FUNDING GUIDELINES

We invite you to collaborate with us in our efforts to leave no one behind!

Overview
At Digicel PNG Foundation, we believe that where Digicel grows as business so too must the communities
that it operates in. Digicel PNG Foundation has invested over K169 million into projects in all the 96 Districts
of PNG since our launch in 2008.

The Foundation has a goal of creating a connected, educated, safe and healthy PNG. Our mission is to
work in partnership with others to deliver vital infrastructure and social programs to connect Papua
New Guineans and their communities to opportunities for sustainable development.

Our strategy focuses on three objectives:


1. Improve the lives of people in rural - urban communities through quality health and education
programs;
2. Strengthen innovative partnerships and communications for change;
3. Build a smart and sustainable organization;

Aim of Community Grants Program


The program aims to support local organizations with community grants of up to K50, 000 to deliver
projects that provide local solutions to local problems. As an organization, Digicel Foundation PNG looks
for partner organizations that work in line with our development priorities. We provide support to our partners
through grants and capacity building. We then work together to monitor and evaluate the success of our
programs and projects and provide a platform to share our collective story of change.

Our Funding Focus


We prioritize funding for projects and programs, w h i c h are in line with our development outcomes
outlined in our results framework in our Strategic Plan. The focus areas for organizations to apply for
funding include:

1. Education and Literacy


Projects that help to improve the educational outcomes for disadvantaged communities. Proposals
can include support for community libraries, literacy programs for children and adults, support for
resource centres, inclusive education for people living with disabilities, innovative ways to unlock
digital learning, support for STEM education in schools, teacher training etc.

2. Health
Projects that help communities improve health outcomes. This can range from health awareness
to service delivery projects. Particular focus is given to projects that address maternal mortality,
community based rehabilitation for people living with disabilities, water sanitation hygiene (WASH)
Programs, Feminine Hygiene projects etc.

3. Peace Building
Projects that assist anti-violence advocates and human rights defenders in communities and
increases access to services for victims of violence. These projects can include assistance to safe
houses, peace-building initiatives through sports, conflict resolution training. Particular focus will
be given to projects that emphasis working with men on violence prevention programs in line with
the Men of Honour Campaign run by Digicel Foundation.

4. Leadership and Sustainable Livelihoods


Projects that assist with civic engagement and leadership development. Projects can include
leadership skills training, civic engagement, strengthening local governance, sustainable
livelihoods, nutrition and agricultural projects.

Criteria for Funding


Basic eligibility criteria for program funding:
 Organisations must be not-for-profit and have all statutory documentation in place e.g. IPA
certification, Constitution, Tax Identification Number etc.
 Organisations must serve the majority of people in their respective communities;
 Organisations must have and display the leadership, financial management, experience,
expertise and capacity to effectively carry out the proposed program activities;
 Program proposals must support Digicel Foundation goals;

Funding Limitations
The Community Grants Program does not provide funding for the following:
 Individual needs such as scholarships, etc.
 Endowment funds or funds directed towards deficit reduction or operating reserves;
 Trips, conferences, seminars, festivals, one day events (unless they are a part of an approved
program activity);
 Church programs that have no direct link to our key development priorities.

In kind Contribution
In order to encourage community ownership and participation, the Foundation encourages applicants
to include in the grant funding proposal their contribution to the projects whether in cash or kind. This
investment may take the form of finance, capital or “sweat equity” in the form of labour.

How to Apply for Project/Program Funding


1. Obtain the appropriate funding application form for your request. You can download forms
from our website https://foundation.digicelpacific.com/ or request for forms by emailing
digicelpngfoundation@digicelpacific.com. Hard Copies with requisite signatures should be sent
in support of on-line applications.
2. Fully complete the funding application form by answering all the questions. Refer to annexure 1 –
Results framework as a guide to align to our priorities.
3. Once you have completed the application form and attached all support documentation, you
must submit your application to Digicel PNG Foundation
4. Applications can be submitted in the following ways:
 Mail your application to Digicel PNG Foundation, P.O. Box 1618, Port Moresby, NCD or;

 Hand deliver your applications to the Digicel Office at Kennedy Road, Gordons.
 Email: digicelpngfoundation@digicelpacific.com or;
 Deliver to the nearest Digicel Regional/Provincial Office – they will scan the documents
and email to our office in POM
5. Deadline for applications is 5:00pm, 19th September 2023.

The Application Screening Process


Project Applications
 After you have completed and submitted the funding application, you will receive an e-mail or
phone call notifying you that your application has been received.
 Applications are selected depending on targets and operational plan for that financial year
and are subject to approval from the Board of the Digicel Foundation.
 Should you not receive any feedback on your application by 28 January 2024, please consider
your application as unsuccessful.
