The Executive Director (Eaton) has the primary responsibility for the project, supervises the
staff, and monitors the interns/volunteers. The Executive Director will focus on community
education measures in the Deaf community of the DC metro area for this grant and develop
partnerships with law enforcement, victim service agencies, local referring/wraparound services,
nonprofit organizations and service providers.

Resiliency Education Coordinator (REC) is the primary person for DAWN to provide trauma-
informed culturally responsive services to Deafblind, Deaf Disabled, Deaf, and hard of hearing
victims of intimate partner violence, sexual violence, forced & manipulative relationships,
human trafficking, and stalking. They will work closely with volunteers. They will also provide
training as needed by The Senior Resiliency Education Coordinator (REC).

The Senior Resiliency Education Coordinator (SR.REC) is the person that oversees the work
done by the REC. They provide supervision and support staff that give trauma-informed
culturally responsive services to DeafBlind, Deaf Disabled, Deaf and hard of hearing victims of
intimate partner violence, sexual violence, human trafficking, and stalking. They are responsible
for overseeing training programs for interns and volunteers.

Survivor Resource Specialist (SRS) will be responsible for completing the assessments to assist
clients with identifying survival goals such as housing, parenting, life skills classes and financial
literacy. SRS will assess the immediate crisis needs of clients and address them in a cultural
approach and with safety to maximize the clients’ security and quality of survivor hood. SRS
will assist survivor in navigating their options, including restorative justice and assess immediate
crisis needs of clients within DC government and public services

The Trauma Counselor (Mercurio) will coordinate trauma-informed, cultural, and linguistic
accessible therapy services for the DeafBlind, DeafDisabled, Deaf, Hard of Hearing and Late
Deafened by ensuring ethical and effective services to victims of domestic violence, sexual
violence, abusive relationship, child abuse, trafficking, stalking, and
gender-based violence area.

Senior Survivor Resource Specialist (SRS) (Sutton) will be responsible for overseeing the

Budget Narrative: DAWN pay 100% of health, dental, and vision insurance cost as an incentive
to draw talented staff to DC as a high cost of living city and working in a high trauma
workspace.

Budget Narrative:
DAWN uses interpreters (live and remote) for meetings for meeting DAWN stakeholders,
other DV collaboration meetings, training, DC government, outreach events, organizations
meetings and sub-grantees meeting access outside services. Ayuda is the current provider for
client interpreter services, if Ayuda is unable to provide interpreters, this fund will support this
need. DAWN will contract with 2 interpreting agencies in the area to secure interpreters, this
will cost $100/ hour. Contracts will be made and recorded for inspection with names of
agencies and interpreters if non-agency. Should those agencies be unable to fill those jobs,
DAWN will contract directly with freelance interpreters, their direct contract cost is between
$45-$65/hr. This is the average cost of interpreting services in DC Metro, with a possible
specialty rate for special cases such as trilingual clients (English/ASL/ and 3rd language) or
Protactile (interpreting for DeafBlind clients).

Communication Facilitators (CF) /Support Service Providers (SSP) are trained to work with
DeafBlind/Low Vision/Close Vision Deaf people. DeafBlind Victims are unable to receive
direct services due language modalities differences. DeafBlind people rely on tactile
communication to receive information. CF/SSP will be contracted to go to DeafBlind
member’s homes to receive Victim Services/ Education. DAWN will contract directly with
CF/SSP and their direct rate from $35 -$50 per hour based on the skills (Tactile ASL,
Protactile, Haptics, or tracking.
CF/SSP will be selected by the Deafblind individual for confidential and safety purposes.

Program Coordination Assistance will be contracted $50 per hour for no more than 80
hours a month at 25% and the other 25% will be covered by other funding. PCA will
provide programmatic support to the current Executive director, ensuring programs in
compliance of DAWN’s funders. PCA will provide non-crisis support to victims as
needed. PCA will provide assistance in quarterly programmatic reporting and financial
reporting.

Resiliency Education Educators will be hired to provide various services to DAWN survivors
and clients that need post trauma support. The lecturers will be done in ASL and be paid up to
$81.25 an hour for no more than 12 sessions for 2 hours per class. The contracts will be
collected and recorded for inspection.
DAWN current counselors require ongoing supervision by Licensed therapists/social workers
with Supervisor credentials. DAWN will cover their weekly supervision. Contracts and MOU
will be made and recorded for inspection with the name of a Licensed Supervision entity.
They will be contracted $200 per week at 50%.
DAWN is required to be cultural aware and competent in providing DAWN’s diverse clients.
Many consultants who provide culturally competent consultants are not aware or have the

qualifications to provide necessary consultation to support DAWN. Deaf Cultural Competent will
work with the Executive director and crisis intervention team on a weekly basis at . Contracts
and MOU will be made and recorded for inspection with the name of a Licensed Supervision
entity. They will be contracted $200 per week at 90%.
DAWN will contract a bookkeeper to manage and track DAWN’s finances and maintain
DAWN’s grants compliance. The Finance person will work 35 hours per month for $35 an
hour. Contracts will be made between DAWN and Deaf based Bookkeeping company at 90%.

Budget Narrative: Dawn will provide calendar, planner and writing pads and writing
instruments to staff and interns will be covered at 100%. Volunteer package consists of
training materials, confidentiality forms, DAWN Operations manual. This will cover the cost
of printing materials, folders to create package and DAWN volunteer t-shirt at 90%.
DAWN Marketing consists of business cards, DAWN promotional materials for DAWN
outreach functions. This grant will fund marketing materials at 90%.

Budget Narrative:
DAWN is currently renting a 2-office suite which includes all utilities and internet services.
The office has better maintenance and provides a more pleasant environment for clients and
survivors to meet with DAWN staff. The current location also has a large meeting room
where it can be used for live streaming education, workshops, orientations, seminars, and
training for survivors, clients, supporters, and partners at ease. This will allow counselors to
host support groups virtually. During this pandemic, all staff providing Victim services are
working remotely from their home, using their internet service to manage DAWN’s
Videophone hotline, all virtual related communication calls and outreach, virtual case
management and victim services.
Apricot Software is used by the Executive Director, SRS, REC, Program Assistant, interns, volunteer and
Trauma Counselor to record, report, note, and track all cases for audit, record keeping, and liability.

DAWN pays $590 a year for website hosting.


Liabilities include work compensation and general liabilities.
DAWN uses Bambee, a human resource platform to track all personnel information and ensure DAWN
is in compliance with the employment law.

Quickbooks tracks DAWN’s payroll, financial transactions, and tracking timesheet.

DAWN pays subscription for CANVA.org to make brochures, flyers and educational materials for social
media.

ZOOM allow DAWN to continue services virtually.

Adobe Pro will enable DAWN staff to have important documents signed by victims that receive services
and all the documents are encrypted online.
