2024 SARANGANI PROVINCIAL ATHLETIC ASSOCIATION MEET

1. Per Article XIV, Section 19, Paragraph 2 of the Philippine Constitution, all
educational institutions shall undertake regular sports activities throughout the
country in cooperation with athletic clubs and other sectors. In line with this, the
annual Sarangani Provincial Athletic Association (SPAA) Meet will be held on
March 15-17, 2024, to be hosted by the Municipality of Alabel, Sarangani Province
with the theme, Unleash Your Athletic Fire: Ignite the Passion, Pursue
Greatness through Sports.

2. This Division-wide Sports Meet is also in adherence to the Palarong

Pambansa Act of 2013 and the United Nations Doctrine of using Sports and
Physical Education, Health Development and Peace among People, and Values
Formation among the Youth.

3. The objectives of this sports meet are as follows:

a. To ensure the continuing sports spirit among the learners, teachers, and
school officials;

b. To showcase the stakeholders' strong desire to have sustainable

programs for children at an early stage, pursuing sports excellence,
discipline, and values inherent in the practice of sports and physical
education;

c. To widen the base for talent identification, selection, recruitment,

training, and exposure of elementary and secondary learners;

d. To provide a database for a valid and universal basis to further improve

the school sports development program;

e. To promote sportsmanship, camaraderie, and unity among competitors

through friendly competition, and;

f. To create an inclusive environment where students of different abilities

and backgrounds can participate, ensuring that sports activities cater to
a diverse range of interests and capabilities.

4. The participating learner-athletes must meet the following requirements to

qualify for the activity:

a. must be physically fit (undergone medical and dental examinations);

b. must be of Good Moral Character;

c. those who were born on or after April 1, 2011, for the Elementary Level
and April 1, 2006, for the Junior and Senior High School;

d. must be recommended by their respective Delegation Heads; and

e. must meet the guidelines set by the Division Selection and Accreditation
Committee (DSAC).

5. Teacher-coaches shall prepare their lesson plans and activities intended for
the day that they are requested to attend. Schoolheads and department heads shall
ensure that a relieving teacher will take over the subject loads of the teacher-coach
to avoid disruption of classes.

6. The teacher-coaches, tournament managers, officials, and members of the

Technical Working Group (TWG) shall be entitled to compensatory time off in
accordance with the CSC and DBM Joint Circular No. 2, s. 2004 (Non-Monetary
Remuneration for Overtime Service Rendered) and service credits pursuant to the
provisions set under DepEd Order No. 53, s. 2003 (Updated Guidelines on Grant of
Vacation Service Credits to Teachers), whichever is applicable.

7. The DSAC is set to screen the athletes' records on the following dates:

8. Tournament managers and officials are advised to be at their respective

playing venues on March 13 and 14, 2024 for the necessary preparatory activities
for their sports event. Austerity measures shall be observed in the conduct of this
sports meet. Ceremonies shall be in the simplest mode/format and the athletic
uniforms shall be optional.

9. The solidarity meeting for all tournament managers, officials, coaches, and
delegation heads will be on March 14, 2024, at 7:00 p.m. in the Alabel Municipal
Gymnasium.

10. Each delegation should be responsible for the subsistence (meals, snacks,
and transportation) and uniform of their members and participants chargeable
against Local Funds/SEF/MOOE while other allowable expenses shall be taken
from the 2024 SEF, all subject to the usual accounting and auditing rules and
regulations.
