SPECIFICATION FOR
ETCH (PRETREATMENT) PRIMER

0. F O R E W O R D
0.1 This Indian Standard was adopted by the Indian Standards Institution
on 30 April 1970, after the draft finalized by the Paints and Allied
Products Sectional Committee had been approved by the Chemical
Division Council.

0.2 T h e etch primers have come to play an important part in the finishing
of metallic surfaces other than steel and with advantage be used in
refinishing work on steel surfaces too. T h e use of these primers combine a
light phosphate treatment with a very thin primer application.

0.2.1 T h e etch primers are based on the use of an activated phosphoric


acid solution in conjunction with vinyl butyral resin, pigmented with zinc
tetroxy chromate.

0.2.2 As the etch primer gives a very thin coating, it shall be supple-
mented by a coat of ordinary priming material if full weather resistance is
required. T h e etch primer is water sensitive, and, therefore, it is essential
that the work should flow steadily from priming to finishing without delay.
T h e etch primers are also known as wash primers or pretreatment primers.
This primer is generally used in aeronautical and shipbuilding industry for
the preparation of surface for painting.

0.3 Full alignment of J S S 3007 'Specification for paint, priming, etching,


base/accelerator', issued by the Department of Standardization, Ministry
of Defence, Government of India, has also been achieved with this
Indian Standard as it fully covers the requirements prescribed in J S S 3007.

0.4 For the purpose of deciding whether a particular requirement of this


standard is complied with, the final value, observed or calculated,
expressing the result of a test or analysis, shall be rounded off in accordance
with IS : 2-1960*. T h e n u m b e r of significant places retained in the rounded
off value should be the same as that of the specified value in this standard.

1. SCOPE
1.1 This standard prescribes the requirements and the methods of sampling
and test for etch ( pretreatment ) primer, suitable for air drying, or force
drying, for use on clean metal surfaces of all types as a treatment prior to
application of the coating system.
1.1.1 The material is intended to improve adhesion of the next applied
coat of paint. Though it possesses corrosion inhibiting properties, it is not
intended as a permanent protective coating by itself.
NOTE — The material is supplied as two separate components consisting of the base
and accelerator to be mixed together before use in the proportions specified. The
mixed material should retain its properties for a period of 8 hours from the time of
mixing, and any unused material should be discarded at the end of this period.

2. TERMINOLOGY
2.1 For the purpose of this standard, definitions given under 2 of
IS : 101-1964* and IS : 1303-1963† shall apply.
3. REQUIREMENTS
3.1 Composition — The material shall consist of a base and an accele-
rator. The two components shall be manufactured with the following
ingredients mixed in the proportions by weight as given in 3.1.1 to 3.1.3.

3.1.3 The polyvinyl butyral resin shall be of good commercial grade


containing only polyvinyl butyral, polyvinyl alcohol, and polyvinyl acetate
in the molecule. The loss on heating to constant weight at 98° to 100°C
shall not exceed 3 percent. Five grams of the resin dissolved in 95 g of
ordinary denatured spirit shall give a clear water white solution; the
viscosity of the solution shall be 20 to 25 cS at 25° C.
3.2 The material, suitable for spraying brushing, shall be prepared by
mixing the base and the accelerator components in equal proportions by
volume.
3.3 Consistency
3.3.1 The base shall be in such a condition that stirring easily produces
a smooth uniform material with no tendency to gel or the pigment settle-
ment shall not be so great that it is not possible to resuspend it by thorough
stirring or to form objectionable skinning.
3.3.2 Mixed Material — When the thoroughly stirred base and the
accelerator components are mixed in the proportions set out in 3.2 above,
the resulting paint, after thorough stirring, shall be smooth and uniform
and suitable for application by the appropriate method.
3.4 Viscosity — The viscosity of the mixed material shall be within ± 10
seconds of the approved sample when tested as prescribed in 7.4 of
IS : 101-1964||.

3.5 Drying Time
3.5.1 Air Drying
3.5.1.1 Preparation of panel — Clean a 300 × 100 × 0.8 mm unburnished,
hard, aluminium panel ( see IS : 2676-1964* ) with mineral hydrocarbon
solvents and apply a coat of the material by appropriate method and allow
the panel to dry at laboratory drying conditions in a vertical position. The
dry film weight of the material shall be 6.5 to 13.0 g/m 2 . When thus dried
for one hour, the panel shall show no signs of sagging, pinholing or any
other defect.
3.5.2 Force Drying — The paint film prepared on an aluminium panel
prepared as in 3.5.1.1 shall be force dried for 15 minutes at 85° to 100°C
and allowed to cool to room temperature for one hour. The film shall show
no signs of sagging, pinholing or any other defect.
3.6 Finish — The finish of the film prepared as in 3.5.1 and 3.5.2 shall
be smooth and matt and not inferior to the approved sample when tested
as prescribed in 7.5 of IS : 101-1964†.
3.7 Fineness of Dispersion — The fineness of dispersion of pigments in
the vehicle system shall not be inferior to the approved sample when tested
as prescribed in 7.6 of IS : 101-1964†.
3.8 Fitness to Take a Coat of Primer, Cellulose Finish — The paint
film as prepared in 3.5 shall be able to take an overcoat of primers
conforming to IS : 104-1962‡, IS : 1874-1962§, IS : 2074-1962|| and
IS : 2075-1962¶ and cellulose finishes after a period of 4 to 6 hours without
lifting, wrinkling or blistering.
3.9 Keeping Quality — The individual components shall be such that if
stored in their original sealed containers under normal temperature
conditions, they will retain the properties described in this specification for
a period of not less than six months.

4. PACKING AND MARKING


4.1 Packing — The material shall be supplied in two separate containers
as agreed to between the purchaser and the supplier.

4.2 M a r k i n g — T h e containers shall be marked with the following:


a) N a m e of the material;
b) Manufacturer's n a m e and trade-mark, if any;
c) Volume of the material;
d) T h e m o n t h and year of manufacture; and
e) Directions for mixing.

4.2.1 T h e containers may also be marked with the I S I Certification M a r k .

NOTE — The use of the ISI Certification Mark is governed by the provisions of
the Indian. Standards Institution ( Certification Marks ) Act and the Rules and
Regulations made thereunder. The ISI Mark on products covered by an Indian
Standard conveys the assurance that they have been produced to comply with the
requirements of that standard under a well-defined system of inspection, testing and
quality control which is devised and supervised by ISI and operated by the producer.
ISI marked products are also continuously checked by ISI for conformity to that
standard as a further safeguard. Details of conditions under which a licence for the
use of the ISI Certification Mark may be granted to manufacturers or processors,
may be obtained from the Indian Standards Institution.

4.3 T h e material when intended for defence purposes, shall be packed and
marked in accordance with IS : 5661-1970*.

5. SAMPLING

5.1 Representative samples of the material shall be drawn as prescribed


under 3 of IS : 101-1964†.

6. TEST M E T H O D S

6.1 Tests shall be conducted as prescribed in 3.3 to 3.9.

6.2 Q u a l i t y of R e a g e n t s — Unless specified otherwise, pure chemicals


and distilled water ( see IS : 1070-1960‡ ) shall be employed in tests.
NOTE — ' P u r e chemicals' shall mean chemicals that do not contain impurities which
affect the results of analysis.
