (C) of this Schedule B.

1.4 The entire cross-sectional elements shall be accommodated in the available/ proposed ROW.
If required, suitable retaining structures shall be provided to accommodate the highway cross
section within the available/proposed ROW and the same shall not constitute a Change of
Scope.

1.5 Except, as otherwise provided in this Agreement, the width of the paved carriageway and
cross-sectional features shall conform to above clauses.

Note:

a) In addition to width of paved carriageway mentioned in clauses above, additional


lane/lanes shall be given as acceleration/deceleration lane and taper for Loops/Ramps to
the required length shall be provided at interchange locations as per Specifications.
b) In addition to width of paved carriageway mentioned in clause above, at RE wall and
Retaining wall locations the width of paved carriageway edge strip shall be as given in
the corresponding TCS.

2. Project Facilities

Project facilities shall be constructed inconformity with Annex-I of Schedule- C.

3. Specifications and Standards

The Project shall be constructed in conformity with the Specifications and Standards specified
in Schedule-D.

4. Other Features of Project Highway

4.1 Geometric Design and General Features

Geometric design and general features of the Project Highway shall be in accordance with the
provisions of the IRC Manual as specified in Schedule D.

4.2 Design Speed

The design speed of the highway shall be 120 km/hour.

4.3 Improvement of the Existing Road Geometrics

The existing geometry of the crossroads at Vehicular overpass location and cross roads at
Interchange location shall be improved as specified in this schedule and Schedule D.

4.4 Right of Way

Details of the Right of Way are given in Appendix B-IV of this schedule.

4.5 Type of Shoulders

Type of Shoulders shall be as per corresponding TCS.

4.6 Lateral and Vertical Clearances at Flyovers/Underpasses/Interchanges

The lateral and vertical clearances of all flyover/ Underpasses shall be as given in this
schedule.

4.7 Lateral and Vertical Clearances at Overpasses

The lateral and vertical clearances of all Overpasses shall be as given in this schedule.

4.8 Connecting Roads/ Slip Roads/Service Roads

Connecting Roads/Slip Roads/Service Roads shall be constructed as indicated in Appendix


B- III (A).

4.9 Grade Separated Structures

i) Grade separated structures shall be provided as given in Appendix B- VI, Appendix


B- VII, Appendix B- VIII (A), Appendix B- VIII (B), Appendix B- IX (A) and
Appendix B- IX (B).

ii) In the case of grade separated structures, the type of structure and the level of the
Project Highway and the cross roads shall be as specified in Appendixes given above
and Appendix B-II of this schedule.

4.10 Small Vehicular Underpass (SVUP) /Overpass

i) Small vehicular underpasses shall be constructed as given in Appendix B- IX (B)

ii) Overpasses shall be constructed at locations as given in Appendix B- III (B) and
structures as given in Appendix B- VIII (B).

iii) The cross road for Vehicular Overpass shall be constructed as indicated in Appendix
B-III (B).

4.11 Typical Cross Sections

i) The Project Highway shall be constructed to 6 lane access controlled configuration and
with or without connecting Roads. Typical cross sections for different segments of the
project Highway shall be as Appendix B-I (A).

ii) The Loops/Ramps of Interchanges shall be constructed with the lane configuration
including paved shoulders except toll plaza as given in Appendix B-I (B). At toll plaza
location, the lane width shall be as per lane requirement and taper.

iii) The cross road at vehicular overpass locations shall be constructed with lane
configuration as given in Appendix B-1(C).

4.12 Alignment Plan and Longitudinal Section

An alignment plan and vertical profile of complete project highway including interchanges
along with their ramps & loops is given at Appendix B-II in soft copy.

The plan and profile of project highway as given in Appendix B-II is tentative and same shall
be treated as an approximate assessment and cannot be considered as design plan & profile.
The actual design of plan and profile shall be carried out by concessionaire following IRC-
SP-99 (as specified in Schedule D) and adopted vertical profile shall be designed for ISD and
horizontal geometry shall be within the land (ROW) provided by the authority as per approval
of IE. However, in any case, the finished road level of the project highway shall not be less
than those indicated in the alignment plan and profile specified in Appendix B-II of Schedule
B.

