1 Aircraft A manual, acceptable to the DGCA

data required by the air traffic services
unit and frequency of ADS-C reports
which have to be agreed to prior to using
ADS-C in the provision of air traffic
services).
Note.— The terms of the agreement will
be exchanged between the ground
system and the aircraft by means of a
contract, or a series of contracts.

5 Automatic A means by which aircraft, aerodrome
dependent vehicles and other objects can
surveillance — automatically transmit and/or receive
broadcast (ADS- data such as identification, position and
B). additional data, as appropriate, in a
broadcast mode via a data link.
6 Automatic A means by which the terms of an ADS-C
dependent agreement will be exchanged between
surveillance — the ground system and the aircraft, via a
contract data link, specifying under what
(ADS-C) conditions ADS-C reports would be
initiated, and what data would be
contained in the reports.
Note— The abbreviated term “ADS
contract” is commonly used to refer to
ADS event contract, ADS demand
contract, ADS periodic contract or an
emergency mode.
7 Advisory An airspace of defined dimensions, or
airspace. designated route, within which air traffic
advisory service is available.
8 Advisory route A designated route along which air traffic
advisory service is available.
9 Aerodrome A defined area on land or water
(including any buildings, installations and
equipment) intended to be used either
wholly or in part for the arrival, departure
and surface movement of aircraft.
10 Aerodrome Air traffic control service for aerodrome
control service traffic.
11 Aerodrome A unit established to provide air traffic
control tower control service to aerodrome traffic.
12 Aerodrome All traffic on the maneuvering area of an

traffic aerodrome and all aircraft flying in the

Note.— An aircraft is in the vicinity of an
aerodrome when it is in, entering or
leaving an aerodrome traffic circuit.
13 Aeronautical A publication issued by or with the
Information authority of a State and containing
Publication aeronautical information of a lasting
(AIP) character essential to air navigation.
14 Aeronautical A land station in the aeronautical mobile
station service. In certain instances, an
aeronautical station may be located, for
example, on board ship or on a platform
at sea.
15 Aeroplane A power-driven heavier-than-air aircraft,
deriving its lift in flight chiefly from
aerodynamic reactions on surfaces which
remain fixed under given conditions of
flight
16 Airborne An aircraft system based on secondary
collision surveillance radar (SSR) transponder
avoidance signals which operates independently of
system (ACAS) ground-based equipment to provide
advice to the pilot on potential conflicting
aircraft that are equipped with SSR
transponders.
17 Aircraft Any machine which can derive support in
the atmosphere from the reactions of the
air other than reactions of the air against
the earth’s surface and includes balloons
whether fixed or free, airships, kites,
gliders and flying machines

19 Air-taxiing Movement of a helicopter/VTOL above
the surface of an aerodrome, normally in
ground effect and at a ground speed
normally less than 37 km/h (20 kt).
20 Air traffic All aircraft in flight or operating on the
manoeuvring area of an aerodrome.
21 Air traffic A service provided within advisory
advisory airspace to ensure separation, in so far
service. as practical, between aircraft which are
operating on IFR flight plans.
22 Air traffic Authorization for an aircraft to proceed
control under conditions specified by an air traffic
clearance. control unit.
Note 1.— For convenience, the term “air
traffic control clearance” is frequently

Note 2.— The abbreviated term
“clearance” may be prefixed by the words
“taxi”, “take-off”, “departure”, “en route”,

particular portion of flight to which the air
traffic control clearance relates.
23 Air traffic a) preventing collisions:

24 Air traffic A generic term meaning variously, area
control unit control centre, approach control unit or
aerodrome control tower.
25 Air traffic A generic term meaning variously, flight
service information service, alerting service, air
traffic advisory service, air traffic control
service (area control service, approach
control service or aerodrome control
service).
26 Air traffic Airspaces of defined dimensions,
services alphabetically designated, within which
airspaces specific types of flights may operate and
for which air traffic services and rules of
operation are specified.
Note.— ATS airspaces are classified in
AIP India ENR 1.4.
27 Air traffic A unit established for the purpose of
services receiving reports concerning air traffic
reporting office services and flight plans submitted before
departure.
Note.— An air traffic services reporting
office may be established as a separate
unit or combined with an existing unit,
such as another air traffic services unit,
or a unit of the aeronautical information
service.
28 Air traffic A generic term meaning variously, air
services unit. traffic control unit, flight information
centre or air traffic services reporting
office.
29 Airway A control area or portion thereof
established in the form of a corridor.

