VISION
MISSION
A. NAME OF ORGANIZATION
1. The name of the organization shall be Institute of Integrated Electrical Engineers of the
Philippines, Incorporated – Council of Student Chapters (IIEE-CSC).
2. The IIEE-CSC shall be the official umbrella organization of all electrical engineering student
organizations nationwide affiliated with the IIEE.
3. The IIEE-Regional Council of Student Chapters or RCSC shall be the official regional
organization of the IIEE-CSC in each of the IIEE regions outside of NCR.
4. The term “CSC Officer” and “CSC member” refers to a volunteer student representative from
an IIEE-affiliated school chapter.
5. A “school chapter” or “IIEE-affiliated school chapter” refers to any school, college or university
affiliated with the IIEE.
7. The CSC shall exist under the supervision of the IIEE-Student Affairs Committee (SAC) in
accordance with the Constitution and By-laws of the IIEE.

B. MEMBERSHIP
1. IIEE-CSC National Officer – a student who has complied with all the requirements stated
below.
(1.1) Must be a bonafide student taking up Bachelor of Science in Electrical Engineering (BSEE).
(1.2) Must be an active member of his/her school chapter.
(1.3) Must be an IIEE Student Member.
(1.4) Must be willing to devote his/her time, effort, and talent in achieving the goals of the
Council.
(1.5) Must be of good moral character.
(1.6) Must have attended the CSC Annual Leadership Workshop.
(1.7) Must be recognized as an officer by the IIEE-Student Affairs Committee.
2. IIEE-Regional CSC Officer – a student who has complied with all the requirements stated
below.
(2.1) Must be a bona fide student taking up Bachelor of Science in Electrical Engineering
(BSEE).
(2.2) Must be an active member of his/her school chapter.
(2.3) Must be an IIEE Student Member.
(2.4) Must be willing to devote his/her time, effort, and talent in achieving the goals of the
Council.
(2.5) Must be of good moral character.
(2.6) Must be recognized as a Regional CSC officer by the IIEE-Student Affairs Committee.
(2.7) Must be a non graduating student before the month of March on his/her last year of school.
3. IIEE Student Member – a student who has complied with the student membership
requirements stated below.
(3.1) Must be a bona fide student taking up Bachelor of Science in Electrical Engineering (BSEE)
or an Electrical Technology student.
(3.2) Must be a member of his/her school chapter.
(3.3) Must be endorsed by his/her school chapter as an “IIEE Student Member” as required in
Rule F 3.1 and Rule F 3.2
C. ORGANIZATIONAL STRUCTURE
(1.4) Shall designate the date, time and venue of the regular meetings of the Council.
(1.5) Shall have the power to create or abolish ad hoc committees as the need arises.
2. STANDING COMMITTEES. Each Standing Committee shall be composed of a chairman, a co-
chairman and its members. The Council shall have the following Standing Committees:
(2.1) Education Committee – to handle technical and educational projects and activities such as
seminars, plant tours and film showings.
(2.2) Membership Committee – to take charge of the membership campaign of the Council.
(2.3) Ways and Means Committee – to be in charge in formulating fund raising activities to
finance other activities of the Council.
3. AD HOC COMMITTEES. The EXECOM may create Ad Hoc Committees as the need arises.
The National Chairman shall appoint the Ad Hoc Committee Heads and members.
(4.1) The RCSC shall serve as a link between the regional school chapters and the Council. It
shall submit a copy of the minutes of the meeting every month to the CSC with the
signature of the two elected officers and the appointed committee heads and members.
(4.2) The RCSC shall promote mutual understanding and enhance a closer relationship among
the affiliated school chapters in their region.
(4.3) To inform the school chapters in their region on CSC programs and activities.
(4.4) To produce dedicated and committed individuals who will serve their region unselfishly.
(4.5) To help increase IIEE Student membership.
5. The Council shall have the IIEE Student Affairs Committee (SAC) as its advisers.
1. The Chairman shall be the chief executive officer of the Council, as such; he/she shall have the
following powers and duties:
(1.1) Preside at all meetings of the Council.
(1.2) Exercise general supervision of all activities of the Council.
(1.3) Recommend the disbursement of funds.
(1.4) Call for special or emergency meetings as may be necessary.
(1.5) Appoint or discharge ad hoc committee heads and members.
(1.6) Appoint standing committee members as recommended by the respective committee
heads.