4.13 Intersections and Grade Separators

All intersections and grade separators shall be as per Section 3 of the IRC Manual (as
specified in Schedule D) and as given in Appendix B- V, Appendix B- VI of this Schedule.

The Project Highway shall be constructed as fully access controlled highway configuration
and no at grade intersection will be permissible with highway. Interchanges shall be
constructed at locations and as per layouts given in Appendix B-V and structures for
interchange shall be constructed as given in Appendix B- VI of this Schedule.

The cross roads underneath the Flyovers, Underpasses shall be treated as at grade
intersection. These junctions of the crossroads shall be developed as at grade intersection as
per IRC Manual (as specified in Schedule D) requirement, layouts given in Appendix B-II
and typical layout drawings as per MoRT&H type Design.

4.14 Road Embankment and Cut Section

Construction of new road embankment/cuttings shall conform to the Specifications and


Standards given in IRC: SP: 87-2019 and the specified cross-sectional details.

4.15 Pavement Design

Pavement design shall be carried out in accordance with Section 5 of IRC: SP: 87-2019, IRC
37-2018 & IRC 58-2015.

4.15.1 Type of Pavement

a) The pavement shall be perpetual flexible pavement for the main carriageway including
loops/ramps at interchange locations and access roads to wayside amenities for the entire
length of project highway.

b) For connecting roads/Service roads pavement shall be flexible.

c) Rigid pavement shall be provided at Toll Plaza locations including the tapered section.

4.15.2 Design Period and Strategy

a) Perpetual Flexible pavement shall be constructed for the main carriageway including
paved shoulders, loops/ramps/ Slip road at interchange locations and slip roads for access
to wayside amenities for the entire length of project highway. Perpetual Flexible
pavement is long life pavement typically designed for a minimum design period of
50 years.

b) For service roads and interconnecting roads to VUPs/LVUPs/SVUPs, flexible pavement


shall be provided for minimum 10 MSA design traffic, while the pavement for
improvement of cross roads to be made for a minimum length of 100m on both side of
project road beneath the structure/interchange locations shall be designed for minimum
50MSA traffic for a design period of 20 years.

c) Rigid pavement shall be provided at all proposed toll plazas/toll booths. Rigid pavement
shall be designed for a design period of 30 years.

d) Stage construction shall not be permitted.

4.15.3 Design Requirements

Notwithstanding anything to the contrary contained in this Agreement or the IRC: SP: 87-
2019, the Concessionaire shall design the pavement of main carriageway including paved
shoulders, edge strips, loop/ramps at interchange locations and slip roads for access to
wayside amenities as long life perpetual flexible pavement. The pavement for
connecting/service road shall be designed for minimum design traffic of 10 MSA. While the
pavement for improvement of crosses roads beneath the interchange locations shall be
designed for minimum 50MSA traffic.
The pavement at Toll Plaza locations shall be designed by the Concessionaire as Rigid
Pavement.
In order to meet the intended functional requirement of respective pavement layers as well
as compaction of heavy bituminous layers on main carriageway, the minimum thickness of
respective pavement layers for main carriageway, Toll Plaza/Toll booth and connecting/
service/slip roads shall, however, in no case be less than as given below:-

Specification for Roads & Bridge Works are to be used.
4.16 Roadside Drainage

In addition to the provisions given in TCS, adequate Drainage system including surface and
subsurface drains and median drainage system in super elevation section for the Project
Highway shall be provided as per Schedule D.
Unlined / lined drains shall be provided in the entire project length as per the Drainage Plan
enclosed.

4.17 Design of Structures

4.17.1 General

i) All bridges, culverts and structures shall be designed and constructed in accordance with
Section 7 of the IRC Manual (as specified in Schedule D) and shall conform to the cross-
sectional features and details specified in Appendix B-VI, Appendix B-VII, Appendix
B-VIII (A), Appendix B-VIII (B), Appendix B-IX (A), Appendix B-IX (B),Appendix
B-X (A), Appendix B-X (B), Appendix B-XI, Appendix B-XII (A), Appendix B-XII
(B), Appendix B-XII (C), Appendix B-XIII, Appendix B-XIV, Appendix B-XV,
Appendix B-XVI, Appendix B-XVII, Appendix B-XVIII and Appendix B-XIX in
this schedule.

ii) Width of the carriageway of bridges and structures shall be as specified in appendixes
given above.