30 Alerting service A service provided to notify appropriate
organizations regarding aircraft in need of
search and rescue aid, and assist such
organizations as required.
31 Alternate An aerodrome to which an aircraft may
aerodrome proceed when it becomes either
impossible or inadvisable to proceed to or
to land at the aerodrome of intended
landing. Alternate aerodromes include
the following:
Take-off alternate. An alternate
aerodrome at which an aircraft can land
should this become necessary shortly
after take-off and it is not possible to use
the aerodrome of departure.
En-route alternate. An aerodrome at
which an aircraft would be able to land
after experiencing an abnormal or
emergency condition while en route
ETOPS en-route alternate. A suitable
and appropriate alternate aerodrome at
which an aeroplane would be able to land
after experiencing an engine shutdown or
other abnormal or emergency condition
while en route in an ETOPS operation.
Destination alternate. An alternate
aerodrome to which an aircraft may
proceed should it become either
impossible or inadvisable to land at the
aerodrome of intended landing.
Note.— The aerodrome from which a
flight departs may also be an en-route or
a destination alternate aerodrome for that

32 Altitude The vertical distance of a level, a point or
an object considered as a point,
measured from mean sea level (MSL).
33 Approach Air traffic control service for arriving or
control service departing controlled flights.
34 Approach A unit established to provide air traffic
control unit control service to controlled flights
arriving at, or departing from, one or
more aerodromes.
35 Appropriate ATS The relevant authority designated by the
authority State responsible for providing air traffic
services in the airspace concerned.
36 Appropriate a) Regarding flight over the high seas:
authority The relevant authority of the State of
Registry.
b) Regarding flight other than over the
high seas: The relevant authority of the
State having sovereignty over the
territory being overflown.
37 Apron A defined area, on a land aerodrome,
intended to accommodate aircraft for
purposes of loading or unloading
passengers, mail or cargo, fuelling,
parking or maintenance.
38 Area control A unit established to provide air traffic
centre control service to controlled flights in
control areas under its jurisdiction.
39 Area control Air traffic control service for controlled
service flights in control areas.
40 Area navigation A method of navigation which A method

41 ATS route A specified route designed for channeling
the flow of traffic as necessary for the
provision of air traffic services.
Note 1.— The term “ATS route” is used
to mean variously, airway, advisory route,
controlled or uncontrolled route arrival or
departure route, etc
Note 2.— An ATS route is defined by
route specifications which include an ATS
route designator, the track to or from
significant points (way-points), distance
between significant points, reporting
requirements and, as determined by the
appropriate ATS authority, the lowest
safe altitude.
42 Approach A performance-based navigation (PBN)
procedure with instrument approach procedure designed

47 Aircraft tracking A process, established by the operator,
that maintains and updates, at
standardized intervals, a ground based
record of the four dimensional position of
individual aircraft in flight.
48 Airworthy The status of an aircraft, engine,
propeller or part when it conforms to its
approved design and is in a condition for
safe operation.
49 Altimetry The difference between the altitude
system error indicated by the altimeter display,
(ASE) assuming a correct altimeter barometric
setting, and the pressure altitude
corresponding to the undisturbed ambient
pressure.
50 Appropriate The comprehensive and detailed
airworthiness airworthiness codes established, adopted
requirements or accepted by a Contracting State for
the class of aircraft, engine or propeller
under consideration.
51 Area navigation A method of navigation which permits
(RNAV) aircraft operation on any desired flight
path within the coverage of ground- or
space- based navigation aids or within
the limits of the capability of self-
contained aids, or a combination of
these.
Note. — Area navigation includes
performance-based navigation as well as
other operations that do not meet the
definition of performance-based
navigation.