(1.7) Make a revamp of CSC officers as may be necessary with the approval of the Student
Affairs Committee (SAC).
(1.8) Perform other duties pertaining to his/her office as may be required by the advisers.
(2.1) Be responsible for supervising activities within the Northern Luzon, Central Luzon, National
Capital Region, Southern Tagalog and Bicol Region.
(2.2) Be responsible for supervising the electrical technology students’ affairs.
(2.2) Exercise and discharge all the powers and duties of the Chairman in case of absence or
disability of the latter.
(2.3) Assist the Chairman whenever necessary especially on matters pertaining to internal affairs
of the Council.
(2.4) Perform other duties as may be assigned to him/her by the Chairman and the Advisers.
(3.1) Be responsible for supervising the activities within the Western Visayas, Eastern Visayas,
Western Mindanao and Eastern Mindanao.
(3.2) Be responsible for supervising the RCSC affairs.
(3.3) Exercise and discharge all the powers and duties of the Vice-Chairman for Internal Affairs
in case of absence or disability of the latter.
(3.4) Assist the Chairman whenever necessary especially on matters pertaining to external
affairs of the Council.
(3.5) Perform other duties as may be assigned to him/her by the Chairman and Advisers.
(4.1) Be the Editor-in-Chief of the “THE PRIME MOVER” – the official publication of the Council.
(4.2) Supervise all promotional and advertisement activities of the Council.
(4.3) Supervise the documentation and publication projects of the Council.
(4.4) Exercise and discharge all the powers and duties of the Vice-Chairman for External Affairs
in case of absence or disability of the latter.
(4.5) Assist the Chairman whenever necessary especially on matters pertaining to technical
affairs of the Council.
(4.6) Perform other duties as may be assigned to him/her by the Chairman and Advisers.
(6.1) Prepare the budget requisition with prior approval of the Chairman.
(6.2) Appropriate Budget for each committee.
(6.3) Coordinate with the Auditor regarding the collection and disbursements of funds of each
committee
(6.4) Prepare monthly financial statements of the Council.
(6.5) Perform other duties as may be assigned to him/her by the Chairman and the Advisers.
(7.1) Record all the collection and disbursement of funds of each committee.
(7.2) Coordinate with the Treasurer regarding the collection and disbursements of funds of each
committee
(7.3) Conduct periodic checking and auditing of the Council’s properties and documents.
(7.4) Perform other duties as may be assigned to him/her by the Chairman and the Advisers.
1. The RCSC Chairman shall be the Chief Executive Officer of the Regional Council of Student
Chapters, as such; he/she shall have the following powers and duties:
(4.1) Prepare the budget/fund requisition with prior approval of the RCSC Chairman.
(4.2) Appropriate Budget for each activity of the RCSC.
(4.3) Coordinate with the Auditor regarding the collection and disbursements of funds for each
activity.
(4.4) Prepare monthly financial statements of the RCSC
(4.5) Perform other duties as may be assigned to him/her by the RCSC Chairman and the IIEE-
CSC.
(5.1) Record all the collection and disbursement of funds for each activity.
(5.2) Coordinate with the Treasurer regarding the collection and disbursements of funds for each
activity.
(5.3) Conduct periodic checking and auditing of the RCSC documents.
(5.4) Perform other duties as may be assigned to him/her by the RCSC Chairman and the IIEE-
CSC.
E. ELECTION
1. There shall be an Annual CSC Leadership Workshop wherein the election of the next set of
CSC National Officers will take place.