4.17.2 Culverts

i) The minimum overall width of all culverts shall be equal to the roadway width of the
approaches.

ii) All culverts shall be designed and constructed in accordance with Section 7 of the IRC
Manual (as specified in Schedule D) and shall conform to the cross-sectional features and
details specified in Appendix B-XIV, Appendix B-XV, Appendix B-XVI, Appendix
B-XVII, Appendix B-XVIII and Appendix B-XIX in this schedule.

iii) Floor protection works shall be as specified in the relevant IRC Codes and Specifications.

4.17.3 Bridges

A. Existing Bridges to be Re- constructed/Widened

4.17.4 ROB/RUB

Design, construction and detailing of ROB/RUB shall be as specified in section 7 of the


Manual (as specified in Schedule D). Details of ROBs/RUBs to be constructed are given at
Appendix B-XIII. Following points shall be taken care of:

i. The proposed span arrangements of the ROBs are tentative and subject to change as
per availability of railway boundaries/ requirement of the railways.
ii. ROBs shall be designed, constructed and maintained as per the requirements of
Railway authorities. The construction plans shall be prepared in consultation with the
concerned railway authority.
iii. The ROBs shall be constructed and maintained by the Concessionaire under
supervision of the Railways.
iv. All expenditure related to construction, maintenance and supervision of ROBs
(except P&E charges) shall be borne by the Concessionaire.

4.18 Grade Separated Structures

The grade separated structures shall be provided at the locations and of the type and length
specified in this Schedule.

4.19 Repairs and Strengthening of Bridges and Structures

The existing bridges and structures to be repaired/ strengthened, and the nature and extent of
repairs /strengthening required are given below:

4.20 List of Bridges and Structures

in Appendixes in this Schedule.

4.21 Roadside Furniture

Roadside furniture shall be provided as mentioned in Schedule C.

4.22 Compulsory Afforestation

4.23 Hazardous Locations

The safety measures shall be provided as given in Schedule C. In addition to Schedule C,


additional location as directed by IE/NHAI shall be identified and provided in accordance to
IRC Manual (as specified in Schedule D) and the same shall not constitute a Change of
Scope.

4.24 Special Structures

Special Structures with Extradosed PSC Box Girder & PSC Box Balanced Cantilever type
Super structures are given in Appendix B-XI.

4.25 Retaining Structures

RCC Retaining Wall/Reinforced Earth Retaining structures/Toe wall shall be constructed to


accommodate the cross section within Right of Way as mentioned in Appendix-B-XX and in
accordance with Schedule – D.

4.26 Slope Stability and Protection

The side slopes shall be protected by using suitable slope protection measures wherever
required in accordance with Schedule – D. In addition to Schedule –D following slope
protection measures (specified as minimum requirement) shall be followed by concessioner:-
1- At locations where Embankment height is <=6m- Geocell/Geotextile/Coir Blanket or
other similar system along with turfing shall be provided in side slopes of the project
highway in accordance with IRC guidelines.
2- At locations where Embankment height is >6m- Boulder pitching/stone pitching/PCC
block pitching shall be provided over side slopes of the project highway in accordance
with IRC guidelines and with approval from IE/NHAI.
3- Adequate Continuous Surface Precast Concrete drain (Except Structures having approach
slabs) shall be provided on both sides Hard Granular Shoulder including precast concrete
Chutes at designed intervals (maximum spacing c/c 20m) with energy dissipation basin
irrespective of any Height of Embankment.
4- At isolated locations, such as at valley curve portions/ start and end of approaches of
ROB/Flyover/VUP/Underpasses locations, where accumulation of rain water are
observed, extra width RCC chute drain (having minimum width of 1m) with energy
dissipation basin shall be provided at site in consultation and approval with IE/NHAI.
5- Cut slopes should be designed in such a manner as to keep the cutting within available
RoW and protection measures like rock bolting/ soil nailing/ reinforcing, as appropriate,
shall be applied to ensure both stability and protection from erosion/ withering.