52 Automatic fixed An automatically activated ELT which is
ELT (ELT (AF)) permanently attached to an aircraft.
53 Automatic An automatically activated ELT which is
portable ELT rigidly attached to an aircraft but readily
(ELT (AP)) removable from the aircraft.
54 Automatic An ELT which is rigidly attached to an
deployable ELT aircraft and which is automatically
(ELT (AD)). deployed and activated by impact, and, in
some cases, also by hydrostatic sensors.
Manual deployment is also provided.
55 Area navigation A navigation specification based on area
(RNAV) navigation that does not include the
specification requirement for performance monitoring
and alerting, designated by the prefix
RNAV, e.g. RNAV 5, RNAV 1.
56 Basic aircraft An aircraft which has the minimum
equipment required to perform the
intended takeoff, approach or landing
operation.
57 Commercial air An aircraft operation involving the
transport transport of passengers, cargo or mail for
operation: remuneration or hire.
58 Configuration A list established by the organization
deviation list responsible for the type design with the
(CDL) approval of the State of Design which
identifies any external parts of an aircraft
type which may be missing at the
commencement of a flight, and which
contains, where necessary, any
information on associated operating
limitations and performance correction.
59 Continuing The set of processes by which all aircraft
airworthiness comply with the applicable airworthiness

60 Crew member A person assigned by an operator to duty
on an aircraft during a flight duty period.
61 Ceiling The height above the ground or water of
the base of the lowest layer of cloud
below 6,000 meters (20,000 feet)
covering more than half the sky.
62 Change-over The point at which an aircraft navigating
point on an ATS route segment defined by
reference to very high frequency omni-
directional radio ranges is expected to
transfer its primary navigational reference
from the facility behind the aircraft to the
next facility ahead of the aircraft.
Note— Change-over points are
established to provide the optimum
balance in respect of signal strength and
quality between facilities at all levels to
be used and to ensure a common source
of azimuth guidance for all aircraft
operating along the same portion of a
route segment
63 Clearance limit The point to which an aircraft is granted
an air traffic control clearance.
64 Command and The data link between the remotely
control link (C2) piloted aircraft and the remote pilot
station for the purposes of managing the
flight.
65 Control area A controlled airspace extending upwards
from a specified limit above the earth.
66 Controlled An aerodrome at which air traffic control

67 Controlled An airspace of defined dimensions within
airspace. which air traffic control service is
provided in accordance with the airspace
classification.
Note— Controlled airspace is a generic
term which covers ATS airspace.
68 Controlled flight Any flight which is subject to an air traffic
control clearance.
69 Controller-pilot A means of communication between
data link controller and pilot, using data link for
communications ATC communications.
(CPDLC)
70 Control zone A controlled airspace extending upwards
from the surface of the earth to a
specified upper limit.
71 Cruise climb An aeroplane cruising technique resulting
in a net increase in altitude as the
aeroplane mass decreases.
72 Cruising level A level maintained during a significant
portion of a flight.
73 Current flight The flight plan, including changes, if any,
plan brought about by subsequent clearances.
74 Cabin crew A crew member who performs, in the
member interest of safety of passengers, duties
assigned by the operator or the pilot-in-
command of the aircraft, but who shall
not act as a flight crew member.

75 Combined vision A system to display images from a
system (CVS) combination of an enhanced vision
system (EVS) and a synthetic vision
system (SVS).
76 Commercial air An aircraft operation involving the
transport transport of passengers, cargo or mail for
operation remuneration or hire.
77 Configuration A list established by the organization
deviation list responsible for the type design with the
(CDL) approval of the State of Design which
identifies any external parts of an aircraft
type which may be missing at the
commencement of a flight, and which
contains, where necessary, any
information on associated operating
limitations and performance correction.
78 Contaminated A runway is contaminated when a
runway significant portion of the runway surface
area (whether in isolated areas or not)
within the length and width being used is
covered by one or more of the
substances listed in the runway surface
condition descriptors.

found in the CAR section 4 Series B Part
I.
79 Continuing The set of processes by which all aircraft
airworthiness comply with the applicable airworthiness
requirements and remain in a condition
for safe operation throughout their
operating life.