2. The election of CSC National Executive Officers and Standing Committee Heads shall be done
through secret balloting of the qualified voting members.
3. There shall be a total of thirteen (13) elected CSC National Officers. This includes seven (7)
officers from the Executive Committee, three (3) Standing Committee Chairmen and three (3)
Standing Committee Co-Chairmen.
4. Only two (2) students per school shall be allowed to cast their votes.
5. Only one (1) student from each school shall be elected to the Executive Committee.
6. Likewise, the Standing Committee Heads should come from different schools.
7. A maximum of only two (2) students per school shall be permitted to be elected to any of the
thirteen (13) positions mentioned in Rule E-I-3.
8. Any Council member or officer who is not endorsed by its chapter and who wants to pursue
another term in the Council should have the recommendation of the incumbent CSC Chairman
and SAC Chairman but he/she will not hold any position on the EXECOM or head any of the
Standing Committees.
9. No re-election to the same office shall be permitted for a person pursuing another term.
10. The elected CSC chairman shall not hold the highest position in any other organization other
than the CSC. In the event that the elected CSC chairman holds the highest position in other
organizations, he/she has to choose only one post and resign from the other.
11. The election of CSC officers shall be held not later than the last week of May of every year.
12. The elected officers of the council shall assume their respective duties and responsibilities
immediately after the leadership workshop.
13. All elected CSC officers shall hold offices for terms of one year or until their successors are
elected.
14. Students that are graduating before the month of March of the next year shall not be permitted
to be elected to any of the thirteen (13) positions mentioned in Rule E-I-3.
15. A Commission on Election (COMELEC) shall be created by the outgoing batch of the Council
to oversee and set the guidelines of the election approved by the IIEE Student Affairs
Committee.
1. The election of officers shall take place on the Regional Student Congress. This shall be done
through secret balloting of the qualified voting members.

2. There shall be five (5) elected offices in the Regional Council of Student Chapters: Chairman,
Vice-Chairman, Secretary, Treasurer, and Auditor.
3. Nominees for each of the five positions should come from different affiliated schools.
4. Only two (2) students per school shall be allowed to cast their votes.
5. The person having the highest number of votes shall be proclaimed elected. In case two or
more person have an equal and highest number of votes, one of them shall be chosen by the
vote of majority.
6. Students that are graduating before the month of March of the next year shall not be permitted
to be elected to any of the five (5) positions nor should they be quizzer/representative of his
school on IIEE-CSC Quiz Shows.
7. Each elected RCSC Officer shall be a recognized active IIEE student member of his school.
Likewise, the appointed RCSC officers shall also be recognized active IIEE student members.
8. The elected officers shall assume their respective duties and responsibilities on the day
following the Regional Congress, and shall end on the same day a year after or until their
successors are elected.
9. The RCSC Chairman and Vice-Chairman shall be eligible for re-election provided that they
fulfill the requirements set in Rule E-II-6.
10. A representative duly recognized by the IIEE-CSC shall supervise the election.
F. SCHOOL CHAPTERS
1. The Philippines shall be divided into nine regions primarily with regards to the Annual CSC
Regional Quiz Show and Regional Council of Student Chapters. The nine regions will be the
same as the Regional Assignments of the IIEE.
(2.1) All recognized “Electrical Engineering Student Organization” and “Electrical Technology
Student Organization” of various schools; colleges and universities nationwide may
become an affiliate of IIEE.
(2.2) The original name of the “Electrical Engineering Student Organization” and “Electrical
Technology Student Organization” may be retained and supplemented with “IIEE School
Chapter”.
(2.3) The “Electrical Engineering Student Organization” and “Electrical Technology Student
Organization” shall have at least twenty (20) members including officers.

(2.4) The “Electrical Engineering Student Organization” and “Electrical Technology Student
Organization” shall adopt their own constitution and By-laws that shall govern their
respective programs and affairs without conflict with the IIEE-CSC Implementing Rules and
Regulations.
(2.5) To be accredited or affiliated as an IIEE School Chapter, a copy of the constitution and By-
laws of the “Electrical Engineering Student Organization” and “Electrical Technology
Student Organization” shall be submitted to the IIEE-CSC for review and approval.
(2.6) The IIEE-CSC shall be notified in case of amendments or revisions to the Constitution and
By-laws of the IIEE School Chapters. The IIEE-CSC reserves the right to modify the IIEE
School Chapter’s Constitution and By-laws should they conflict with the IIEE-CSC
Implementing Rules and Regulations and policies.
(2.7) An IIEE School Chapter shall submit to the IIEE-CSC a copy of its proposed activities every
semester from the start of the school term.
3. FUNDS
(3.1) All IIEE School Chapters shall pay a membership fee for every student member. Each
student member is entitled to an IIEE membership certificate and identification card.
(3.2) Payment shall be made upon approval of affiliation, and on the expiration of their
membership identification card, provided their affiliation is still in effect.
(3.3) Fund shall be utilized by the IIEE National Organization through the Student Affairs
Committee (SAC) in complementing activities only for student affairs.
(3.4) Dues can be changed from time to time as determined by the IIEE-CSC with the approval
of the IIEE Board of Governors.
(3.5) RCSC funds shall be utilized and governed by the rules set by the IIEE Student Affairs
Committee and IIEE Board of Governors made especially for the purpose.
(4.1) The Council reserves the right to cancel the affiliation of a School Chapter on the grounds
of:
a.) Willful violation of the Councils Implementing Rules and Regulations.
b.) Committing any act that can jeopardize the unity and integrity of the Council
and/or the School Chapters.
(4.2) Any IIEE Student Member may submit a formal complaint to the IIEE-CSC regarding
anomalies in their local chapter. After receiving the complaint, the Councils Executive
Committee will immediately investigate the matter and act on it accordingly.