The Contractor/ Concessionaire shall undertake detailed investigation and design of


all cut/ fill slopes beyond 3m depth/ height for stability. Investigation shall inter-alia
include fill slope, sub-soil/ rock strata for engineering properties, faults and fractures,
geological studies. Contractor/ Concessionaire shall obtain approval/ no objection
from the Independent Engineer and Authority before undertaking construction.

4.27 Realignment of Minor Nallah/ Drain and Canal

The minor nallah/drain and canals shall be realigned and constructed as given in Appendix
B-XXI.

4.28 Ground Improvement

Ground Improvement, wherever required, shall be done as per Schedule D and the same shall
not constitute a Change of Scope.

4.29 Boundary Wall

RCC boundary wall shall be provided along the entire length on either side (including
transverse requirements at structure locations) as per layout drawing as mentioned in
Schedule C.

4.30 Utilities

A minimum 2m wide strip of land at the extreme edge of ROW shall be kept for
accommodating utilities. Utility duct shall be provided as shown in TCS and mentioned in
Schedule B & Schedule D.

4.31 Emergency Crossover

Emergency crossovers shall be provided in accordance to IRC Manual (as specified in


Schedule D).

4.32 Overhead Signs

In addition to the list given in Appendix B-XXII, signs shall be provided per Schedule D.

4.33 Utilities Shifting

Copy of utility relocation plan is enclosed. The Specifications are to be as per the
specifications of utility owning department. Brief details of shifting of utilities are given in
Appendix B-XXIII.

4.34 Utilization of Fly ash

Utilization of Fly ash shall be as per notifications under Environment Protection Act, 1986,
Ministry of Environment & Forest, Govt. of India Fly Ash Notifications S.O. 763(E) dated 14
Sept 1999, its amendment notification on S.O 979(E) dated 27 Aug 2003 and notification S.O
2804(E) dated 3 Nov 2009 and 25-01-2016 and Ministry of Power letter no – 9/7/2011-S-
Th.(Vol. IV) dated 22.09.2021 and Ministry of Power OM no – 9/7/2011-St. Th. (Vol. V)
dated 22.10.2021 and Ministry of Road Transport & Highways (S&R(P&B)Section) Letter
No. RW/NH-33044/01/2019-S&R(P&B)RSCE-Pt.1 dated 18.04.2022 and as and when
amended.

4.35 Change of Scope

The length of structures and bridges specified hereinabove, except for structures over existing
water bodies like ponds, lakes etc. shall be treated as an approximate assessment and
minimum requirement. The proposed span arrangement of structures may be changed based
on innovative design of structure, latest construction techniques and aesthetics of structures
subjected to minimum length of structure specified in Schedule B. Actual lengths of structures
and bridges as required on the basis of detailed investigations shall be determined by the
Concessionaire in accordance with the Specifications and Standards. Existing water bodies

like ponds, lakes etc., which are to be preserved from environment impact mitigation point of
view, shall be bridged to the extent of full ponding level at peak rainy season as per
requirement of EMP submitted to MoEF at the time of Environmental Clearance. Any
increase in the structure length specified in this Schedule B shall not constitute a Change of
Scope, save and except any variations in the length arising out of a Change of Scope
expressly undertaken in accordance with the provisions of Article 16.