85 Danger area An airspace of defined dimensions within
which activities dangerous to the flight of
aircraft may exist at specified times.
86 Data link A form of communication intended for the
communications exchange of messages via a data link.
87 Detect and The capability to see, sense or detect
avoid conflicting traffic or other hazards and
take the appropriate action
88 Dangerous Articles or substances which are capable
goods of posing a risk to health, safety, property
or the environment and which are shown
in the list of dangerous goods in the
Technical Instructions or which are
classified according to those Instructions.
Note. — Dangerous goods are classified
in Aircraft (Carriage of Dangerous
Goods) Rules, 2003.
89 Decision A specified altitude or height in a 3D
altitude/height instrument approach operation at which a
(DA/H missed approach must be initiated if the
required visual reference to continue the
approach has not been established
Note 1- Decision altitude (DA) is
referenced to mean sea level (MSL) and
decision height (DH) is referenced to the
threshold elevation.
Note 2- The required visual reference
means that section of the visual aids or of
the approach area which should have
been in view for sufficient time for the
pilot to have made an assessment of the
aircraft position and rate of change of
position, in relation to the desired flight

90 Dry Runway A runway is considered dry if its surface
is free of visible moisture and not
contaminated within the area intended to
be used.
91 Extended Any operation by an aeroplane with two
diversion time or more turbine engines where the
operations diversion time to an en-route alternate
(EDTO) aerodrome is greater than the threshold
time established by the State of the
Operator
92 Electronic flight An electronic information system,
bag (EFB) comprised of equipment and applications,
for flight crew which allows for storing,
updating, displaying and processing of
EFB functions to support flight operations
or duties
93 Enhanced vision A system to display electronic real-time
system (EVS) images of the external scene achieved
through the use of image sensors.
94 Engine A unit used or intended to be used for
aircraft propulsion. It consists of at least
those components and equipment
necessary for functioning and control, but
excludes the propeller/rotors (if
applicable).

95 Estimated off- The estimated time at which the aircraft
block time will commence movement associated
with departure.
96 Estimated time For IFR flights, the time at which it is
of arrival estimated that the aircraft will arrive over
that designated point, defined by
reference to navigation aids, from which it
is intended that an instrument approach
procedure will be commenced, or, if no
navigation aid is associated with the
aerodrome, the time at which the aircraft
will arrive over the aerodrome. For VFR
flights, thetime at which it is estimated
that the aircraft will arrive over the
aerodrome
97 Expected The time at which ATC expects that an
approach time arriving aircraft, following a delay, will
leave the holding fix to complete its
approach for a landing.
Note— The actual time of leaving the
holding fix will depend upon the approach
clearance.
98 EDTO critical The fuel quantity necessary to fly to an
fuel end-route alternate aerodrome
considering, at the most critical point on
the route, the most limiting system failure.

99 EDTO- An aeroplane system whose failure or
significant degradation could adversely affect the
system safety particular to an EDTO flight, or

whose continued functioning is

100 Emergency A generic term describing equipment
locator which broadcast distinctive signals on
transmitter designated frequencies and, depending
(ELT) on application, may be automatically
activated by impact or be manually
activated. An ELT may be any of the
following
101 Fatigue A physiological state of reduced mental
or physical performance capability
resulting from sleep loss or extended
wakefulness, circadian phase or
workload (mental and/or physical activity)
that can impair a crew member’s
alertness and ability to safely operate an
aircraft or perform safety related duties.
102 Flight manual A manual, associated with the certificate
of airworthiness, containing limitations
within which the aircraft is to be
considered airworthy, and instructions
and information necessary to the flight
crew members for the safe operation of
the aircraft
103 Flight A person designated by the operator to
operations engage in the control and supervision of
officer/flight flight operations, whether licensed or not,
dispatcher suitably qualified in accordance with CAR
Section 7, Series ‘M’ Part II, who
supports, briefs and/or assists the pilot-

expressed in degrees from North (true,

220 Traffic Advice provided by an air traffic services
avoidance unit specifying maneuvers to assist a pilot
advice to avoid a collision.
221 Traffic Information issued by an air traffic
information services unit to alert a pilot to other
known or observed air traffic which may
be in proximity to the position or intended
route of flight and to help the pilot avoid a
collision.
222 Transition The altitude at or below which the vertical
altitude position of an aircraft is controlled by
reference to altitudes.
223 Target level of A generic term representing the level of
safety (TLS) risk which is considered acceptable in
particular circumstances.
224 Threshold time The range, expressed in time,
established by the State of the Operator
to an enroute alternate aerodrome,
whereby any time beyond requires a
specific approval for EDTO from the
DGCA.

background.