(4.3) The Council cannot cancel any affiliation without the approval of the Student Affairs
Committee.
1. Weekly regular meeting shall be held as determined by the IIEE-CSC Executive Committee.
2. The IIEE-CSC Chairman and/or the IIEE-SAC Chairman may call special or emergency
meetings as the need arises.
3. A presiding officer and one half of the active members shall constitute a quorum for special /
emergency meetings.

c. reading and approval of the minutes of the last meeting
d. discussion of the agenda
e. recapitulation
f. announcement
g. adjournment
1. The Regional Council of Student Chapters (RCSC) shall have at least one meeting a month for
planning and reporting of activities.
2. The RCSC and/or the IIEE-CSC may call special or emergency meetings as the need arises.
3. A presiding officer and one half of the elected officers shall constitute a quorum for every
meeting.
2. Any CSC Officer or member found to have committed any of the grounds stated in Rule H-1
can be subjected to impeachment and/or dismissal from the CSC.
3. Any member may submit his/her formal complaint against any CSC officer or member to the
CSC Executive Committee. After receiving the said complaint, the Executive committee shall
investigate on the matter and act on it with the guidance of the adviser.
4. Impeachment cases shall be discussed in special meetings and shall be favored by the Council
voting at least one half plus one of the total CSC National Officers excluding the person(s) in
question.
5. After the CSC has decided the impeachment cases, the case will then be forwarded to the
IIEE-Student Affairs Committee (IIEE-SAC) for further review.
6. The IIEE-SAC will be the one to give the final decision on the impeachment case. The decision
of the SAC shall be official regardless of the decision of the CSC General Assembly. The CSC
shall obey and respect the decision of the IIEE-SAC.
7. The CSC Chairman as may be necessary shall do a revamp of the CSC Officers. This action
shall be subject to the approval of the SAC Chairman.
8. Any member may terminate his/her membership in the Council anytime. Resignation shall be in
writing and shall take effect after the approval of the CSC Executive Committee and the IIEE-
SAC.
9. In case of vacancy in the office of the chairman, the Vice-Chairman for Internal Affairs shall
take the place vacated by the former. If the position of the Vice-Chairman for Internal Affairs
becomes vacant, the Vice-Chairman for External Affairs will take the place of the vacated post.
If the position of the Vice-Chairman for External Affairs becomes vacant, the Vice-Chairman for
Technical Affairs will take the place of the vacated post. In the event of vacancy in any of the
other positions not stated above, the CSC Executive Committee shall elect any CSC member
to fill in the vacant post through a special election. The special election shall be supervised by
the IIEE Student Affairs Committee.
10. In case of vacancy in the office of the RCSC Chairman, the RCSC Vice-Chairman shall take
the place of the RCSC Chairman. In the event of vacancy in any of the other positions not
stated above, the RCSC Executive Committee should elect any RCSC member to fill in the
vacant post through a special election provided that they complied with the qualifications stated
in Rule E-II. A representative from the National Office may not be needed to supervise the
special election provided that the CSC and IIEE Student Affairs are notified by the changes.

I. PENALTIES
1. Any violation of the IRR shall be subject for review and disciplinary action to be decided by the
Student Affairs Committee.
J. AMENDMENTS or REVISIONS
1. Any amendments or Revision to this IMPLEMENTING RULES AND REGULATIONS shall only
be official if it has the approval of the IIEE-SAC.
2. The amended/revised IMPLEMENTING RULES AND REGULATIONS shall take effect one day
after the approval of the IIEE-SAC.