Note:
a) The above lengths are indicative and minimum specified. The actual length of the connecting
roads shall be determined by the Concessionaire in accordance with IRC: SP: 87-2019 and actual
site requirements with approval from the Independent Engineer. Any variations in the length
specified in this Clause of Schedule-B shall not constitute a Change of Scope, save and except
any variations in the length arising out of a Change of Scope expressly undertaken in accordance
with the provisions of Article 16.
b) The width of Paved Carriageway of slip roads, given in above table and in TCS is minimum
specified. However, where toll plaza has to be constructed on slip roads, the width of Paved
Carriageway shall be as per the width of toll plaza lane configuration given in Schedule C
including taper length as per manual (as specified in Schedule D).
c) The realignment of existing track to the SVUP/LVUP/VUP/Flyover outside the PROW and
connecting roads between consecutive underpasses wherever required as per plan & profile
uploaded with bid document and specified in this schedule shall be constructed by the
Concessionaire as per site requirement in consultation with Independent Engineer. Any
variations in the length specified in this Clause of Schedule-B shall not constitute a Change of
Scope, save and except any variations in the length arising out of a Change of Scope expressly
undertaken in accordance with the provisions of Article 16.
d) Length of roads given in above table excludes length across the Project Highway for proper
connectivity of cross roads on either side of Project Highway as given in the alignment plan
enclosed in this Schedule which shall be deemed to be included in the scope of work.

f) Width of connecting road shall not be less than the width of the existing road subject to
minimum width specified in paragraph 2.12.3 of IRC: SP: 87-2019.
g) Bituminous/gravel roads shall be connected by bituminous roads while the diverted earthen roads
to be connected by CC paver Block of minimum compressive strength of M30.

RCC Retaining wall/RCC Toe wall of suitable height (as per site requirement) shall be

 The location of RE wall / retaining wall along main carriageway shall be placed in such a way
that lane addition could be done without recasting/ reconstruction. The design and

Utility Shifting

Shifting of obstructing existing utilities indicated in Schedule A to an appropriate location in


accordance with the standards and specifications of concerned Utility Owning Department is part
of the scope of work of the Concessionaire. The bidders may visit the site and assess the quantum
of shifting of utilities for the project before submission of their bid. Copy of utility relocation plan
is enclosed. The specifications of concerned Utility Owning Department shall be applicable and
followed.
Note I:-
A.
The type/spacing/size/specifications of poles/towers/lines/cables to be used in shifting work shall
be as per the guidelines of Utility Owning Department and it is to be agreed solely between the
Concessionaire and the Utility Owning Department. No change of scope shall be admissible and
no cost shall be paid for using different type/spacing/size/specifications in shifted work in
comparison to those in the existing work or for making any overhead crossings to underground as
per requirement of Utility owning Department and/or construction of project highway. The
Concessionaire shall carry out joint inspection with Utility Owning Department and get the
estimates from Utility Owning Department. The assistance of the Authority is limited to giving
forwarding letter on the proposal of Concessionaire. The decision/approval of Utility owning
Department shall be binding on the Concessionaire.

B.
The supervision charges at the rates/charges applicable of the Utility owning Department shall be
paid directly by the Authority to the Utility owning Department as and when Concessionaire
furnished demand of Utility Owning Department along with a copy of estimated cost given by the
latter.

C.
The dismantled material/scrap of existing Utility to be shifted/dismantled shall belong to the
Concessionaire who would be free to dispose-off the dismantled material as deemed fit by them
unless the Concessionaire is required to deposit the dismantled material to Utility Owning
Department as per the norms and practice and, in that case the amount of credit for dismantled
material may be availed by the Concessionaire as per the estimate agreed between them.

D.
The utilities shall be handed over after shifting work is completed to Utility Owning Department
to their entire satisfaction. The maintenance liability shall rest with the Utility Owning
Department after handing over process is complete as far as utility shifting works are concerned.

Toll plaza on the project highway shall be constructed at the location specified above

All Toll lanes will be FASTag enabled. Entry approach to each toll plaza shall be having
medium speed Weigh in Motion equipment as per NHAI Policy Circular No.

