Tesema Teshome Water Works Contractor is one of the Ethiopian emerging construction
firms that aim to provide a wide range of civil works and related infrastructure development
services such as construction of roads, buildings, dams, water and water related construction
works, real estate developments and drainage systems.
Tesema Teshome Water Works Contractor will work in a decentralized fashion with client-
oriented project management, financial, logistical and administrative goals. The company is
organized in a well-defined responsibility area manner and the departments are acting as
independent functioning units. Controlling and monitoring functions are based on close
supervision by its senior executive. Apart from deploying proven innovative techniques, a few
aspects or components of the projects will be designed to be outsourced as deemed
appropriate .this grammatically reduces the in house requirements for unnecessary manpower
and excessive operating procedures.
Tesema Teshome Water Works Contractor construction has been flexibly organized with a
structure reliant on a process-based division of responsibility in order to run an efficient and
diversified enterprise. The company is fairly departmentalized and main functioning entities
under the general manager include engineering (construction), operation and support service
department.
The particular attention is given to quality and safety during the implementation of all projects
including that for this bid to cope up with the standard and client requirements. For that matter,
the company has engaged professionals with the proper educational background and training for
implementing quality and occupational safety on the jobsite.
Mobilization Schedule
In accordance with the Particular Conditions, Sub-Clause 4.1, the Contractor carry out
mobilization to Site when the Engineer gives consent that appropriate measures are in place to
address environmental and social risks and impacts, which at a minimum shall include applying
the Management Strategies and Implementation Plans (MSIPs) and Code of Conduct for
Contractor’s Personnel, submitted as part of the Bid and agreed as part of the Contract
Immediately after the site hand over mobilization of resources, the basic equipment’s such as
mixers, formworks, dump trucks, etc. key personals for site administration, site will start with
the setting out and confirming of bench marks based on the given construction drawing and
design. On the other hand locating and testing of quarries for local materials and purchase and
supply of materials for the main project such as cement, sand, reinforcement bar, Steel
Structures, etc… would start as per the contract agreement.
Work’s procedure:
• Immediately after site take over, purchase and supply of construction materials for the
Project such as cement, sand aggregate, reinforcement bar, stone for masonry and hard
core, etc will be started.
• The necessary construction & and support service personnel who are essential for the
project would be assigned. The project manager and his immediate subordinates shall be
of a high caliber with a professional experience in the construction industry which by
large would be in the construction of similar works.
• All the necessary equipment’s will be made available in good numbers as to suit the scale
of operation. Supply of a small hand tools and carpenters, masons, bar benders, welders,
plasters, etc… will be as per the demand of the work force and the nature of the work.
• All-important equipment’s will be mobilized on time
The quality of local construction materials will be tested and approved in line with the
specification requirements prior to commencing the production. For other imported structural
construction materials, the quality and standard test results will be obtained from concerned
agencies and submitted to the consulting Engineer for approval.
The laying out of structures and control of elevations and dimensions will be made by the project
survey team under close monitoring and approval of the resident supervisory team of the
consultant. Maximum precaution will be taken for maintaining the specified tolerable limits.
The Quality of local construction materials will be tested and approved in line with the
requirements of the specifications prior to commencing the production. For other imported
structural construction materials, the quality and standard test results will be obtained from
concerned agencies and submitted to the Consulting Engineer for its approval.
Safety Method
The contractor will arrange different safety precautionary methods and equipment for both
workers and machineries.
Laborers: - as the workers is the major driving force for the project.
• The contractor will educate his work force about safety and care on their respective
departments to keep themselves from risks.
• They will be provided with safety equipment’s like eye goggles, gloves, helmets,
reflecting over coats, notices boards. . .
• Health services will be provided at the project with the provision of the contract
document for their health in general and HIV and STD related cases in particular.
• First aid kits will be available at every working spot with first aid assistant.
• By using good safety & healthy materials we can resist the environmental impacts during
the construction.
The contractor will arrange different Impact Mitigation precautionary methods and equipment
for both workers and machineries.
Laborers: - as the workers is the major driving force for the project.
• The contractor will educate his work force about safety and care on their respective
departments to keep themselves from risks.
Groups to be formed from locally available daily laborers’ will execute related earth works
which include excavation for foundation of the structures and backfilling around the structures,
Construction of masonry, casting of concrete ,and other related works which they can do with the
close supervision of site engineer and Forman. The steel structure will be done with skilled
person who certified for it. The major activity of the project will be handled by skilled personnel
and machines as per schedule.
The Site Engineers will follow and supervise all construction crews on the project site being
assisted by the Project Engineer.
Overall project works will be controlled and administered by the Construction Engineer
permanently assigned on the project site. The following are the Project Engineer’s duties and
responsibilities include but not limited to:

In developing these strategies and plans, the Bidder shall have regard to the ES provisions of
the contract including those as may be more fully described in the Works Requirements
described in Section VII.
The Works’ policy goal, as a minimum, should be stated to integrate environmental protection,
occupational and community health and safety, gender, equality, child protection, vulnerable
people (including those with disabilities), Sexual Harassment (SH), gender-based violence,
Sexual Exploitation and Abuse (SEA), HIV/AIDS awareness and prevention and wide
stakeholder engagement in the planning processes, programs, and activities of the parties
involved in the execution of the Works. The policy by IDA include a statement that, for the
purpose of the policy and/or code of conduct, the term “child” / “children” means any person(s)
under the age of 18 years.
The policy is, as far as possible, brief but specific and explicit, and measurable, to enable
reporting of compliance with the policy .As a minimum, the policy is set out to the commitments
to:
• good international industry practice to protect and conserve the natural environment
and to minimize unavoidable impacts;
• provide and maintain a healthy and safe work environment and safe systems of work;
• protect the health and safety of local communities and users, with particular concern
for those who are disabled, elderly, or otherwise vulnerable;
• work co-operatively, including with end users of the Works, relevant authorities,
contractors and local communities;
• engage with and listen to affected persons and organizations and be responsive to their
concerns, with special regard for vulnerable, disabled, and elderly people;
• provide an environment that fosters the exchange of information, views, and ideas that
is free of any fear of retaliation, and protects whistleblowers;

We are the Contractor, [Tesema Teshome Water Works Contractor]. If we have signed a
contract with [Oromia Water and Energy Bureau] for [Construction of Barri Rwsp]. These
Works will be carried out in Botor Tolayi District of Jimma Zone]. Our contract requires us to
implement measures to address environmental and social risks related to the Works, including
the risks of sexual exploitation, sexual abuse and sexual harassment.
This Code of Conduct is part of our measures to deal with environmental and social risks
related to the Works. It applies to all our staff, laborers and other employees at the Works Site or
other places where the Works are being carried out. It also applies to the personnel of each
subcontractor and any other personnel assisting us in the execution of the Works. All such
persons are referred to as “Contractor’s Personnel” and are subject to this Code of Conduct.
This Code of Conduct identifies the behavior that we require from all Contractors’ Personnel.
Our work place is an environment where unsafe, offensive, abusive or violent behavior will
not be tolerated and where all persons should feel comfortable raising issues or concerns without
fear of retaliation.
REQUIRED CONDUCT
• comply with this Code of Conduct and all applicable laws, regulations and other
requirements, including requirements to protect the health, safety and well-being of other
Contractor’s Personnel and any other person;
• report work situations that he/she believes are not safe or healthy and remove
himself/herself from a work situation which he/she reasonably believes presents an
imminent and serious danger to his/her life or health;
• treat other people with respect, and not discriminate against specific groups such as
women, people with disabilities, migrant workers or children;
• not engage in Sexual Harassment, which means unwelcome sexual advances, requests for
sexual favors, and other verbal or physical conduct of a sexual nature with other
Contractor’s or Employer’s Personnel;
• not engage in Sexual Exploitation, which means any actual or attempted abuse of position
of vulnerability, differential power or trust, for sexual purposes, including, but not limited
to, profiting monetarily, socially or politically from the sexual exploitation of another;
• not engage in Sexual Abuse, which means the actual or threatened physical intrusion of a
sexual nature, whether by force or under unequal or coercive conditions;
• not engage in any form of sexual activity with individuals under the age of 18, except in
case of pre-existing marriage;
• complete relevant training courses that will be provided related to the environmental and
social aspects of the Contract, including on health and safety matters, Sexual Exploitation
and Abuse (SEA), and Sexual Harassment (SH);
• Not retaliate against any person who reports violations of this Code of Conduct, whether
to us or the Employer, or who makes use of the grievance mechanism for Contractor’s
Personnel or the project’s Grievance Redress Mechanism.
RAISING CONCERNS
If any person observes behavior that he/she believes may represent a violation of this Code of
Conduct, or that otherwise concerns him/her, he/she should raise the issue promptly. This can be
done in either of the following ways:

The person’s identity will be kept confidential, unless reporting of allegations is mandated by the
country law. Anonymous complaints or allegations may also be submitted and will be given all
due and appropriate consideration. We take seriously all reports of possible misconduct and will
investigate and take appropriate action. We will provide warm referrals to service providers that
may help support the person who experienced the alleged incident, as appropriate.
Any violation of this Code of Conduct by Contractor’s Personnel may result in serious
consequences, up to and including termination and possible referral to legal authorities.

understand that if I have any questions about this Code of Conduct, I can contact [enter name of
