1. General
The Contractor must use the recommended topology (Annex N2 of the Bidding documents) and
make the network design based on that topology.

Project drawings, quotations, and data must be approved by the Engineer and then transferred to
the Employer.

Complete set of design documentation of infrastructure must be prepared by the Contractor as per
the Employer’s technical requirements as outlined in the Annexes N 1,2,3,4 of the Bidding
documents and based on the site surveys performed by the Contractor, including revised BOQ,
Programme, all permits and other documentation to be obtained by the Contractor under Sub-Clause
1.13 [Compliance with Laws], and any other documentation, without limitation, required for the
implementation, construction and registration of the Works.

2. Project preparation, planning, and design of the OF backbone


1. A contractor must take into account all the necessary components in the quotation, drawing,
and documentation for the network installation and complete functionality. This includes
building materials, equipment, workforce, skills, etc.
2. All necessary components needed for the successful implementation of the project, including
materials, workforce, equipment etc., must be taken into account by the Contractor.
3. A contractor must take into account that during the project design, s/he must avoid planning of
the infrastructure on land that belongs to a private owner.
4. The cable route must be designed next to the main roads as much as possible.
5. A contractor must conduct a detailed site survey in order to identify the location of the
trenches, manholes, containers, and access points. Access points and containers' locations
should be defined as follows: within the radius of 100 m from the coordinates listed in Annex 2,
located on the state/municipally owned land plot, and adjacent to the state/municipally owned
building(public schools, a building of local authority, or its territorial unit, Community Centre or
other). All the locations must be agreed upon with the Employer.
6. A contractor must use the most up-to-date information and geo-referenced maps and provide
data, drawings, and schemes in the original (electrical) format.
7. For measuring works and site surveys, the Contractor must use the most accurate tools.
8. A contractor is responsible for preparing engineering drawings for the construction works as
well as detailed layouts based on both site survey results and technical requirements.
9. A contractor must provide all the needed equipment, machinery, workforce, and tools which
are required for the successful and complete implementation of the project.

3. Permissions
1. A contractor is responsible for obtaining all the necessary permissions/approvals for the
maximum allowable timeframe defined by the law (In case of existence) required for the
implementation of the project (e.g., construction permit, property, right of way, permits from
other infrastructure owners/providers; etc.) and performing the works on the respective
sections in accordance to the requirements and to the full satisfaction of the respective owner.
2. The fee established for the permit/agreement/consent received by the Contractor (for/in the
name of N(N)LE Open Net) for construction works (including the use of municipal, state, or other
owned infrastructure/property) must be paid by the Contractor in such a way, that after the

completion of construction and commissioning of the network, N(N)LE Open Net should not
have to be charged for any additional fees/payments (including monthly, annual or other).
3. All permissions/approvals must be issued in the name of the N(N)LE Open Net.
4. All permissions/approvals must be written on the issuing company blank (if it exists), with the
issue date and signed by the company authorized person (physical or digital signature).
5. Construction permit: The construction permit is issued by local governments. The optical fiber
infrastructure is an I category of structure. Municipalities have the autonomy to define whether
such structures need or not construction permits on their territory. In most cases, such
structures do not need a construction permit rather, simple notification is enough. In some
cases where the construction permit is needed, it goes in a simplified way.
6. Consents from the land plots and infrastructure owners: In any case, consent must be obtained
from the owners of lands, pipelines, roads, and other infrastructure where optical fiber is to be
deployed. In the case of roads, this owner is either the road dept (in case of international and
intrastate category roads) or the local municipality (in case of local importance roads).
7. After getting all the permits/approvals and finishing the design in full, the Contractor must
register the infrastructure in the Public Registry, under the State’s name. After finishing each of
the milestones, the Contractor has to revise the registered route in case of any alterations.

4. Documentation
1. During the design, the Contractor should provide all the necessary documentation (drawings,
permissions/approvals, scope of works, BoQ, construction costs per milestone, time schedules,
and others) which will be needed in order to do the infrastructure construction. The Contractor
shall provide the full list along with the price quotations for all the materials/components
needed for the infrastructure construction (in accordance with the technical requirements of
the annexes).
2. The completion of milestones should be clearly stated in the time schedule. Each completion
date should be assigned proportionately and logically to work volume and time.
3. Reports from all stages of the services must be submitted in writing in accordance with the
contract.
4. The final documentation must be presented in Georgian or English (must be agreed upon with
the Employer at the start of the project) language and must contain a detailed description of
the project, maps, and distribution and connection diagrams of the network components and
fiber optic ducts. A contractor must perform and submit drawings and charts by means of GIS-
based software (QGIS, ArcGIS, etc.) in shape files. The distribution and connection diagrams of
the network components must be performed in the corresponding design software (MS Visio)
and provided in the corresponding format.
5. A detailed description of the project and all its additional documentation must be provided in
PDF format. At the same time, the bill of materials and quotation have to be provided in MS
Excel format, the project description in MS Word format, and the time schedule in MS Project
format. The project and all corresponding documentation must be written and presented on
either DVD-R or CD-R to the Engineer.
6. Maps provided by a contractor must contain at least the following information:
o Node – name and its GIS coordinate
o OF backbone route
o Type of cable channel on the route( e.g., HDPE 40 mm), its quantities, and identifications
o Type of fiber optic on the route, number of fibers, and the depth at which they are
underground.
o Positions of the proposed manholes, closures, fiber slacks, numbering/name, and
distances between them.

o Proposed aggregation point (container) position, numbering/name, and its GIS
coordinates
o Main Road names per service area
o Main Landmarks in each area, e.g., Hotels, Churches, Shopping Malls, Hospitals/Clinics,
Ministries, Schools, Universities, Municipalities, Embassies, etc
7. The diagram provided by a contractor must contain at least the following information:
o Name and type of Optical Fiber Cable and its utilization
o Fiber core design
o Fiber diagrams per splice location
o Splice locations and fiber cable terminated
o Type of closures used (e.g., Dome closure, line closure)
o Proposed aggregation point (Cabinet/container) position, numbering/name, and its GIS
coordinates
o Road names per areas
o The diagram of small and big aggregation points (cabinet/container), together with a
diagram showing the placement of the ODF, equipment, and ingoing ducts.
o Type of ducts installed, e.g., HDPE (40 mm)
8. A contractor isn't limited in adding additional useful information to the aforementioned HLD
and LLD.

5. Scope of works, technical requirements, material specifications,


Standards.

The Contractor shall take into account the requirements described in Annex N4 for work materials and
equipment, and prepare the project in accordance with the above requirements, international and
construction norms, and rules in place in Georgia.