constructed for connecting toll booths at only Main carriageway and toll office for
collection of toll fees as per NHAI Policy Circular No. 17.5.82 Dated 24 May, 2021 and

constructed over canopy (with adequate clearance) including all facilities and
accessories.
Based on the minimum toll lane requirement as given above, toll booths, toll plaza
complex, weigh bridges, electrical systems, Toilet facility, toll plaza and all other
facilities required/mentioned in manual shall be provided as per Schedule D and as per
NHAI Policy Guidelines specified in Policy Circular No. 17.5.82 dated 24th May 2021
with approval from IE and NHAI. Toll buildings shall be constructed at each ramps of
interchange and both sides of main carriageway along with public toilet and drinking
water facility at each location. All the structures shall be RCC framed structure as per
schedule D.
Area specified for building in above mentioned circular is minimum. Static weigh
bridges shall be installed at toll plaza of all entry ramps and main carriageway.
Toll Booths shall be constructed on every toll lane.
In addition to this, separate toilet facilities for the commuters (with minimum capacity
to accommodate 20 people at a time on Main Plaza and 10 people at ramp plaza) to be
developed on each side at the location of toll plaza/ramp plaza with specifications
mentioned in Schedule- D.
Apart from the above-mentioned facilities, Traffic Aid Booths (plinth area 25 sqm.) and
Medical Aid Booths (including an aid post building and 2 (two) residential quarters of
minimum 100 sqm. each) shall be considered as Mandatory facilities over and above the
plinth area mentioned. Traffic Aid Booth and Medical Aid Booths shall be constructed
with the type designs prescribed for such buildings by the State Government or a
substitute thereof within the site premises with easy accessibility and shall vest with the
Authority at toll plaza locations.
All other facilities at toll plaza location such as firefighting, water supply etc. shall be as
per IRC: SP:87-2019 / Schedule-D.
No. of toll lanes specified above are minimum indicative. The Concessionaire shall
design and provide toll lane as per IRC: SP: 87-2019 & as per NHAI Policy Guidelines
specified in Policy Circular No. 17.5.82 dated 24th May 2021, subject to minimum
specified above. Any increase in no. of toll lane shall not be treated as change of scope,
save and except any variations in the length arising out of a Change of Scope expressly
undertaken in accordance with the provisions of Article16.
RE wall/Retaining wall shall be provided at toll plaza locations to restrict the
embankment slope within the right of way.

2.2 Road side furniture


2.2.1 Kilometer and Hectometer Stones
Kilometer and Hectometer stones shall be provided in accordance with Schedule - D.
2.2.2 Road Signs
The Road Signs on Highway shall be provided in accordance with Schedule - D.
2.2.3 Road Marking
The Road Marking on Highway shall be provided in accordance with Schedule - D.
2.2.4 Road Delineators
The Road Delineators on Highway shall be provided in accordance with Schedule - D.
2.2.5 Reflective Pavement Markers & Solar Studs
The Reflective Pavement Markers & Solar Studs on Expressway shall be provided in
accordance with Schedule - D.
2.2.6 Traffic Impact Attenuators

Schedule - D.
2.2.7 Crash Barriers
Metal Beam Crash Barriers
(a) Thrie-Beam metal crash barriers shall be provided in entire length at both edge of
median as per TCS referred in schedule-B but excluding stretches covered by
bridges/structures and stretches covered by median width equal to or less than 2.5
m (including shyness), where concrete barriers to be provided.
(b) Thrie-Beam metal crash barriers shall be provided in entire length on outer side
earthen shoulder of each main carriageway and Loops/ Ramps of interchanges as
per TCS referred in schedule-B but excluding stretches covered by
bridges/structures, and RE wall structures, where concrete barriers to be provided.
Concrete barriers shall be provided on bridges/structures, RE Walls/ retaining walls as
specified in Schedule B and Schedule D.

2.2.8 Boundary Wall


As the Highway is completely access controlled facility, boundary wall is its integral part
to help enforcing of the acquired access rights.
Access control extends to the limits of the legal access control on the ramps i.e., along
the ramps to the beginning of the taper on the local road.
RCC boundary wall of minimum 1.5 m height above OGL shall be provided at the ROW
edge along the entire length on either side (including transverse requirements at
structure locations) as per the drawing enclosed as Appendix-C1 of this schedule –C
and in accordance with Schedule D.

