Scope of Services (Draft Template)
1. BACKGROUND
This comprehensive hiring personnel contract outlines the terms and conditions for hiring LV drivers for shift
change improvement at the KOV/ME Open Pit mining projects. The agreement covers the scope of services,
rental rates, maintenance responsibilities, and dispute resolution procedures.
Provide drivers for the light vehicles around the open pits at KCC to facilitate shift change for the open pit
operators in good operating conditions for day and night shift transportation for mine operators. The role will
primarily be used to move incoming and outgoing operators in and out of the mine at shift change (3 x per day).
Outside of shift change times, drivers will be expected to clean and refuel LV’s and prepare all vehicles and
associated issues (tyre replacement etc.) for the next shift change.
Provide three (03) Supervisors to oversee the drivers duty performance and ensure work continuity, etc.
3. OBLIGATIONS / RESPONSABILITIES
Contractor’s obligations:
• Provide drivers that are fully licenced and have a clean track record with no driving convictions.
• Provide the necessary PPE to all drivers in line with KCC requirements.
• Provide sufficient food and water to all drivers
• Maintain a file for each driver, recording their details, qualifications, copies of licences, training records,
medical examinations, etc.
• Provide a schedule to KCC of all the proposed drivers that will be used by you to provide the services.
• Should KCC not be satisfied as to the suitability of a driver for whatever reason, the contractor will be
obliged to provide a replacement driver within 1 week.

• Visual inspection of LV
• Complete pre-start documents
• Report all damage and anomalies with LV
• Understand the mining working areas and the roads around the open pit
• Drive LV’s around the mine to move operators in and out of the pit
• Clean inside and outside of LV
• Refuel LV (fuel level must not drop below quarter tank)
• Replace tyres when and if required
• Respect all applicable procedures.
• Proactively resolve issues before LV’s are required at shift change
• Ensure Lvs are sent for servicing/preventive maintenance as required
3.4 Routes and Reporting
• Authorized time sheets for each day worked will be attached to the invoice.
• Review the current route plan and identify where efficiencies could be made to ensure optimal route
design is achieved and to ensure that route overlap and cost are minimized.
• Only carry authorised passengers (namely KCC employees (operators).
• Employees are not to commence their journey to work more than an hour before the start of their shift.
• Provide a detailed weekly and monthly report of bus availability, passenger numbers carried,
maintenance works undertaken, odometer readings of each vehicle.
• Provide all reports / check lists / information in a format that is agreed with KCC.
4.1 General
The rates and prices contained in the Contract Price Breakdown will be deemed to be fully inclusive prices for
the prescribed Services to meet requirements, inclusive of all provisional items:
Work must be carried out in strict compliance with KCC safety standards. There will be no tolerance for any
breach of KCC safety regulations and procedures. A daily report must be provided on the progress of the work.
• Detail the Scope of Work requirements.
✓ Scopes will vary in content dependant on the services or supply required, ie labour skills, general site
services, etc.

✓ In conjunction with the Contracts Advisor, complete the Tender Evaluation Matrix to incorporate the
intent of the Scope of Services and the risk profile of the required services. Members of the Tender
Evaluation Team may include, but not limited to, the Contract Owner (Content Expert,
Technical/Operations), Safety Manger (HSEC) and Contracts Advisor (Commercial matters)
• Confirm Mobilisation and establishment requirements.
✓ Important to state Site requirements and special conditions for compliance by the Contractor to
ensure timely Mobilisation and Establishment
• Provision of management and supervisory personnel
✓ Detail specific management and personnel skills and attributes required to complete the works,
including management qualification, experience, supervisor skill sets and personnel trade skills and
tickets.
• Explain Site operations.
✓ To ensure easy access to site and specifically the defined work areas, provide a summary of site
conditions, maps, roadways, site battery limits and available services.
• What Quality management, Quality assurance and testing is required
✓ Specify the requirement for quality controls, by who and when and responsibilities.
• Subcontractors
✓ List Services that are allowed to be subcontracted by the Contractor, subject to approval by the
principal. Clearly state all subcontracted works are to the Contractors account, including full
responsibility for subcontracted works performance, safety and cost
• Construction plant and equipment requirements
✓ Clearly define Contractor responsibilities for mobilising plant and equipment to site, including
availability, condition reports and means of establishment.
• Standards (applicable to site)
− Each Site is different, provide applicable Site compliance standards for all related matters.
• Include Program of Services with Key Dates
✓ Include the Program of Works with Key Dates, these may change during the tender process.
✓ Program can be in Microsoft Gantt chart or Primavera format, or in the initial stage for tender purposes
in word or excel.
• Provide Key performance indicators (KPI’s) to measure Contractor/Supplier
✓ It is important to state Key performance indicators for the management of Contractor performance as
part of the tender process. Indicators can include, but not limited to Safety, Cost, Work Performance,
Reporting and Site standards compliance.
• Reporting and Meeting requirements:
It is important to state what reporting and meetings and the proposed frequency. Aligned to KPI measurement,
timely contractor reporting, and meeting attendance is required, typical structure options are:
✓ Monthly with contractor site manager (works approval and draft invoice review).
✓ Quarterly with both senior management teams to review contract obligations.