2.3 Operation and Maintenance centers


Dedicated operation and maintenance center shall be provided in accordance to
Schedule D.
In order to improve the response time of the Ambulances and ensure the start of
treatment of the accidents within the golden hour, the guidelines as mentioned below
shall be strictly followed:-
(a) The ambulances deployed by the civil works Contractor/Concessionaire or through
any other contracts for that matter are to be directed to transport the accident victims to
the nearest medical care providing facility to ensure minimum delay in start of
treatment of the victims.
(b) In case the Ambulances fail to observe directives as stipulated in para (a) above, the
ambulance deployed agency shall be fined Rs. 10,000/- in first such instance, Rs.
25,000/- in second instance and Rs. 1,00,000/- in the third instance which shall also be
considered as the last warning and thereafter, the civil works
Contractor/Concessionaire shall be liable for further action as per provisions of their
respective contract/concession agreement. The centrally deployed Ambulance
Contractor shall be liable for termination on fourth count of such an incident. In case,
delay in treatment due to aforesaid mentioned reason leads to death of any victims, the
civil works Contractor/Concessionaire shall be liable for debarment for upto 6 months
from participating in all works of NHAI based on the recommendations of concerned
RO/PD

2.4 Way side Amenities / Service Areas

2.4.2 Specifications and Standards for above facilities
The Project shall be constructed in conformity with the Specifications and Standards
specified in this schedule and Schedule-D.
2.4.3 Scope of Work
The project scope would include the following major activities:
Design and Construction of the Project
(a) Geo-technical investigation
(b) Original Proposal – The Contractor will be required to develop the access road /
slip road to Wayside amenities along with basic development as mentioned in
clause 2.4.4 of this schedule. Contractor shall complete these within 1 year from
appointment date and handover WSA site to the NHAI.
2.4.4 Project Facilities development
The Project Facilities may include the following activities; however, the final detailed set
of activities to be performed shall be submitted to the Independent Engineer and NHAI
for approval prior to initiating development on the site:

Pedestrian / Cattle Underpasses/SVUP shall be provided at locations specified in

2.6 Lighting
The Concessionaire shall provide LED based lighting along the entire length of the
project highway, including loop/ramps of the interchanges. In addition to the above,
LED based lighting shall be provided at locations as specified in Section 12.5.3 of the
Manual and as per Schedule - D and also at following locations of the Project Highway.
(i) Toll Plazas area
(ii) Operation and maintenance centers
(iii) Way side amenities / Service Areas
(iv) Interchanges and Intersections of Cross Roads
(v) Bridges and ROB
(vi) Flyovers, VUPs/ LVUPs (Both on Project Highway and for Cross Road)

Minimum level illumination on locations of the Project Highway, Slip Roads, Cross Roads
below VUP and Flyovers, at grade intersections with Cross roads, where exterior lighting
is provided shall be 40 lux. In general ‘code of practice for lighting of public
thoroughfare IS 1944 shall be followed. All facility buildings shall be illuminated
adequately.
In addition to street lighting, High mast lights shall be provided at Toll plaza (Height
30m), Flyover and Interchange locations as per clause 3.4.2 of IS 1944(Part-V) 1981.

The lighting fittings (with LED features) shall be powered by solar system with back up
facilities (power and battery both) at all locations.
The solar system with Lithium ion batteries shall be used for the entire highway. The
solar panel system of minimum 300 KW capacity shall be provided at interchange, toll
plazas and bridges and shall be grid connected. The solar panel system shall have
minimum 80% battery backup of total design load or 300 KW whichever is higher.
Additional battery backup shall be provided for lighting at all other locations. The
electrical connection with all its infrastructures shall be done by the contractor.
Connection shall be taken from the industrial feeder.

2.7 Environmental Management Plan


The Concessionaire shall implement the Environmental Management plan & action Plan
for undertaking possible mitigation measures in accordance with guidelines for
Highway Projects of the Ministry of Environment and Forests and Wild life Department.
The conditions & directions stipulated by the MOEF &CC shall be made available by the
Authority.

2.8 Land Scaping and Tree Plantation


The Concessionaire shall plant trees and shrubs of required numbers and types at the
appropriate locations within Right of Way and in the land earmarked by the Authority for
afforestation as per Schedule D at the following areas.

The planting of number of trees/shrubs in avenue and median including their maintenance will

The minimum 35472 number of tress are required in addition to above as compensatory
afforestation as per provision of IRC SP 21.
Drip irrigation system for median plantation by gravity/pressure sources with all necessary
components / systems and emitting devices at plants shall be provided.
The Concessionaire shall maintain the trees and shrubs in good condition during maintenance
period as per the maintenance schedule.

2.9 Noise Barriers


The Concessionaire shall provide Noise barriers in the built-up area locations and in
Forest/Wildlife areas. The locations, length & specification of the Noise barrier shall be
finalized in consultations with concerned Forest officials and after approval by
IE/Authority.

2.10 Anti-Glare Screen


Anti-glare screen shall be provided in the median for Ramp portion of the Main
Carriageway and also at all horizontal curves along the at grade portion of Main
Carriageway for enhancing road safety.
Specifications of anti-glare screen shall be as per the following:
 Top of the Screen shall be at least 1.8m above the finished road level
 Shall be able to block light at angles from 0° to 20°
 Shall be installed inclined to the median
 Spacing (D) and the angle of inclination (x) shall be decided on the basis of the
curvature of the road following the equation and fig. given below:
o Cut-off angle = 20°+Θ, as defined by National Cooperative Highway
Research Program (NCHRP): 66, 1979
o x = angle of inclination w.r.t. median centre line

2.11 Utilities
Provision of accommodating utilities shall be made within utility corridor on either side
of Project Highway. Utility ducts in form of NP-4 Hume Pipe 600mm dia @500m shall be
provided across the Project Highway along with inspection chamber as per IRC: SP: 87-
2019 for crossing the underground utilities and Box culverts proposed in Schedule B can
also be used for crossing of underground utilities, wherever required. Location for such
utility crossing shall be finalized in consultation with Independent Engineer.
These utility ducts in form of NP-4 Hume Pipe 600mm dia @500m shall be used for
crossing of small species such as amphibians and reptiles and the same shall be
provided as per requirement of MOEF & CC.
2.12 Rain Water Harvesting
A water harvesting Structures proposed to recharge the groundwater. The provision of
rain water harvesting shall be provided at every 500m in the entire project length and
shall be executed in accordance with following specifications:
Constructing rain water harvesting recharge trench cum recharge shaft / well including
grating passage joining storm water drain and trench having brick walls, RCC cover slab
and filled with layers of filter media (size 75 mm to 100 mm), grating having brick walls
and CC 1:2:4 base and PVC pipe shaft packed with gravel, provided with wire screen and
bottom plug complete as per Drawing, direction of the Engineer and MORT&H
Specifications sections 300, 1000, 1300, 1500, 1600 & 1700.
(Dimension of rain water harvesting pit 6.5 m depth, 2.10 meter inner dia, wall width
375 mm and top slab thickness 150 mm )

(i) Six laning of the Project Highway shall conform to the ‘Manual of Specifications and
Standards for Highway’ published as IRC: SP: 87-2019 and with all amendments
and additions up to Bid date (Referred to as “Manual” in this Schedule) and MORTH
Specifications for Road and Bridge Works (5th revision). Where the specification for
a work is not given, Good Industry Practice shall be adopted to the satisfaction of the
Independent Engineer.
(ii) As regards, the work of utility shifting, the relevant specifications, relevant rules,
regulations and acts of Utility Owning Department/Agencies shall be applicable

2 Deviations from the Manual

Notwithstanding anything to the contrary contained in the aforesaid Manual, the

plantation should be 14m away from the center line of the extreme traffic lane to allow

2) Any other activities/schedule of operations which are not covered in the annexure will
be carried out as per specifications in IRC-SP: 21.

3) Avenue plantation for cross section with service road

a. Plantation and pruning of tress to be done in view of road safety as prescribed in IRC-SP:21
guidelines.
b. The concessionaire/contractor shall appoint a Plantation Manager with adequate
experience responsible for plantation. The CV of Plantation Manager shall be approved by
the concerned Project Director.
c. Plantation schedule and Species proposed on the alignment shall be approved by the IE/AE
in consultation with Project Director and Plantation Professionals engaged by NHAI.
